We realize the more comments will need to be addressed when we submit construction documents, but we have addressed the comments with as much information as we know at this time. Please submit a filled out development standards variance application for the 2 variances; see attached. (They can be withdrawn at a later date, if determined that they are not needed) The height variance request has been submitted and it was determined that a lot coverage variance was not needed. Make sure the public notice meeting time to the newspaper and neighbors reads 6:00 PM. It is suggested to send the notice to the Indianapolis Star newspaper by Noon, two days prior to the printing deadline (317 -444 -7163 or email: publicnotices @indystar.com). This public notice ran in newspaper as required. Please see attached (hardcopy submittal). Please make checks payable to the City of Carmel. The check was submitted with the nine BZA packets. Please provide copies of your correspondence with the TAC members and their correspondence with you. The church will have to extend the sewer line and provide a 25' easement which is show on C103. T i. Please submit a set of to -scale exterior architecture building elevations. Also, please provide details on the building materials and colors. Please see sheets A201 and A202. X Please provide a floor plan of the building, if available. Floor plans have been included. Please see attached drawings, Sheets A101 and A102. Please label the building dimensions on the site plan, the longest length and widest width. More dimensions have been added to C101 '11Q, Road right of way (if any) will need to be dedicated to the City, per the Thoroughfare Plan. Please work with Gary Duncan in the Engineering Dept. on how much r/w is required. (317 271 2441.) The right of way has already been purchased by the city and the Thoroughfare Plan has been constructed along the frontage of the property. `1. Please label the 50 -ft half road right of way. Prepare an estimated construction cost to comply with the Thoroughfare Plan Alternative 'K Please show a direct path connection from the path along Shelborne Rd. to the building. We have extend the sidewalk on the south side of the building to the street path. ,7„5. Please show bike parking location and bike rack details, per section 27.06 of the ordinance. The Thoroughfare Plan improvements have been made and Gary Ducan has informed the church of thea amount that they will need to pay. Per the C3 Plan Pedestrian and Bike Plan map, please also show /label a 6 -ft wide bicycle lane and a 10 -ft wide path along Shelborne Rd. on the site plan. (Please work with David Littlejohn, Alternative Transportation Systems Coordinator, on the details of this; 317 571 2417.) The bike path already has been installed along the frontage of the site when the road was widened and median installed. We are now showing a bike parking area near the northwest corner of the proposed building and have a bike parking detail on C101 as well. '2.6 Please show /label the trash dumpster location on the site plan. We are currently showing a dumpster location on the northwest corner of the parking lot, see sheet C101. 2•Z Will the ground sign be up -lit or internally lit? Up -lit Please provide the hours of operation and the schedule /programming for the use of the building. Hours of operation are now shown on C101. 9 Please provide the lot cover percentage. Please include the pavement and building footprints in this calculation. Lot coverage is now shown on C101 Side yard building setbacks for a church are 25 -ft, per zoning ordinance chapter 26.02.08. Please add this to the site layout plan. This has been modified on sheet C101. Please submit the cut sheets and design details of the parking lot pole lighting and the wall mounted light fixtures. The fixtures are more completely specified on C104. See cut sheets attached. No fence is planned. We may add some around the mechanical areas in a future submittal. 3. Please consider using additional LEED or 'green' building practices, such as a white membrane roof, solar panels, skylights, pervious pavers in all or part of the parking area, etc. List is attached. 3 Please label the mechanical equipment locations on the site plan and provide details on how they are screened from view. This includes electric and gas meters. We are not yet complete enough with the design to know where this equipment will be placed. We will address this in future submittals. Please make sure that all exterior light fixtures have flat lenses and 90- degree cut offs, and have shields on the sides that face residential areas. Please find the following comments that are in addition to any comments that have been issued by our office. 1. Please label the existing and proposed rights -of -way The current R/W is at the east property line which is 50' from the center line. The R/W has been purchased by and dedicated to the city. 2. Please confirm that you will comply with the requirements of Section 2.09 of the Zoning Ordinance Compliance with the Thoroughfare Plan is understood. The plan has already been implemented at this property and it will be the plan to maintain it. 3. Please provide a basic drainage summary that includes amount of detention required and amount of detention provided. We have attached a preliminary hydrology report 4. A summary of the storm water quality measures shall be provided and indicated on the drawing sheets. We are showing a bioswale at the pond discharge. We will work with an engineer to determine if this will be sufficient or if other measures will be required. 5. As the design moves forward, we will further evaluate the location of the curb cuts. It is desirable to locate the main entrance as far to the north as possible since preference will be given to the public road approach to the south. The entrance needs to be farther north than indicated. This will affect the median modifications associated with this project. Also, please confirm if the southernmost access will be right -in /right -out or right out only The north driveway is located just south of a major power pole. Please confirm the INDOT warrants for SB auxiliary lanes at each entrance. 11. Please choose a water main connection point that does not require an open pavement cut of Shelborne Road. 12. Does the on -site fire hydrant need to be near one of the entrance drives? 13. Please confirm if the proposed ground sign is in the existing or proposed right -of -way. 14. The front part of the property cannot direct discharge without being treated and detained. The Department assumes this would be the case with the proposed yard inlet on the northeast corner of the site. 15. As you know we are in the primary design stage and the information that the sewer main is with 25' or so of our property is helpful. As we go into the construction document stage we are aware that we will need to have the sewer main extended across the frontage of the church's property. We are still in the preliminary design stage, but we have added the standard planting details to our plans (please see sheet L101 attached) and added a planting schedule. In the next stage we will get an inventory of the existing trees so that we can properly add the additional buffering. Hopefully, my notes will make it a little easier. I read the note at the bottom of page L101. It seems that landscaping is on the radar and planned to be addressed later. Hopefully, my notes will make it a little easier. I read the note at the bottom of page L101. It seems that landscaping is on the radar and planned to be addressed later.
