Project Narrative
TheappJicant seeks approval to rezone 2.567 acres from OM/SFA-Single Family Attached
to OM/MF-Multifamily in the Old Meridian District. When the district and its associated
zoning classifications were established, zoning lines did not always follow property lines.
This resulted in a somewhat awkward tract along the eastern edge of the Edward Rose
property. The petition will allow the property to be developed as an integral part of the
adjacent upscale apartment community and the Old Meridian District as a whole.
The applicant's site plan and streetscape design will incorporate right-of-way dedication
and the future construction of the proposed Orand Boulevard which is to be located along
the property's east boundary. The future development is to front on and be oriented to the
Orand Boulevard.
Company Profile
Edward Rose Building Enterprises is a family-owned business involved in the ownership,
development, building and management of multifamily residential real estate.
Since Edward Rose began building single family homes in 1921, the company has been
continuously active in the field of residential Construction. Since 1965 the concentration
has been primarily on apartments with over 55,000 rental units completed. The company
currently oWnS and manages more than 50,000 rental units located throughout the Midwest
and Mid-Atlantic regions.
The company builds apartment homes for its own account and continues to own and
manage the properties. Although some apartment properties have been sold, these sales
typically take place only after the company has managed the community for many years.
The last such sale was in 1986.
The enterprise is headquartered in Farmington Hills, Michigan with four development
and/or management offices, including one in Indianapolis.

ORDINANCE NO. Z-456-04
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL AMENDING
TIrE ZONING ORDINANCE NO. Z-289, AS AMENDED, OF THE CITY OF CARMEL AND
CLA Y TOWNSHIP, HAMILTON COUNTY, INDIANA.
WHEREAS, the Carmel Plan Commission has recommended approval of the proposed
Rezone Ordinance Z-456-04, filed as Docket No. 04050051Z with the Carmel Plan Commission.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
Carmel, Indiana, that Ordinance No. Z-289, as amended, is hereby amended as follows:
Section I: That the Zone Map accompanying and made a part of Zoning Ordinance Z-289,
as amended, is amended to reclassify the following described real estate from the Single Family
Attached Zone (SFA) District to the Multi-Family Housing Zone (MF) District, within the Old
Meridian District Zone.
LEGAL DESCRIPTION:
Part of the Northwest Quarter of the Southeast Quarter of Section 26, Township 18 North, Range
3 East in Hamilton County, Indiana, being more particularly described as follows:
Commencing at the Southwest COrner of said Quarter Quarter Section; thence North 88 degrees
44 minutes 05 seconds East along the South line of said Quarter Quarter Section 999.93 feet to
the Southeast corner of land described in Instrument No. 95-54504, recorded in the Office of the
Recorder of Hamilton County, Indiana; thence North 00 degrees 04 minutes 27 seconds West
along the East line of said described land 365.46 feet to the POINT OF BEGINNING; thence
SQuth89degrees 55 minutes:')4 seconds West 201.48 feet; thence North 00 degrees 10 minutes
07 seconds West 650.00 feet to the North line of said described land; thence North 88 degrees 47
minutes49 seconds East along said North line 61.97 feet; thence South 01 degrees 12 minutes 11
seconds East 141.56 feet; thence North 89 degrees 55 minutes 33 seconds East 137.82 feet to the
East line of said describedhtnd; thence South 00 degrees 04 minutes 27 seconds East along said

The above-described real estate is located east and south of the intersection of 131 st Street
and Pennsylvania Street within the corporate limits of the City of Carmel, Indiana.
Section II: All prior Ordinances or parts thereof inconsistent with any provision of this
Ordinance are hereby repealed.
