Docket No. 04050051 z: Alexandria of Carmel/Edward Rose Rezone The applicant seeks approval to rezone a property from OM/SF A-Single Family Attached to OM/MF-Multifamily. The site is located southeast of Pennsylvania and 131st Streets. Filed by Paul Reis of Drewry Simmons Pitts & V omehm for Edward Rose Properties. The Special studies committee forwards a favorable recommendation to the full Plan Commission on this request with a 5-0 vote. The Department request that the applicant prepare and submit a map illustrating the land area they intend to dedicate for the grand Boulevard. This map should inc1udeareas within and outside the subject rezone area. This is necessary to illustrate conformance with the Old Meridian Plan and setback requirements. The Department recommends thatthe Plan Commission forward this rezone request to the City Council with a favorable recommendation. 8i. The site is located southeast of Pennsylvania Street and 131st Street. The site is zoned OM/MF - Old Meridian Multi- Family. PCR-2004-0817 . e Background: The applicant is proposing to rezone 2.567 acres within the Old Meridian Zone from the Single Family Attached (OM/SF A) designation to the Multi-Family (OM/MF) designation and expand the previously approved plan onto that area as well as incorporating the land at the comer of Pennsylvania and Main Street. The rezone is addressed under tabs 1-5 in the booklet and the ADLS within tabs 6-10. The rezone is necessary to consoliclate an appropriate area within the parent tract into a single zone to allow the proposed multi-family use. Old Meridian / Multi-Family (OM/MF) is proposed to allow the construction ofthe apartment community envisioned for the area as part ofthe Old Meridian Plan. You will fmd included in the information packet a copy of the plan approved in 2003. The Dep<:mment views this proposed rezone as a logical step in realizing the vision ofthe Old Meridian PI8,Il'. The petitioner has displayed how the previously approved area complies with the requirements of the Old Meridian plan as outlined in the Ordinance and Comprehensive Plan for the area. The Department has npoutstandingissueswith the proposed ADLS for the amended area. The applicant is requesting relief from the requirement to brick 100% of the elevations of all buildings.Pleal'ie see the informational booklet to review the proposed elevations. These are the same elevations previously approved. However the applicant needs approval to be granted to allow the area of expansion to math that area already approved by the Commission. PCR-2004-0817
