COUNCIL CHAMBERS /CITY HALL /ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Richard L. Sharp, Council Members Carol Schleif, W. Eric Seidensticker, Sue Finkam, Luci Snyder, Ronald E. Carter, Kevin D. Rider, Clerk - Treasurer Diana L. Cordray and Deputy Clerk Treasurer Lois Fine. Mayor Brainard called the meeting to order at 6:00 p.m. Reverend Tim Cook, Christ Community Church, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Seidensticker made a motion to approve minutes from the June 4, 2012 Regular Meeting. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Minutes were approved 6 -0 (Councilor Snyder was not in the Chamber). RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: John Fox addressed the Council regarding the Palladium. The following individuals addressed the Council in support of arts funding: Jonathan Haag, Frank Basile (Interim President /CEO), Elizabeth Taylor, Alan Davis (President & CEO Carmel Symphony) and Brenda Myers. John Accetturo addressed the Council opposed to Ordinance D- 2098 -12 and Resolution CC- 06- 18 -12 -01 (support for the arts funding). Donnie White, White & Associates, addressed the Council regarding Team National (suggested ways for the City to save money). COUNCIL. MAYORAL AND CLERK - TREASURER COMMENTS /OBSERVATIONS: Mayor Brainard addressed Mr. White. 1 Clerk- Treasurer Diana L. Cordray addressed the Council regarding fireworks. Mayor Brainard addressed the Council. Councilor Snyder addressed the Council regarding the Hamilton County Humane Society. Councilor Carter informed the Council and citizens that the Pleasant Grove United Methodist Church would be holding their annual fish fry this weekend from 11:00 a.m. to 8:00 p.m. Councilor Carter also addressed Mr. Accetturo and Mr. Davis. Councilor Finkam thanked Frank Basile for his leadership and service for the past 10 months to the Palladium. Councilor Sharp addressed the Council and informed them he is looking for a quorum to hold a Special Meeting in July. ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Seidensticker made a motion to approve claims in the amount of $1,644,646.76. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Claims were approved 7 -0. Detail of Wire Transfers Month of May, 2012. Councilor Seidensticker made a motion to acknowledge wire transfers in the amount of $4,219,238.06. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Wire transfers were acknowledged 7 -0. COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee had not met. The next meeting will be held on Thursday, June 21, 2012 at 5:30 p.m. Councilor Seidensticker reported that the Land Use, Annexation and Economic Development Committee had not met. The next meeting will be held on Tuesday, June 26, 2012 at 5:30 p.m. Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. Councilor Rider reported that the Utilities, Transportation and Public Safety Committee had met and discussed Ordinance D- 2092 -12 which remains in committee. There was no Council discussion. Council President Sharp refereed Ordinance Z- 556 -12 to the Land Use, Annexation and Economic Development Committee for further review and consideration. NEW BUSINESS Council President Sharp announced the First Reading of Ordinance D- 2088 -12; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Carmel City Code, Chapter 2, Article 4, Adding Section 2 -142, Establishing the City of Cannel Historic Preservation Fund #507. Councilor Seidensticker made a motion to move this item into business. Councilor Snyder seconded and presented this item to the Council. Councilor Seidensticker made a motion to suspend the rules and not send this item to committee and vote this evening. Councilor Rider seconded. There was no Council discussion. Council President Sharp called for the vote. The motion was approved 7 -0. Councilor Seidensticker made a motion to approve Ordinance D- 2088 -12. Councilor Schleif seconded. There was no Council discussion. Council President Sharp called for the vote. Ordinance D- 2088 -12 was adopted 7 -0. 3 1 1 Council President Sharp announced the First Reading of Ordinance D- 2098 -12; An Ordinance of the Common Council of the City of Cannel, Indiana, Approving the Appropriation of Monies from the City of Cannel, Indiana, General Fund for use in the Support The Arts Fund ($1,358,000). Councilor Seidensticker made a motion to Table this item. Without objection from the Council, this item was Tabled. Council President Sharp announced Resolution CC- 06- 18- 12 -01; A Resolution of the Common Council of the City of Carmel, Indiana, Disbursing Arts Fund Monies ($1,623,000). Councilor Seidensticker made a motion to move this item into business. Councilor Rider seconded. Council President Sharp referred to Mayor Brainard to present this item to the Council. There was brief Council discussion. Councilor Seidensticker made a motion to amend Exhibit A; strike lines 1 -6; line 7 reduce amount from $150,000 to $65,000; line 8 remain at $200,000; strike lines 9 -17. The new total would be $265,000. Councilor Schleif seconded. There was brief Council discussion. Mayor Brainard addressed the Council. Council President Sharp called for the vote. The motion to amend Exhibit A was approved 7 -0. Councilor Seidensticker made a motion to approve Resolution CC- 06- 18 -21 -01 As Amended. Councilor Schleif seconded. There was brief Council discussion. Council President Sharp called for the vote. Resolution CC- 06- 18 -12 -01 As Amended was adopted 7 -0.
