HomeMy WebLinkAboutCC-07-16-12-01 Authorizing Certain Employees of CCCC to Carry Over PTOSPONSORS: Councilors Sharp, Carter and Seidensticker RESOLUTION CC- 07- 16 -12 -01 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AUTHORIZING CERTAIN EMPLOYEES OF THE CARMEL CLAY COMMUNICATIONS CENTER TO CARRY OVER TIME IN EXCESS OF THE LIMITS ESTABLISHED BY ORDINANCE IN THEIR PAID TIME OFF (PTO) ACCOUNTS WHEREAS, the Carmel Clay Communications Center ("CCCC") is scheduled to cease operations as an independent dispatch center on or about September 1, 2012; and WHEREAS, employees of CCCC have had knowledge of this closure for nearly one year; and WHEREAS, such knowledge has led to the departure of numerous employees, who, under the circumstances, the City has elected not to replace; and WHEREAS, in order to maintain adequate staffing, and therefore ensure public safety, the City has been required under these circumstances to hire additional temporary, part-time staff and schedule the remaining full -time employees for extra shifts; and WHEREAS, Carmel Police Department ( "CPD "), which has assumed oversight of CCCC until its ceases operations, affinns that CCCC employees have been attempting to use their accrued paid time off ( "PTO ") in excess of 150 hours prior to the June 22, 2012, "use it or lose it" deadline; and WHEREAS, some CCCC employees have recently taken PTO, only to work extra shifts later in the same week, thereby canceling out the PTO through no fault of their own; and WHEREAS, this is a unique situation in which employees are working extra hours for reasons that are beyond the control of the employees themselves or their managers, those hours being in the interest of public safety; NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Carmel, Indiana, that any full -time employee of CCCC who, in the opinion of CPD management, in its oversight role, made a concerted effort to use excess PTO time prior to June 22, 2012, but was unable to do so due to circumstances beyond their control, and who had a balance of more than 150 hours in his or her PTO bank as of 11:59 PM on June 22, 2012, shall be allowed to keep those excess hours in their PTO bank, either to be used prior to the date CCCC operations cease or to be paid out at that time.
