Project Narrative The appliqant seeks approval to rezone 2.567 acres from OM/SFA-Single Family Attached to OM/MF-Multifamily in the Old Meridian District. When the district and its associated zoning Classifications were established, zoning lines did not always follow property lines. This resulted in a somewhat awkward tract along the eastern edge of the Edward Rose property. The petition will allow the property to be developed as an integral part of the adjacentupscale apartment community and the Old Meridian District as a whole. The applicant's site plan and street~cape design will incorporate right-of-way dedication and the future construction of the proposed Grand Boulevard which is to be located along the property's east boundary. The future development is to front on and be oriented to the Grand Boulevard. Company Profile Edward Rose Building Enterprises is a family-owned business involved in the ownership, development, building and management of multifamily residential real estate. Since Edward Rose began building single family homes in 1921, the company has been continuously active in the field of residential construction. Since 1965 the concentration has been primarily on apartments with over 55,000 rental units completed. The company currently owns and manages more than 50,000 rental units located throughout the Midwest and Mid-Atlantic regions. The company builds apartment homes for its own account and continues to own and manage the properties. Although some apartment properties have been sold, these sales typically take place only after the company has managed the community for many years. The last such sale was in 1986. Proiect Narrative In July 2003, the Plan Commission granted ADLS approval for an upscale apartment community on approximately 17 acres adjacent to the existing ManorCare at Summer Trace facility located south and east of the intersection of Pennsylvania Street and Main Street. Since that tirne, Edward Rose Properties, Inc. has had the opportunity to acquire adjacent property at the corner of Penn and Main. The purpose of this request for ADLS approval is to develop the acquisition property as an integral part of the approved apartment community and the Old Meridian District. The apartment community will be a pedestrian-oriented neighborhood designed in classic urban architecture and integrated with the network of streets and boulevards envisioned for the district.
