1. This Item will be on the JAN. 18,2012 agenda of the Technical Advisory Committee. If not done so already,the
petitioner must submit plans and review materials to all TAC members ASAP via email and/or mail. The updated TAC
members list is online at: http://www.carmel.in.gov/Modules/ShowDocument.aspx?documentlD=708 . (The TAC
meeting agenda will be sent out 10 days prior to this meeting.)
2. Mailed and Published Public Notice needs to occur no later than DEC.29. Published notice is required within the
Indianapolis Star. Note:in addition to certified mailings to neighbors and public notice ad,the placement of a
public hearing sign on the property is also required by the BZA Rules of Procedure,Article VI,Section 6(see
application). Make sure the public notice meeting time to the newspaper and neighbors reads 6 PM and the location
reads City Hall Council Chambers. It is suggested to send the notice to the Indianapolis Star newspaper by Noon,
two days prior to the printing deadline (317-444-7163 or email: publicnotices @indystar.com).
3. The Proof of Public Notice(newspaper affidavit,green cards, etc.)will need to be received by this Department no

The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the project submitted for the January 18, 2012 Technical Advisory Committee
meeting and the comments from the Alternative Transportation review have been satisfactorily addressed.
We request that all responses to our comments be provided in writing. Failure to provide written responses may
result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,particularly if
any such changes are considered"new"or fall outside of our previous reviews.Please provide revised plans
indicating all revisions. Please notify us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based on subsequent
reviews.

Hamilton Crossing II is an existing building. There are no external improvements proposed as part of this
project.
Middle Star is an age appropriate program and environment for older children,teens and young adults
affected by autism. Middle Star learners receive individualized therapeutic intervention that is based on
the fundamental principles of applied behavior analysis (ABA). Little Star Center, Inc. already operates
out of Hamilton Crossing I,just north of Hamilton Crossing II. The mission and use information for
Middle Star is the same as Little Star, with the exception that the programs are for older children and
young adults. A more detailed use description is attached.

This sign looks fine.They are allowed one outdoor sign like this that is no more than 9 sq. ft. and 3'tall in addition to any
permitted wall signs. I think the color is right too. I remember other ones having brown backgrounds and white text.

Hi, David- what do you think of Blaine's comment below about no bike parking and the fact that the building is not
changing at all,just one of the uses inside the multi-tenant building?

Middle Star's signage needs are modest. Attached is a picture of their current facility at Little Star. They will do a
similar sign on the front door of the new space. The ground sign in front would be nice, but I don't think it is mandatory
if not permitted as shown.
Regarding bicycle parking, we are not proposing to install bicycle racks as part of this project. I read through Section
27.06, and my interpretation is that bicycle racks are required for a new development project or expansion to an existing
facility. We are not proposing any exterior modifications to support this tenant.
I believe this addresses all comments except ones tied to notice requirements. I will get all notice related info to you as
soon as it comes back in.

I can see where he is coming from. I would say that since the bicycle parking is related to the total number of auto
spaces, and the fact that the number of required auto spaces will not change because of this variance, additional/new
bicycle parking would not be required. Either way we wouldn't require bike parking.

January 18, 2012 TAC meeting agenda for review. The purpose of this petition is to request approval for Middle Star to
lease space at Hamilton Crossing II, 12650 Hamilton Crossing Boulevard. Hamilton Crossing II is an existing building.
There are no external improvements proposed as part of this project.
Middle Star is an age appropriate program and environment for older children,teens and young adults affected by
autism. Middle Star learners receive individualized therapeutic intervention that is based on the fundamental principles
of applied behavior analysis (ABA). Little Star Center, Inc. already operates out of Hamilton Crossing I,just north of
Hamilton Crossing II. The mission and use information for Middle Star is the same as Little Star,with the exception that
the programs are for older children and young adults. A more detailed use description is attached.
