McBride, PE City Engineer One Civic Square Carmel, Indiana 46032 Re: Fee Proposal Traffic Analysis along 106th Street and 116th Street at US 31 Dear Mr. McBride: American Structurepoint is pleased to provide the following proposal for the above-referenced project. If approved, we would perform these services under our agreement dated June 2, 2010. PROJECT SCOPE We will provide the traffic services necessary to evaluate the roundabout operations along 106`h Street and 116th Street at US 31 in Carmel, Indiana. Scope items include the following: Traffic Analysis 1) The analysis includes six study intersections: a) 106th Street and.Pennsylvania Street b) 106th Street and US 31 NB Off Ramp c) 106th Street and US 31 SB Off Ramp d) 116th Street and Pennsylvania Street e) 116th Street and US 31 NB Off Ramp f) 116th Street and US 31 SB Off Ramp 2) Review the traffic forecast at the study intersections from the US 31 project. Provide professional opinions on how the traffic diversion (due to access change along US 31) and the long-term traffic growth were modeled. McBride, PE February 22, 2012 Page 2 3) Review the previous capacity analysis for the roundabout options at the study intersections from the US 31 project. Provide professional opinions on the applicability of the capacity models used in the analysis. 4) Perform independent capacity analysis of the roundabout option at the study intersections for year 2025 (intermediate year) and year 2035 (design year). 5) Develop proposed roundabout intersection lane configurations for year 2025 and year 2035 at the study intersections. Identify the need for any staged improvements between year 2025 and year 2035. 6) Provide professional opinions on various topics on the roundabout operations at the study intersections. These topics may include: a) The use of triple-lane approaches at roundabouts b) Potential weaving movements along 106`I' Street and 116`h Street c) Reduce the possibility of traffic backup onto US 31 through metering or other strategies 7) Provide a memorandum to the City to summarize the findings. Revise the memo based on City's feedback; if necessary. Traffic Simulation Perform traffic simulation with the roundabout option at the study intersections 1) Review roundabout layouts or develop roundabout layouts for simulation 2) Create the model in VISSIM 3) Calibrate driver behaviors 4) Record 3D animation and compile performance measures 5) Summarize the findings in a memo Roundabout Geometric Review Perform a peer review of the roundabout geometry at 106`I' Street and Pennsylvania Street. Peer review will include overall geometric elements, fastest path calculations, path overlap, and pavement markings and signage. PROJECT DELIVERABLES Deliverables are a memorandum and various attachments from the traffic analysis, a VISSIM simulation, and a memorandum from the roundabout geometric review. We anticipate completing the draft traffic analysis memorandum within 14 calendar days of receiving notice to proceed and the relevant information from the US 31 Hamilton County project. We anticipate completing the traffic simulation within 30 calendar days of receiving notice to proceed. We anticipate completing the draft roundabout geometry review within seven calendar days of receiving the latest roundabout design drawings and calculations from INDOT. The final memorandum will be completed within seven calendar days of the receipt of the revised drawings and calculations. COMPENSATION Compensation for services rendered will be lump sum and invoiced monthly on a percent-complete basis. Full payrnent of invoices is due within 45 days from invoice date. The fee amounts are as follows: Traffic Analysis $18,020 Traffic Siriulation $11,700 Roundabout Geometric Review(106`I' Street and Pennsylvania Street) $2,300 Scope and fee are negotiable based upon the City's needs. Roundabout Geometric Layouts Develop roundabout geometric layouts in MicroStation for the two study scenarios. The layouts will include basic horizontal design elements such as curb, edge of pavement, and pavement marking, but will not include any vertical design elements. Traffic Simulation Perform traffic simulation with the roundabout option at the study intersections for the two study scenarios: 1) Create the model in VISSIM based on the roundabout geometric layouts 2) Calibrate driver behaviors 3) Compile performance measures PROJECT DELIVERABLES Deliverables are a traffic analysis summary with detail information on traffic forecast and capacity analysis, roundabout geometric layouts (MicroStation *.dgn files) and traffic simulation (VISSIM *.inp files). We anticipate completing the above traffic services within seven calendar days after receiving notice to proceed.
