I A JANUARY 1991 COMMONWEALTH ENGINEE, INC UNUSED BUILDING REPORT CITY OF CARMEL INDEX Page General 1 Old Town Hall 2 Meeting Hall 6 City Engineer's Office 8 Old Master Fire Station 10 Utility Building /Water Plant No. 2 13 UNUSED BUILDING REPORT GENERAL Per the request of the Common Council of the City of Carmel, five (5) buildings (owned by the City of Carmel) on three sites were inspected for condition and possible modified use. Currently, these buildings are either being used for storage or are unused. The functions of the City which previously occupied these buildings have been moved to the new Civic Square complex. During the inspections, considerations were given to general alternative use, as well as condition. Since some of the buildings share a common property site with other buildings, consideration has been given to common usage. 1 OLD TOWN HALL A. Inspection Summary Built: 1913 Roof: Slate - Fair Condition Heating: Boiler- Steam /Gas- Forced - Very Poor Condition - Has Asbestos Insulation - Needs Replaced Air Conditioning: 1 - Forced Air /1 - Window Unit - Poor Condition Electrical: Poor Condition - Needs Replaced Gross Square Footage: 4200 S.F. Construction: Brick and Structural Tile Insulation: Cellulose in Attic - Insufficient Chimney and Fireplace: Needs Relined and Pointed Restroom: 2 - in basement Exterior Brick: Corners Breaking at Ground Level where Exposed Special Note:On Indiana Historic Register - Cannot Modify without State Concurrence B. General Comments The structure itself is extremely sound. The interior walls, mechanical systems and electrical systems are poor to very poor and need replacement. Replacement of the heating system will require the removal and disposal of asbestos insulation on the old boiler and part of the hot water piping. Deed records for the property are not clear and may require legal action to establish clear title if sale is considered. Modifications for alternative use will be impacted by the structure being listed on the Indiana Historic Register. In its current condition, no alternative use is recommended by the City or any other unit of government. Replacement building value is estimated at $125,000. 2 C. Alternative Uses /Disposal 1. Inspection Summary Built: 1981 Roof: Good Condition - Shingle Heating: Good - Gas - 2 @ 150,000 Btu /Hr. Plumbing: None Electrical: Good Air Conditioning: Good - Two (2) 5 Ton Units Gross Square Footage: 2200 S.F. General Condition: Good Type Construction: Concrete Block - Fluted Insulation: Block Fill Water Heater: None B. General Comments Being the newest, this building is in the best overall condition. It's potential uses are limited by the lack of plumbing and being on the same lot as the old City Engineer's Office building. The building's possible best use would be storage. It is also potentially the best property for possible disposal since there are the least needed repairs reducing the value. Replacement building cost estimated at $65,000 with sale value reduced by any modification for use. C. Alternative Uses /Disposal 1. Storage of Computer and Paper Files 2. Inspection Summary Original Front Section: Unknown Originally Justice of the Peace Building 1st Addition: 1972 2nd Addition: 1980 Type Construction: Concrete Block Gross Square Footage: 1400 S.F. Electrical: Fair - 100 Amp Service, Fuses and Circuit Breaker Roof: Shingle - Fair Condition Heating: 105,000 Btu Gas Furnace - Good Air Conditioning: Yes - Size not Known Water Heater: 6 Gallons Insulation: 2" Styrofoam and Block Insulation Restrooms: Two (2) Floor Coverings: Indoor /Outdoor Carpet - Fair B. General Comments The building is sited on the same lot as the Meeting Hall and shares its current parking with the Meeting Hall. The building is in generally good condition and appears well insulated and tight. Since it is only 10 feet apart from the Meeting Hall, its ultimate use or disposal may be dependent upon the other. Inspection Summary Built: 1950 (by Volunteer Fire Department) Roof: Flat - Leaks around Radio Tower Supports Type Construction: Brick and Block Gross Square Footage: 3300 S.F. Electrical: 200 Amp Service, Fair Condition Heating: Two (2) Gas Unit Heaters in Bays One (1) Gas Fired (1990) Center Area Air Conditioning: Two (2) Window Units Water Heater: One (1) - 40 Gallon - Gas Restrooms: One (1) Sleeping Quarters: For Four (4) Truck Bays: One (1) Car Bays: One (1) Current Use: Storage for all Departments and Sewer Maintenance Equipment B. General Comments The building shares a common property site with the Utility Building (including Water Plant No. 2), two wells, and garages housing the City mechanic and the water distribution system maintenance storage. It is in generally fair condition with minor leakage around the foundation into the center lower area and typical flat roof leakage. It currently is used for storage in the south bay areas and sewer maintenance equipment storage in the north bay areas. Storage of computer and paper files is considered poor in this building due to humidity and temperature extremes in the south bay area. The center area has sleeping quarters upstairs which are serviceable. Estimated building replacement value is $100,000. 10 C. Alternative Uses/Disposal 1. City Vehicle Maintenance "Garage 2. Inspection Summary Built: 1955 ± with Additions Electrical: Single Service for Water Plant No. 2 and Building with 150 KW Standby Generator; Fair Condition Heating: Main Boiler - Hot Water System Failed and has been Physically Removed; Gas Fired Furnace Heats part of Office Area; Gas Unit Heater in Water Plant Area Gross Square Footage: 3800 S.F. Roof: Flat, Membrane Roof - Reported in Good Condition Type Construction: Brick and Block Special Features: Alarm System in place Monitoring Entry and Smoke Detection Restrooms: Two (2) B. General Comments Since the Utility Office was moved from the front of this - building, it has been generally unoccupied with the exception of the Water Superintendent moving his office from the Water Plant in the rear of the building up front to one of the empty rooms. A new heating system for the building is needed for any beneficial use. The common building with the Office space and the treatment plant may limit potential uses. Likewise, with the property also being occupied by the Old Master Fire Station, 9 Bay Garage, Two Wells, Brine Pits and Iron Removal System Tank, there will be an affect on potential uses and disposal. The value of the wells is limited due to recently found salt contamination. The future value of the old water plant is likewise in question, subject to adequate wells being found to replace the two on site and its age. Current estimated building value is $100,000. 13 C. Alternative Uses /Disposal 1. Storage of Paper Records (Assuming New Heating System - Estimated Cost $5,000) 2. Other Unit of Government Office Space 3. Modification of Office Space to Garage Area (Lintels and Knockouts are Already in Place) 4.
