Edwards John Schneider Marvin Pike, Manager The District has ,.been diligently monitoring flows for the past six months to locate and eliminate the sources of Infiltration and Inflow (I & I) into our sewer system. Prior to January,- 1989, ,there was a minimal I & I problem due to the drought which kept groundwater levels low and due to the fact there were few i'f> no °heavy;.rainfall. i wintensity events during 1988. During the month of April, 1989, two rainfall events occurred, April 3 and .4 (1.75 ") , and April. 29 : (2.00"), that thoroughly saturated the area— in January and February had replenished the groundwater table prior; to the rains. The result was significant. I & :I input to the sewer system as shown on the graphs attached. On these maximum rainfall days, the flows delivered to your - treatment ''plant were 2.6' mgd and 2.4 mgd respectively. Our Engineers have IMadepxtensivelloW measurements in the sewers and inspection of every manhole.- What we have learned is 1. Several construction sites for developments did not have all manholes plugged and rainfall runoff entered the sewer system. 2. Three manholes were found to have been flooded by runoff ponding over them, 3. One waterproof casting. had the bolts removed and surface water . was entering through the bolt holes. 4. Of the approximately 450 manholes in the sewer system, 150 were found to be leaking, 75 of these were significant leaks. Honorable Dottie Hancock, Mayor May 9, 1989 Page 2 5. Evidence of sump pumps being discharged into the sewer system was wide - spread with Northern Heights, College Meadows, Orchard Park and Jordan Woods being the major ones evidenced by flow monitoring to date. 6. Three sewer runs between manholes have shown increased flow indicating failure of the main pipe or house laterals. The following plan has been developed to attack the problem with the goal of eliminating as much I & I as possible: 1. Thompson Construction Company will continue to complete the repair of the 150 manholes with priority on the highest leaks. About 30 percent have already been repaired. 2. Waterproof castings will be added to the three manholes which . evidenced flooding. Bolts have already been replaced on the one. 3. Meetings will be held with the Home Owners Association of the four subdivisions followed by distribution of literature concerning the need to eliminate sump pumps connected to the system. This will be followed by inspections by the-District personnel of homes identified to have sump pumps to determine whether their discharge is to a point other than the sewer. 4. Flow monitoring will continue on other subdivisions to evaluate the degree of extraneous flows entering the system and determine what additional areas will be added for sump pump investigation. Also, to evaluate the possible existence of main line sewer leaks within subsystems. 5. All development construction sites will be checked before each rain to insure sewer plugs are in place and precautions against introduction of runoff or infiltration stored in uncompleted sewers are not pumped to the District's sewer. 6. The three sewer runs will be televised to determine sources and corrections made. We expect that the action to be taken on the waterproof castings and sealing of manholes should insure the District's ability to keep the flows to your treatment plant below our agreed limit. The work to eliminate sump pump sources and flow screening of the sewer system for other potential leaks in the main line pipe and house lateral connections will require additional time to implement.
