We believe these are the conditions discussed for the approval of both the Primary Plat and the Development Plan. This site plan adds a speed hump at the pedestrian crossing areas in the parking lot, although the speed hump near the north property line is proposed to be installed after the driveway connects with the north adjoiner. The landscaping did not change per Darren's recommendation that the caliper size not be increased at initial planting. The revised renderings are done and into Outback for review, and you will likely receive those directly from the architect. In the meantime, please let me know if you need anything else from me. There were subsequent discussions with Thompson Thrift that yielded a 10 foot bufferyard on the north (no variance needed), and the proposal with respect to pedestrian safety features in the parking area (speed bump or equivalent) has been noted on the site plan to be installed at such time that the driveway connects with the north adjoiner. I let him know changes to the parking lot occurred and we will update him with a new plan as soon as I get it done. The amount of landscaping didn't change on the perimeter, it's just the internal islands that will be updated, as well as the added landscaping on the north side of the building to screen the meters. The long -term answer for me is to ensure survivability that first year and to look at a 5 -10 year result, if not longer. The species on the landscape plan, elm, London plane, and honey locust are all considered fast growers. So I do not see a need to change out the species either. Generally, 'fast' growing trees like cottonwood and silver maple are not even options, so what was submitted for trees should be fine as for what is considered fast growing. I applaud their thought into requesting options for a faster larger canopy but, larger initially normally does not equate to larger down the line and I hope that my opinion of Tong -term mindedness is viable. I think the plan is fine as submitted. One member commented on this that it 1 isn't necessarily better to have a larger tree installed as it won't grow faster than a smaller caliper. I have also read that a tree will concentrate its resources on establishing a root structure before it's canopy grows, which is the reason that a larger caliper size will usually have a delay in increasing size. We are to seek your opinion if you feel we should upsize them by 1" cal. There is also mention of using faster growing trees, which in my opinion is not a good idea, cause faster growing usually means weaker structure. We have added the cross access easement requested by DOCS to the site plan. 2. There is no longer an entry onto Michigan Road, so the concern about disabled spaces located right off it will hopefully go away. 3. There will be a variety of native plants incorporated into the landscaping plan, as I understand it. 4. I believe all of the mechanicals are now adequately screened via landscaping. 5. The building placement will allow for an outdoor patio area to be constructed in front of the east facade. 6. There is no additional EIFS proposed. The material shown on the latest submittal is accent brick. 7. There is pedestrian access from the parking lot. 8. There are bicycle parking spaces located near the entrance. 9. OSI believes it meets the architectural requirements of the overlay, and believes it's building is Italianate in design 10. We have revised the monument sign to address Rachel's previous comments. The Engineering Department received your response letter and drawings dated March 22, 2012 based upon the Engineering Department's review of March 8, 2012. The comments from the Engineering Department's review have been satisfactorily addressed with the following exceptions. 1. Comment I 4(b) of letter dated January 17, 2012 and Comment 5 of letter dated March 8, 2012 This ALTA does not match that provided for the Outback Steakhouse. Please contact Weihe Engineers to discuss the differences. The Department repeats this comment. 2. Comment 15 of letter dated January 17, 2012 and Comment 6 of letter dated March 8, 2012. The Department has issued TAC comments and has received an informal response. The Department agrees that most, if not all of the comments, will be addressed in connection with the review and approval of the Development Plan. The Department will review the response to the additional right -of -way request with the petitioner. It has been requested that the need for auxiliary lanes at the entrances on Illinois Street be analyzed. The Department expects these to be addressed in the traffic report. The plan needs to further identify and clarify how storm water treatment will be provided. The Department is requesting improvements to 136th Street that will close the existing median break at Memory Lane. The proposed access to 136th Street will be restricted to be right -in /right -out only. Docket No. 11120029 DP /PP: West Carmel Commons The Department has met several times with the petitioner and are actively working through issues. One main point is drainage. The site has no defined outlet but we have identified possible drainage discharge points. The petitioner is analyzing these options. As to the Primary Plat itself, unfortunately, we cannot support the Primary Plat in its current configuration. Long term access to the Tots is not identified. In the current Primary Plat, Lots 3 and 4 are not served by a public street. The Department understands that options are being explored for the construction of the extension of Retail Parkway but that this has not been firmly established. The location of this roadway is critical to this development and it is not shown on the Primary Plat. If this development will rely on Retail Parkway to be located fully on the property to the south, the Department has required a letter from the property owner to the south acknowledging this fact. The Department suggests the development of a master connectivity plan that shows the location of Retail Parkway and the access to the adjacent developments. The Department has also requested a copy of the information submitted to the INDOT for the expected revisions to the signal timing due to the extension of Retail Parkway. Docket No. 11120028 ADLS: West Carmel Commons, Lot 1- Outback Steakhouse The short term access to the site is acceptable, but the plan needs to identify how long term access will be provided. The Department assumes that the use of the existing curb cut from Michigan Road will be part of the Tong -term plan, but the Department needs confirmation from the INDOT. The Department has requested clarification as to the timing and responsibility for construction of the north -south alternate access roadway at the rear of the lot. The mountains would not be considered a logo because this is a single tenant building. It does not have to conform to the 25% rule. So as long as they fit within the overall allowed square footage, they are ok with us. I think it would be neat if the mountains were backlit instead of facelit —just an idea. But I haven't seen any specs on the actual signs, only renderings of them on the building. Also, I am against the steakhouse being a cabinet sign. It would be great if this can conform to the individual letters. As for the size of the center ID ground sign, we will still figure it out the way we always have, which is by going off the size of the largest building in the complex. So I would recommend waiting a bit to see if anything larger comes in to maximize the potential allowable square footage. If you cannot wait, then perhaps if something changes, it can be adjusted in the future. Please also remind your client that they can utilize directional signage at 3 sq. ft. and 3' tall or less.
