CARMEL BOARD OF ZONING APPEALS HEARING OFFICER DEPARTMENT REPORT JANUARY 24, 2012 5-6. (V)Parkwood Crossing Bldg. 5 -Signage The applicant seeks the following development standards variance approvals: Docket No. 11120023 V Ch.3.07-Definition of Sign Area (Requesting to measure logo area separately from non-logo parts of the sign) Docket No. 11120024 V Ch.25.07.02-10 B-Number of signs (3 proposed,2 allowed) Docket No. 11120025 V Ch.25.07.02-10 C-Maximum square footage(100 sq.ft. proposed,75 sq. ft. allowed) The site is located at 510 E. 96th St. and is zoned B-6 within the US 31 Overlay Zone. Filed by Steve Granner of Bose McKinney&Evans on behalf of Duke Realty Limited Partnership, owner. E465-HVVY i° General Info: - l The Petitioner is requesting approval for three variances in order to allow - '_ for one additional sign on the property. Similar requests have been made for a. o..a. .:. : • other office buildings in the US 31 Corridor overlay zone. Maximum size is 100 sq. ft.NW 4b 2. The logo shall not exceed 4' in height or 25%of the total sign area c a?@l9 1 3. Black trim caps and returns are required t iii ,,a o I These conditions are common for many office buildings/complexes within -.. P. 1 .:v ` the City of Carmel. More importantly, these conditions fit within the rest of a m F. Q ' V the Parkwood Crossing development.Asking for a logo to be calculated 1. , separately is helpful in cases where a logo is placed in a position that creates a lot of"dead space"in the area calculation. This can sometimes restrict a a s p 1t a. ; ,, h '4 0h11 n0 , f, ,i, sign so that it is illegible. Having the 25%rule keeps the logo size in check °! 51 6,; though. cLi The new sign will face east towards College Ave. and I-465. There is no residential zone within 1,000 ft. of the sign's proposed location. The 100 sq. ft. size meets the Sign Ordinance for size, as well as other signs on this building and within the complex. Please see the petitioner's informational packet for more detail on each variance request. Findings of Fact: 1. The approval of these variances will not be injurious to the public health, safety, morals, and general welfare of the community because: the I-465 frontage provides for greater visibility for wall signs and the number and size of wall signs approved for this building will be consistent with other buildings in the area. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the proposed sign will be consistent with other signs existing in the US 31 Corridor Overlay Zone. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: adequate identification for major tenants is critical for the success of this building. The third sign will be consistent with the number and size of signs approved for other buildings in the area. Recommendation: After all concerns have been addressed, the Dept. of Community Services recommends positive consideration of Docket Nos. 11120023- 11120025 V.
