HomeMy WebLinkAboutSchneider Corp/Addl Serv 1/ENG/56,175/Illinois Landscape DesignSchneider Corporation Engineering - 2012 Appropriation #2006 Bond; P.O. #26546 Contract Not To Exceed $56,175.00 ADDITIONAL SERVICES AMENDMENT TO AGREEMENT FOR PURCHASE OF GOODS AND SERVICES THIS AMENDMENT TO THE GOODS AND SERVICES AGREEMENT ( "Agreement ") entered into by and between the City of Carmel and Schneider Corporation (the "Vendor"), as City Contract dated May 4, 2011 shall amend the terms of the Agreement by adding the additional services to be provided by Vendor consistent with the Scope of Work . attached hereto and incorporated herein as Exhibit "A ". Furthermore, the terms of the Agreement shall be amended to include the E- verify requirement as stated In Indiana Code § 22 -5 -1.7 et seq., which is attached hereto and incorporated herein as Exhibit "B ", as well as the required E- verify Affidavit, attached hereto and incorporated herein as Exhibit "C ". The terms and conditions of the Agreement shall not otherwise be affected by this Additional Services Amendment and shall remain in full force and effect. Pursuant to our current contract with Schneider, dated May 4, 2011, 1 have requested and received from you the proposed scope of services and fee estimates for the following work task: Additional Service Amendment #1— Illinois Street Corridor Landscape Design Design Services Not to Exceed: $56,175.00 Per our contract procedural requirements, 1 hereby approve these Additional Professional Services estimates, and request that the Board of Public Works ratify the above referenced Contract Amendment. PLEASE NOTE Please be advised that "Additional Services" performed on City contracts must be billed separately from the original contract and other additional services. En king Director of Administration DEPARTMENT OF ENGINEERING ONE CIVIC SQUARE, CARMEL, IN 46032 OFFICE 317.571.2441 FAx 317.571.2439 EMAIL engineering @carrnel.in.gov Exhibit 4— ATTACHMENT A SCOPE OF SERVICES Name of Project: Illinois Street Corridor Landscape Design Professional shall provide Client with services in connection with the Project as described below: Project Understanding The Schneider Corporation's understanding of the project is as follows: The City of Carmel has engaged United Consulting Engineers to design the re- alignment of Illinois Street from Spring Mill Road to 106th Street and American Structurepoint to design the extension of Illinois Street from 106th Street to 116th Street. The City of Carmel has asked Schneider to prepare a proposal to design the landscape within the entire corridor from Spring Mill Road to 116th Street. It is Schneider's understanding there will be three round -a -bouts in the project area that will be part of the proposed landscape design and a 4 lane road section with a median in the middle throughout the corridor. There are various neighborhood and screening issues to be addressed along the corridor, as well as a milti -use path. The overall goal will be to create a consistent visual image along the corridor that defines the space and is reminiscent of other areas in Carmel. To complement the engineering design and match the existing and proposed context of the surrounding area, Schneider has prepared the following scope of services to provide conceptual design and construction drawings for the landscape and aesthetic design along the Illinois Street Corridor, including the round -a -bouts listed above. It is Schneider's understanding that the following areas will be addressed as part of the design: • 3 round -a- bouts, including those at Spring Mill Road, 106th Street & 116th Street • Design of a linear buffer area between 106th and 116th Streets • Landscape design of the entire median to create a consistent look and feel to the corridor • A multi -use path on the west side of Illinois Street. • Overall image, materials and look of the corridor from Spring Mill to 116th Street • Coordination of the future development south of 116th Street Kick -off Meeting The Schneider Corporation will begin the project by having a kick -off meeting with key stakeholders from Carmel. The purpose of the meeting will be to gain insight into key project issues as well as to clearly communicate and identify study boundaries, parameters and goals. Key outcomes from this meeting are anticipated to be as follows: • Understand Critical Success Factors for the project • Understand potential project issues from all perspectives • Establish a project schedule • Establish design objectives and goals • Establish roles and responsibilities ▪ Develop a communication plan for the project Information Gathering / Review of Existing Conditions TSC will work to understand and gather information about existing conditions, proposed conditions and work completed by others to this point. This will include but may not be limited to: • Review and incorporate all relevant studies and designs completed to this point. • Obtain and review specific designs by United Consulting Engineers and Structurepoint for the Illinois Street Corridor and round -a- bouts. • Gather and review existing maps and overlays of the design areas • Identify existing zoning for the area & gather information on potential zoning changes and zoning ordinance changes • Identify existing land uses and context • Identify existing and proposed vehicular and pedestrian circulation patterns for the area • Identify physical opportunities and constraints • Identify buffer and specific landscape requirements Attachment "A" to the Professional Services Agreement Between The Schneider Corporation and The City of Carmel, Indiana design \psa illinois street 062812- rev.doc Ver. 06/10 Page 1 June 28, 2012 \ \tsc.schneidercorp.com\ production \proposals\2010\20048_illinois street landscape -2153 ATTACHMENT A SCOPE OF SERVICES Name of Project: Illinois Street Corridor Landscape Design Conceptual Layout and Design Once the Information Gathering and Review of Existing Conditions is complete, TSC will prepare conceptual design options for the corridor landscaping. Conceptual options will include but not necessarily be limited to the following: • Crosswalk layouts and treatments • Coordination of pedestrian routes • Landscape layout and design including tree locations, shrub locations and perennial and ground cover massing • Site lighting layout and fixture selection • Landscape / Hardscape treatments in the round -a -bouts • Any other hardscape or site elements that add to the aesthetic value of the project • Landscape specific lighting for the corridor • Focal points or gateway markers • Rough cost estimates for work proposed Drainage Swale and Buffer Area Landscape Treatment As part of the landscape design for the Illinois Street corridor, Schneider will work with the City of Carmel to design a buffer area for the neighborhood to the west, between 106th and 111th Streets. This buffer area will be approximately 60' wide and include swale treatments to make this water conveyance means more visually attractive. Design of this area will also incorporate a multi -use path and provide a visual buffer to the neighborhood. This area is intended to be a landscape feature and Schneider will incorporate this as part of their conceptual design. It is anticipated that Schneider will work with Structurepoint to obtain design flows and required ditch sizing for the area, prior to providing design options. Drawings for all design in this phase will be conceptual in nature, but detailed enough to give an understanding of the proposed concepts. Schneider will prepare (2) initial concepts for review by City of Carmel stakeholders. Upon receiving comments from Carmel, Schneider will make up to (2) additional revisions to the proposed landscape and aesthetic design plans, based on comments received. Once a Conceptual design is agreed upon and approved, Schneider will provide a color rendered graphic exhibit to use by the City and a rough cost estimate to accompany it. Construction Drawings Once Conceptual drawings have been executed and approved, Schneider will prepare construction drawings for the proposed landscape and aesthetic design. Construction Drawings will include but may not be limited to the following: • Layout and materials plan (any hardscape items included) • Landscape Planting Plan • Landscape Planting details • Irrigation Plan • Irrigation Details • Utility / Electrical Plan (if required) • Landscape Lighting plan and details as required. • Drainage Swale Beautification Layout & Details • General Details A review set will be submitted to Carmel for review at 30% completion and 90% completion of the drawings. * *It is anticipated that Schneider will provide drawings to both United Consulting Engineers and Structurepoint to incorporate into their construction drawing sets. This means that Schneider will need to complete 2 construction drawing sets as opposed to just one. Schneider anticipates up to (5) meetings with Carmel as the project moves forward and up to (3) coordination meetings each with United Consulting Engineers and Structurepoint as required. Bidding Once the Construction Drawings are complete, Schneider will not be responsible for the bidding of drawings, but will assist with the bidding as required. Some items that may be addressed include • Attend the Pre -Bid meeting to answer potential questions of bidders • Answer questions from contractors during the bidding process • Help to prepare addenda for any changes during the bidding time • Respond to contractor RFIs during bidding. Construction Administration The Schneider Corporation does not anticipate providing Construction Administration services at this time. We can, however, provide these services as part of an additional services contract if requested to do so by the city. Project Assumptions 1. Any client specific design guidelines, details or requirements will be provided by the client prior to commencing work. Failure to do so may result in additional services. 2. Schneider will be provided an electronic copy of survey information and proposed design plans for Illinois Street by United Consulting Engineers and Structurepoint for their portion of the work. 3. All current and previous work on the project necessary for Schneider to perform the work outlined in this proposal will be provided to Schneider in electronic format. 4. There are no known environmental hazards within the project area. If field investigations reveal questionable areas, then additional field investigations may need to occur. Currently environmental work is not included in the scope of services. 5. Archeological or historic investigations are not required and are not included in this scope of services. 6. Schneider is not responsible for obtaining permits on the project. This is not included in the proposed scope of services. 7. Construction Administration services are not included in this scope of services. We can provide this work as part of an additional services contract, if requested. 8. All work outside the proposed project limits is not included in this scope and will be part of a separate contract, if required. 9. All design flow and swale sizing information for the drainage swale will be provided to Schneider by the City of Carmel. Performing these calculations is not part of Schneider's design scope at this time, but can be incorporated as part of an additional services contract if desired.
