The proposed driveway is located on 106th Street approximately 300 feet west of the Illinois Street roundabout. The proposed driveway is 15 feet wide with a normal crown and a four foot sloped grass shoulder on each side. It is proposed to be approximately 425 feet long and matches the existing driveway alignment and elevation just south of the existing tennis court. Also discussed during the June 6, 2012 meeting at Dr. Pittman's was the relocation of the existing orange, brick "sight- screen" wall that generally runs along the existing west right -of -way line of existing Illinois Street. The City had previously commented to Dr. Pittman that this wall would be relocated with the Illinois Street project. Dr. Pittman asked that this relocated wall follow just west of the proposed path on the west -side of relocated Illinois Street. The existing wall will be removed, and approximately 500 -feet of proposed wall constructed. This request is provided for your review and approval, although the Survey has already been completed per your verbal direction on June 6, 2012. To summarize, the following proposal includes a brief description of our understanding of the required project changes, a discussion of our approach to addressing these items, a schedule, and an estimate of our fees. As you are aware, this proposal is in response to your request via electronic correspondence on June 15, 2012. PROJECT DESCRIPTION We understand that additional geotechnical work is needed for the Illinois Street Improvements and realignment project in Carmel (using local funds). Based on information provided, a separate driveway with a 24 ft by 6 ft box culvert is planned to access the Pittman property, and a 500 -ft long by 2 -ft wide "sight- screen" wall is planned between the Pittman property and the realigned Illinois Street. In addition to this, a review of the plans indicate the modular block wall at the southeast corner of the intersection of Illinois and 106'h Street is anticipated to be approximately 24 ft in height in lieu of the original 10 ft, and a proposed 13 ft earth cut is planned for Illinois Street about 400 ft south of 106th Street. PURPOSE AND SCOPE OF SERVICES The purpose of our services will be to provide an addendum to the original geotechnical evaluation of the subsurface conditions and assess the impacts of these conditions on the proposed construction. Our scope of services for this project will include: 1. Performing seven exploratory test borings to depths of 10 to 30 ft below the existing ground surface (actual depths will be dependent on the planned earth cuts or fill at the proposed elements). The exploratory work will be performed with ATV - mounted drilling equipment using hollow stem augers to advance the borings. Standard Penetration Test (SPT) sampling will be performed in the borings at appropriate intervals. The borings will be backfilled at completion of the field work in accordance with the city of Carmel requirements. In addition, we will contact Indiana Underground Plant Protection Service, Inc. to arrange an underground utility line location check; 2. Performing laboratory tests including visual soil classification, Atterberg limit determinations, hand penetrometer readings, unconfined compression, moisture content; 3. Preparing an addendum report which will include a summary of our findings and recommendations for geotechnical considerations regarding: a. Subgrade preparation and fill placement, including recommendations for improvement of the subgrade, if necessary; b. Sight- screen retaining wall and modular block wall foundation design considerations including an analysis and external stability; c. Box culvert recommendations; and d. Potential construction problems due to the subsurface conditions encountered (e.g., excavations and dewatering). SCHEDULE We are typically able to mobilize within ten days after notice to proceed. The field work will likely require two days to complete pending favorable weather conditions. After the field work is completed, the laboratory testing will take up to 10 days. We anticipate submitting a geotechnical addendum report within two weeks after the laboratory work is completed for a total project duration of about four to five weeks. Preliminary verbal recommendations can be provided as necessary. COST We propose to provide our services on a time - and - expense basis in accordance with the unit rates provided in the attached Cost Estimate. We estimate the cost of completing this evaluation to be on the order of $5,420. Please recognize that the total cost is approximate because it is based on estimated quantities. If any significant variation develops during the course of the evaluation, we will advise you so that our efforts can be effectively directed. City Engineer City of Carmel One Civic Square Carmel, IN 46032 RE: Pittman Driveway Investigation Illinois Street from Spring Mill Road to 106th Street Dear Mr. McBride: In accordance with your request we are providing_the followina_ information _pertainina to moving the proposed Pittman drive connection from Illinois Street to 106th Street. This detailed information is provided for your review and concurrence that we should make these changes. Please note that a DNR decision discussed below, could determine that this solution is not feasible. The driveway is located on 106th Street approximately 300 feet west of the Illinois Street roundabout. The cross section of the driveway is 15 feet wide with a normal crown and a four foot sloped grass shoulder on each side. The driveway is approximately 419 feet long from the edge of pavement at 106th Street to a point which matches the alignment and elevation of the current driveway just south of the existing tennis court. Please see the attached figure. The proposed driveway will require clearing a large number of trees. Mr. Pittman's tennis court, its surrounding fence and lights will also require removal. The steep terrain northwest of the tennis courts will have to be leveled to construct a drivable grade resulting in additional earthwork impacts. An unnamed tributary to Williams Creek cuts across the alignment of the proposed driveway approximately 100 feet south of 106th Street. Impacts to the stream include approximately 30 feet of enclosure and a total disturbance of approximately 55 feet. At the point where the proposed driveway crosses the stream, we have calculated the upstream drainage area to be 0.96 mil. If the drainage area is Tess than one square mile a DNR Construction in a Floodway Permit will not be required to connect Mr. Pittman's driveway to 106th Street. This is contingent on DNR agreeing with our drainage area calculations; therefore, we have transmitted DNR our calculations for the new drainage area for their concurrence. We anticipate that a 24 ft. x 6 ft. box culvert will be required for the Mr. Pittman driveway stream crossing. This would provide a hydraulic opening which provides backwater of approximately 0.94 feet and 1.59 feet of - freeboard. If DNR disagrees with our drainage area calculations and determines that a Construction in a Floodway permit is required, then the level of effort to provide this crossing increases significantly. The hydraulic model would need to be completely revised to incorporate previous permit models, DNR would restrict the allowable backwater to 0.14 feet which would increase the size of the required opening of the box culvert, and it would open the project to additional mitigation measures required by DNR. Pittman Driveway Investigation Illinois Street from Spring Mill Road to 106`h Street May 18, 2012 Page2of2 Additional stream mitigation will be required for the additional disturbance through the project's IDEM 401 and USACOE 404 permits. The project will remain a Regional General Permit, despite the additional impacts. No additional wetlands impacts would be generated by construction of this crossing. The construction cost for the driveway is estimated to be approximately $154,000. Please see the attached construction cost estimate. The 24 ft. x 6 ft. box culvert and wing walls make up a significant portion of this estimate. The rest of the estimate consists of earthwork, pavement and incidental construction items. This cost does not include mitigation costs at this time. Additional mitigation costs will be determined upon further coordination with the permitting agencies. To incorporate a driveway connection to 106`h Street, additional survey, hydraulic design and box culvert design will be required. We have determined that the cost to complete the additional survey will be $2,100. We have determined that the cost to complete the additional design and plans for the driveway and box culvert will be $17,900. The required design and plan revisions will be completed concurrent with the project schedule which is a bid date of July 19, 2012. Please review the information and discuss it with Mr. Pittman.
