STATEMENT OF VARIANCE

The applicant seeks special use approval for a small Montessori preschool as a
tenant in a multi - tenant building. The site, which is zoned for B -5 /Business, is
located in the West Carmel Center, Block B, Lot 2, 3965 West 106th Street, Carmel IN.
STATEMENT OF SUPPORT — SPECIAL USE

The suite in question is the smallest of four in a multi- tenant building, the other three
being an optometry office, a dental and an orthodontic practice. The special use suite is
approximately 1,200 ft', while the others are between 2,660 and 3,560
The special use suite seems a perfect fit for a small Montessori school of fewer than 30
children ages three, four and five years. The program is a mostly academic experience
whereby, instead of playing with toys, children learn through a three -hour work cycle,
using specially constructed, high quality scientific -based equipment and materials
made of wood and other organic material. The classroom tends to be quiet and
peaceful even though the children are constantly moving around, choosing, working
with, and replacing materials on low shelves. The openness of the special use space
supports this concept of constant, somewhat structured movement in the room. It also
allows the Montessori teacher to easily keep each child in view at all times. The many
windows along the back and front walls stream natural light into the room.
Granting the special use permit would cause little change in the traffic flow, as parents
would park just long enough to walk their child into the building, around 8:25 AM, or to
collect their child awaiting pick -up, at 11:30 AM and 2:45 -3 :00 PM. The drop -off and
pick -up routine moves very quickly, and vehicles are usually all gone within 5 minutes.
Immediately outside the site there are approximately 44 parking spots, with another 44
outside its adjoining sister building. There are also other parking areas within the West
Carmel Center where there never seems to be a build up of traffic, especially during the
Montessori preschool's hours of operation mentioned above.
