Time: 9:00 a.m. 9:00 a.m. Docket No. 12070019 SP: Village of WestClay, Section 10010-C (formerly known as Trillium). The st applicant seeks secondary plat approval for 26 residential lots on 9.37 acres. The site is located 2555 W. 131 St. (Main St.) and is zoned S-2/Residence-ROSO. Filed by Matthew Lohmeyer of Pulte Homes of Indiana, LLC. Brett Huff with Stoeppelwerth & Associates presented on behalf of the petitioner. This project sits between two th existing sections of Village of West Clay. The full build-out of the project will extend from 126 St. all the way to Main St. Greg Hoyes – Hamilton County Surveyors Office - Letter sent. No additional comments. Joanie Clark – Vectren Energy - Asked Mr. Huff when the developer was anticipating starting the project. Mr. Huff said they would like to have the roads paved this year. Ms. Clark requested an AutoCAD. No further comments. Shirley Hunter – Duke Energy - AutoCAD required. Said Ron Luehr would be the contact at Duke Energy. Ms. Hunter also indicated that Duke Energy had discussed creating a loop with the power lines. Mr. Huff said this project would connect the Village of West Clay to the West Village of West Clay. Ms. Hunter said Duke would probably be requesting a side lot easement so Duke can get cable to this location, and would also need a site plan. Ryan Hartman – Clay Township Regional Waste District - E-mail sent. No concerns with the plat as long as what was submitted on previous plans remains the same. There may be additional comments later if the plans change. No further comments. Daren Mindham – City of Carmel Urban Forestry - Asked if there are plans to submit a revised landscape plan soon or if thorough review should be done to the plans already submitted. Mr. Huff replied that a revised landscape plan would be submitted soon. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Letter sent. No further comments. Angie Conn – City of Carmel Planning Department - Letter sent, awaiting comments. Ms. Conn said one issue brought up by the Engineering Department was the right-of-way width. The plans currently show a 50-foot right-of-way but 70-foot right-of-way is what was approved. Ms. Conn said this can be discussed further next week. 3 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 9:15 a.m. Docket No. 12070017 OA: Aramore PUD Ordinance Amendment. The applicant seeks approval to amend text and exhibits for PUD Ordinance Z-495-06. (Related ordinance is Z- 527-09.) The site is located at 9801 Westfield Blvd. and is zoned PUD/Planned Unit Development. Filed by Pittman Partners, Inc. Nick Churchill and Steve Pittman with Pittman Partners presented on behalf of the petitioner. This is a minimal text amendment to the PUD that was originally presented in 2006 for townhomes and court homes. This was amended in 2008 to include single-family homes in the same PUD. Pittman Partners has developed a first phase of single-family housing. They have since extracted this acreage from the PUD, which is why the project changed from 27 acres to 20 acres. The primary request in this amendment is to provide for an additional housing type, which is referred to as a Manor Building. These are similar to the townhomes with the maximum height requirement of 38-feet. Another addition to the PUD was townhomes originally shown in 2006 were all three stories. They have added two story townhomes as part of this plan. There have also been modifications to the square footage requirements due to the change from three to two stories. Mr. Churchill also said originally the Court Homes had been listed as condominiums, but this specificity has been struck from the PUD, so the Court Homes do not necessarily need to be condominiums. Joanie Clark – Vectren Energy - Wanted to clarify, since this is a revision, when in the process utilities would be set up. Mr. Churchill said they will come back with a full ADLS package when Pittman Partners knows the exact product they want. Mr. Churchill added that the site plan being presented is close to what it will eventually be, but it could use some refinement. Mr. Churchill asked if Vectren serves this area to which Ms. Clark said they do. Shirley Hunter – Duke Energy - Asked for an explanation of what is changing on the site plan for the project. Mr. Churchill said the previous site plan showed the extent of development that the two previous building types would require. This would also have included a lot of pavement, and very little open space. The new site plan will include more open space. Ms. Hunter asked if this would be a retirement community to which Mr. Churchill replied that there would be no age restriction for residents. Ms. Hunter asked for a clarification on what type of buildings these would be, considering the new requirements of townhomes to each have their own individual meters. Since each townhome is individually owned, the rule requires each unit to have a two-hour rated firewall. Mr. Churchill said in a condominium, the owner would only own the air-rights, whereas a townhome is platted and the owner would also own the ground underneath the unit. Ms. Hunter said this rule would require much more space for facilities on-site. Mr. Churchill said this project would limit the density compared to what was previously presented. There used to be limits on unit counts and then could build as many single-family homes as could fit on the site. Inglenook for example fit 27 houses on 5 acres. This project would limit the density to 12-units per acre. Ryan Hartman – Clay Township Regional Waste District - Asked how many units this project used to be. Mr. Churchill said the project used to be 201 units plus as many cottage homes as could fit, and now the total count will be 257 units absolutely. Mr. Pittman asked if CTRWD would service the project. Mr. Hartman said they would, and added that they are currently serving the cottages, and have sewer service running through the eastern-most road indicated on the plans. Mr. Pittman said the plan was to extend Maple, which is where the current sewer line would be extended. Mr. Hartman said this project would either extend the line on the south side of the project or the line that runs north, but this would be determined when the final plans are submitted. 3 WWW.CARMEL.IN.GOV ONE CIVIC SQ. Mr. Pittman said what had originally been agreed to in 2006 was to extend the multi- purpose path that from the south end of the property to Westfield Blvd. Mr. Littlejohn said if the developer wanted to change what was proposed in 2006, a new plan would need to be submitted. Mr. Pittman said the developer would like this multi-use path to be a feeder into the Monon Trail and asked if it would be possible to name this path, citing the Hagan-Burke Trail as an example. Mr. Littlejohn asked if the developer would maintain this path or if it would be dedicated to the City. Mr. Churchill said the trail would most likely be dedicated to the City. Mr. Pittman said the neighborhood to the east is called Chesterton, and since it’s an older section of town, the roads were built with different standards than you see today. The trail would be a way to connect this neighborhood to area such as Chesterton, Maple, Lincoln and Kittrell. It could potentially be a great uniting factor for the different neighborhoods in the area. Mr. Littlejohn said his preference is always that connectivity is better. Mr. Churchill said he spoke with Mike Hollibaugh, Director of the Department of Community Services, regarding flashing lights or some other indicator of pedestrian crossing. Mr. Littlejohn said he would not recommend a flashing light right now, but other crosswalk enhancements can be discussed.
