BZA variance approval is required from ordinance chapter 23F.08.01 for having less than a 0.5 floor area ratio(FAR). B. BZA variance will be required for the building occupying<70%of the parcel's frontage.ZO Chapter 23F.06.02 states: Except for those lots with 120 feet or less of frontage on a public street,every parcel must have a building that occupies a minimum of 70%of that frontage. C. Monument sign:This sign requires variance approval from the BZA because ground signs are not allowed in the Carmel Dr./Range Line Rd. overlay zone. If they were to go for the variance,we would request that the base of the sign be brick or stone,to match the design of the building. We would also ask that the cabinet sign only illuminate the logo and the name with push through graphics.This will help the sign appear less like a cabinet sign at night.The Department could support this variance if no wall signs were requested. 1. The approval of this variance will not be injurious to the public health,safety, morals and general welfare of the community because: a. Having less than 0.5 floor area ratio will not be injurious, because the smaller footprint does not safety issues or harm the community. b. The proposed building occupies less than 70%of the frontage,which improves the safety of the site. The current site plan permits greater visibility to the parking lot and main entrance. c. The proposed monument sign does not create any site visibility issues or other safety issues that could be injurious to the community. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: a. The adjacent properties to the proposed Fifth Third are primary commercial business,so a new bank will compliment the use of the adjacent properties. Banks traditionally benefit adjacent property values when compared to fast food restaurants, because banks are architecturally attractive and do not create traffic or noise issues. b. The proposed site layout is similar to adjacent properties,so the proposed project does not negatively impact the use and value of the adjacent properties. c. The proposed monument sign is a visually attractive sign,and it is similar to other monument signs in the area. Therefore,the monument sign will not adversely impact the adjacent property owners. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: a. A strict application would not permit a bank,because the property is 1.2 acres and a free-standing, retail bank would not construct a 26,000 square foot building. b. A strict application would not permit a bank, because of the safety concern due to lack of visibility of the parking area from the public roadway. c. The zoning code does not permit adequate signage for auto centric customers. Drivers traveling along Carmel Road will not be able to see the building identification signage,so a monument sign is required. Conn, An•elina V From: . Correct, in an effort to work with the City,the directional sign at the curb cut and the two wall signs that were shown in the previous signage package (version 1) have been removed and will not be proposed. Fifth Third has determined that they would prefer the proposed monument sign and will seek the required monument sign variance. Furthermore, Fifth Third is proposing that the monument sign base match the building as the City requested (exact architectural and engineering for the base will be done during the building construction document process). As you can see on sheet 4 of the signage package, we are still proposing the address sign, window signs, handicap signs, temporary signs, and regulatory signs, which have been changed to conform with the City's comments.
