The Special Studies Committee considered the following Single Agenda Item:
1. Docket No. 11090004 OA: Sin Ordinance Update.
The applicant seeks approval to amend Chapter 25.07: Sign Ordinance of the Zoning Ordinance in order
to update and revise the regulations for signage, as well as amend/update Chapter 3: Definitions, Chapter
19: B- /Business District, Chapter 20E:C -1 /City Center District, Chapter 20F:C -2 /Old Town District,
Chapter 20G: OM /Old Meridian District, Chapter 23B: US Highway 31 Corridor Overlay Zone, Chapter
23C: US Highway 421 -- Michigan Road Corridor Overlay Zone, Chapter 23D: Old Town District
Overlay Zone, Chapter 23E: Home Place District Overlay Zone; Chapter 23F: Carmel Drive Range Line
Road Overlay Zone, Chapter 23H: Monon Greenway Overlay Zone, Chapter 24: Development Plan and
Architectural Design, Exterior Lighting, Landscaping & Signage Regulations, Chapter 25: Additional
Use Regulations, and Chapter 29: Administration. Filed by the Carmel Department of Community
Services on behalf of the Carmel Plan Commission.
Results of open discussion regarding proposed changes to the Sign Ordinance:
1. Add the allowable height of signs back into the sign chart.
2. For purposes of clarity & elimination of confusion, the freeway sign chart will be deleted
3. Include ranges for sizes so there is not a big jump between building frontages.
4. The Committee was unanimous in changes to the Address number chart.
5. Elimination of:
Diagram 1, sign face separation zero degree minimum & adding statement to 60 degree
maximum to be considered one sign; and
Diagram 2, replacing with simple verbiage regarding placing a real estate sign in the front half
and back half of a lot

6. Section 26.07.01 -03: Administration & Enforcement letter D, call out which sections of the Ordinance
where it is OK
7. Reference City Code number for enforcement of signs
8. Section 25.07.01 -05: Exempted signs — add in previously discussed Miscellaneous Signs sections where
appropriate.
9. Check website reference for UMTCD
10. Section 25.07.01 -06: Prohibited Signs
a. C. Simplify to say off premise signs are illegal and signs shall be removed when a
business leaves or changes
b. E: Remove "including digital, i.e. LED signs."
c. F: Remove "have a major moving part: and "or electric air pressure" and substitute
"natural or man - made" after wind
11. Section 25.07.01 -07: Legal Non - Conforming Signs: Remove report requirement and dates. Publish
the list of remaining, legal non - conforming signs on the website -- Check with John Molitor regarding
this section/paragraph
