AN RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, LNDIANA,
APPROVING CERTAIN CARMEL REDEVELOPMENT COMMISSION OBLI r ATIONS
SECURED OR GUARANTEED BY, OR PAYABLE FROM, PUBLIC F . DS
WHEREAS, by virtue of City Ordinance No. D- 2084 -12, as amende., which was passed and
approved on April 24, 2012, the Carmel Redevelopment Commi sibly CRC ") must obtain the
Common Council's approval before it can enter into obligations secur . r guaranteed by, or payable
from, public funds; and
WHEREAS, The CRC now desires to enter into those obligations set forth on attached
Exhibit A, incorporated herein by this reference ( "the Ob ',ratio : '); and
WHEREAS, the Common Council, after due . ',.i. -ration and being otherwise fully advised
in the premises, now desires to approve the CRC's , n to each and all of the Obligations.

PROJECT SUMMARY
The Carmel Redevelopment Commission seeks approval from the City of Carmel's City Council to
proceed with the construction of two separate stair projects within the limits of the City Center project.
The purpose of the two stairs and related streetscape work is to allow clear and concise pedestrian
walkways between the Center for the Performing Arts and Carmel City Center development. The stairs
will allow larger volumes of pedestrians, easy access to the Center for the Performing Arts and Carmel
City Center development. Retail and restaurant traffic will freely move from the upper level of the Motor
Court and Plazas to Monon Trail grade level walks without having to walk through the underground
garage and use internal elevators. The construction of these stairs will help pedestrians easily access the
Center for the Performing Arts and Carmel City Center development. Graphics and pathway signage will
clearly identify the various art, retail and restaurant venues, enhancing the experience and allowing
pedestrian traffic to flow from the Center for the Performing Arts and Carmel City Center development,
Monon Trail and City of Carmel streetscapes.
Stair #1 — City Center Drive down to the Monon Trail
Stairway #1 will be located east of the existing Monon Trail tunnel at City Center Drive. The stairs will
be built of limestone and be monumental in appearance, complimenting the Palladium's exterior finish.
Adjacent (east) of the stairs will be a terraced, limestone block retaining walls, similar to the retaining
wall at the Palladium on City Center Drive, with landscaping at each level to allow transition from street
level to the Monon Trail. The use of limestone blocks will allow access to the Duke Energy and AT &T
easements on the east side of the tunnel. These stairs will be lighted for safety and evening use. As the
limestone stairs land at the Monon Trail level, a hard surface design platform will be established based on
a design concept for future Monon Trail upgrades.
Stair #2 — City Center Motor Court
Stairway #2 will be located at the intersection of the Motor Court platform and Veterans Way Drive. This
stairway will be enclosed and will be constructed of steel pre - engineered, tread and rider system with a
temporary roof cover to keep out rain and snow. The stairway will exit at the garage level with a side
walk that will connect to the Monon Trail. The design of the stairs from the Motor Court and Veterans
Way will eventually be incorporated into the future Hotel Construction.
