Dear Mr. Thomas:
This letter is in response to the Review Letter dated July 7, 2012 for the Benett Technology Park, Block A
project. The following are responses to each of the review comments using a corresponding numbering
system.
Construction SWPPP Section:
General: All storm lines and subsurface drains are now shown on Sheet C105. Once the project is
approved, the contractor will submit a storm water permit application for this project prior to
any work or construction on site.

b) Stub outs for perimeter or sump drains will not be provided to the individual lots from the
roadway subsurface drains. When the outlots are developed, any subsurface drains associated
with outlots will tie into the proposed storm sewers for that development.
8) The preservation area has been shown and noted on sheet C105. Orange safety fence has been
specified to surround the area to protect against this area from damage or disturbance. Due to the
shallow slopes of the swales, the low runoff rates and the erosion control blankets linings, it is our
opinion that check dams are not necessary in this application.
a) A small area during pre-construction grading drains east onto the sidewalk. To ensure that no
sediment leaves the site due to staging and grading, the silt fence was shown along the entire
east property line.
9) "The Contractor shall schedule and hold a pre-construction meeting with the City of Carmel
Engineering Department prior to any construction activities." was added as the first step in the
construction sequence on sheet C106.
10) The stockpile areas, along with the necessary controls, are now shown on sheet C105. General
notes for the stockpile have also been added to sheet C105. A21 of the SWPPP has also been
revised to reflect the soil stockpile.

c) The City of Carmel Fire Department and Engineering Department were added to the spill
contacts list.

14) Once the contractor has been selected by the developer, the appropriate contact information will be
provided to the City of Carmel's Engineering Department at the pre-construction meeting. This
stipulation has been added to the plans on sheet C106.
Post- Construction SWPPP Section:
2)
a) Per previous conversations, this location of the Aqua-Swirl is acceptable to Zionsville. We
attended a Zionsville TAC meeting on August 23, 2012 and no further comments were provided
at that time. A concrete pad or other entrance to the Aqua-Swirl has not been added since the
Aqua-Swirl's proximity to the road should enable it to be maintained and cleaned from the
roadway.
5) A signed Owner Acknowledgement Agreement is now included in the O&M Manual. All
outstanding items per this section of the checklist have been addressed and added to the Owner
Acknowledge Agreement and the first page of the Operation, Maintenance, and Inspection Section of
the O&M Manual,under General Information.
