Dear Mr. Duncan:
This letter is in response to the Review Letter dated July 10, 2012 for the Benett Technology Park, Frontage
Road Road project. The following are responses to each of the review comments using a corresponding
numbering system.
1. A soils map was added to the Cover Sheet.
2. The site vicinity and location maps have been adjusted to better reflect the project's location.
3. The Design Speed(30 mph)has been added to the Cover Sheet as requested.
4. The right-of-way width of Bennett Parkway varies in the location of the proposed roadway.
Please refer to the ALTA Survey and Secondary Plat for the R/W bearings. The proposed
roadway is 50-feet in Carmel, and 60-feet in Zionsville.
5. The survey located on page 2 of the construction plan set has been updated. The survey
produced is an ALTA. Therefore, contours are not shown on this survey and this survey has
been renamed to ALTA/ACSM Land Title Survey. The topographic features that pertain to this
project are shown on the Plan &Profile Sheet.
6. The overall Development Plan Sheet was added to the construction plan set (C101b) after the
General Information Plan Sheet.
7. To the best of our knowledge, all easements are indicated on the plans and on the ALTA survey.
It is our understanding that no onsite easements need to be vacated and the proper easements
have been described on the secondary plat.
8. The construction limits have been indicated on the Development Plan, Road Plan and Profile
Sheet, Storm Sewer Plan and Profile Sheets, and the Erosion Control Plan Sheet.
9. To the best of our knowledge, all utilities have been shown and marked on the plans.
10. The west right-of-way line has been shown extending to the south property line.
11. The proposed BMP is located in an existing platted drainage easement and REI Investments,
Inc. will be monitoring and maintaining the BMP. Therefore, we believe that a non-exclusive
access easement is not warranted. A loading pad is not being provided because of its proximity
to the proposed roadway.
12. The Declaration of Covenants and Easements for Bennett Technology Park includes a section
that states that all land owners must share in the detention pond maintenance. A copy of this
Declaration has been attached for your reference. Please refer to Block E easement and Exhibit
F-3 for the detention pond in question. There is shared maintenance language covering this area
as well in Article 2, Section 2(f).

14. An onsite flood routing exhibit has been shown on C104.

15. We have reviewed the available definition of the minimum flood protection grades (MFPG). It
appears that since these outlots to not adjoin an open body of water, Special Flood Hazard Area
on a FIRM,permanent swale, or detention pond a MFPG does not apply. The minimum lowest
adjacent grade elevations were added to the plans, which will govern all future building
elevations.
16. The off-site detention for this project is shown on the flood routing exhibit that has been added
to the construction plan set on Sheet C104.
17. The temporary diversion swales are to remain in place until the lots are developed.
18. The sidewalks along the east side of the proposed roadway will be constructed when the two
outlots are developed. Per the planning departments request, a note has been added to the Cover
Sheet and the proposed roadway Plan & Profile Sheet stating that these must be constructed
when the outlots are developed.
19. A separate plan and profile sheet was created for the storm sewer profile. This sheet was added
as C103b. To our knowledge, there are no existing water & sanitary sewer crossings, and no
proposed water and sewer lines are being constructed per this project.
20. The Maintenance of Traffic Plan Note was added to the notes presented on sheet C101.
21. The note "ALL PAVING IS TO BE COMPLETED IN ONE PAVING SECTION" was added
to the typical roadway cross-section.
22. The ADA curb ramp detail was replaced with INDOT's detail.
23. The statement from the City of Carmel Stormwater Technical Standards Manual Section
102.02vii was added to all storm sewer plan&profile sheets and the structure tables.
24. The note on C108 was updated to reflect the maximum spacing on concrete curb control joints
is 10 feet on tangents and 5 feet on radii.
25. The City's curbing policy was added to the plans on sheet C110.
26. The City's paving policy was added to the plans on sheets C110 and C111.
27. The note "NO EARTH DISTURBING ACTIVITY MAY COMMENCE WITHOUT AN
APPROVED STORMWATER MANAGEMENT PERMIT"was added to all construction plans
sheets.
28. The construction within the right-of-way note was added to the General Information Plan Sheet
(C101) and General Specifications Sheet(C110).
29. The note "IF IT WILL BE NECESSARY TO RELOCATE EXISTING UTILITIES, THE
EXPENSE OF SUCH RELOCATIONS SHALL BE THE RESPONSIBILITY OF THE
DEVELOPER. ALL UTILITY POLES SHALL BE LOCATED WITHIN ONE FOOT OF
THE PROPOSED RIGHT-OF WAY."was added to the General Information Plan Sheet(C101)
and General Specifications Sheet(C110).
30. To the best of our knowledge the proposed pavement section matches/exceeds the existing
pavement section of Bennett Park Way. Also,when comparing the typical pavement section for
local roads within Carmel versus Zionsville, Carmel's typical pavement section exceeds
Zionsville's. As shown on the plans, Carmel's pavement section is what is being specified to
provide a more durable roadway.
The General Information, Board of Public Works & Safety, Bonding Requirements, R/W Permits and
Connection Fee information have been noted. Appropriate action regarding each of these areas will be
addressed upon satisfactorily addressing all outstanding design review comments.
Design and Plan Modifications: The storm sewer system pipe sizes and inverts were adjusted due to the
existing connection storm pipe capacity limitations. The existing 24 inch connection storm pipe's limitations
are discussed in the updated Drainage Report.
