(317) 573-6043 Email: jstephenson@reirealestate.com BMP Inspection and Maintenance: The BMP owner is responsible for all costs associated with the maintenance of the BMP and all fees as outlined in the City of Carmel’s Stormwater Management Ordinances, Specifications, and Design Manuals. Routine inspections are the responsibility of the BMP owner. Maintenance is also the responsibility of the owner. The owner will assign a maintenance staff to maintain and inspect the water quality unit. The maintenance staff has the ability to contact and hire an outside waste disposal company if deemed necessary. In the event that the City of Carmel finds a BMP in need of maintenance or repair, the City of Carmel will notify the BMP owner of the necessary maintenance or repairs and give the landowner a timeframe for completing the maintenance or repairs. The City of Carmel representatives have the right to enter the property to inspect and maintain the BMP. This Acknowledge and O&M Manual covers one (1) water quality unit, which is an AS-8 Aqua Swirl (Mechanical BMP). The owner must submit annual inspections reports to the City of Carmel Engineering Department. The first report is due one year after construction is completed, with subsequent reports due each year within the same month of the initial report. If there are any deficiencies found during the inspections, these should be addressed. If the inspection report is not received within the month it is due, if there are deficiencies which were not included in the report, or if any deficiencies included in the report are not addressed in a timely manner, the BMP / water quality unit owner faces enforcement action from the City. The maintenance staff has the ability to contact and hire an outside waste disposal company to clean the water quality unit if & when deemed necessary. A water quality unit (BMP) is a treatment system and/or a device used to prevent and control pollutants, debris, and sediment found in stormwater runoff from entering and impacting water bodies. This O&M Manual gives procedures and instructions on how to maintain the water quality unit and it gives guidance on how to dispose of all pollutants, debris, and sediment collected by the water quality units. By ensuring that the water quality unit is working properly, it allows the stormwater runoff to be treated effectively and helps reduce the impacts to our surrounding environment. This Acknowledge and O&M Manual covers one (1) water quality unit, which is an AS-8 Aqua Swirl (Mechanical BMP). The Aqua-Swirl Concentrator Stormwater Treatment Systems use vortex separation to removal contaminates from the stormwater runoff. This water quality unit is located at the northwest corner of the project area. Maps and exhibits are attached showing the location and orientation of the water quality unit. The owner must submit annual inspections reports to the City of Carmel Engineering Department. The first report is due one year after construction is completed, with subsequent reports due each year within the same month of the initial report. If there are any deficiencies found during the inspections, these should be addressed. Remove manhole lid to expose liquid surface of Aqua-Swirl. 2. Remove floatable debris with basket or net if any is present. 3. If a hydrocarbon spill has occurred, (e.g. more than a sheen of oil or gas is present) the system should be cleaned immediately (see "Cleaning" Figure 3). TM Note: Water in an Aqua-Swirl can appear black like oil due to the dark body of the surrounding structure. Oil appears darker than water in the system and is usually accompanied by debris (e.g. Styrofoam, etc.) with obvious signs of oil stains. The depth of oil can be measured with an oil/water interface probe, a stadia rod with water phylic paste, a coliwasa, or by simply collecting a representative sample with a jar attached to a rod. 4. If hydrocarbon absorbent floc or pads are used, these should be inspected to determine whether they are loaded with hydrocarbons. This will be indicated by a dark colaration of the pad or floc. Pads and/or floc should be removed and disposed of in accordance with City of Indianapolis, and any applicable state and/or federal laws if they contain hydrocarbons. Sediment Accumulation TM Lower a dipstick tube equipped with a ball valve (e.g. Sludge Judge or similar device) into Aqua-Swirl through the service access provided. Measure the depth of the sludge. At a maximum, the sludge should not exceed 36" depth before maintenance. See Figures 1 and 2. 36" Figure 1Figure 2 Diversion Structures 1. Inspect weir or other structure for structural decay or damage. Weirs are more susceptible to damage than off-set piping and should be checked to confirm that they are not crumbling or decaying. 2. Inspect diversion structure and by-pass piping for signs of structural damage or blockage from debris or sediment accumulation. 3. Measure elevations on diversion weir or piping to ensure it is consistent with site plan design. 4. Inspect downstream structure in diversion system for signs of blockage or structural failure. TM Aqua-Swirl O and M Manual Page 2 TM Aqua-Swirl Maintenance Items Cleaning Remove sediments, oils and other floatable pollutants with a vactor. Dispose of all waste in accordance with City of Indianapolis and any applicable state, and/or federal requirements. Oil should be pumped and removed with any liquids and sediments that have been trapped in the system. These liquids should be taken to an industrial waste water treatment facility for treatment. Liquids and solids pumped from TM the AquaSwirl should not be dumped back into the stormwater system or into a sanitary sewer. Figure 3 TM Note: The AquaSwirl is designed so that entry to the system is not necessary for inspection or maintenance. If, however, you wish to enter the system, this is an OSHA confined space entry and OSHA confined space entry procedures should be followed to enter the system.
