Re: IUHealth North Hospital development of Areas2-A and 2-B pursuant to PUD.
Dear Mr. Hollibaugh:
In order to prepare its landfor future development,Indiana University Health North Hospital (“IUHN”)
intends to remove any debris and other obstructions which may hinder future development effortson
that land immediately west of the Illinois Street. No trees or other natural growth will be removed from
the northern portion of the areanoted in the PUD“Excluded To Remain Zoned S-2 Approx. 13 Acres”
and this work would not impact site contours or topography.IUHN does intendto remove all such
growth within the central portion of Areas 2-A and 2-B as this area is criticalto any future development
of the Hospital campus and cannot be retained as a result.
As you know, there were concerns that Areas 2-Aand 2-B may contain wetland areas, however, a report
by Shrewsberry & Associates dated February 22, 2012 confirms these areas were a result of “damp soil
caused by site development (earthmoving activities); [and] therefore, under Indiana Isolated Wetland
Law, 327 IAC 17-1-7, the [affected areas] should be considered an “exempt isolated wetland” and
therefore not subject to any restrictions for IUHN’s development planning activities.
Werespectfully request the Department of Community Services and the Cityof Carmel give approval to
allow these earthmoving and tree removal activities to proceed. If you have any questions regarding this
