This project is ai� existing McDonald's loc�iion at the corner of Carmel Drive and Keystone
Parkway. McDonald's has commenced a companywide process in Indiana in which they will be
demolishing older restaurants and rebuilding them with a more modern desig�. McDonald's is
undertaking this project not,only because the buildings are olcler, but also because the updated
buildings give [hem�cer[ain operational efficiencies that make it a worthwhile projecl. The location
of the new buili3i�g is'roughly lhe same as.the old buildi�g. Mr. Ochs said McDonald's has over 600
s[ores in [his region. The i�i[ial plan wasto go project by project to.gel the stores completed, but
McDonald'.s-found their Limeline goals were not being met. Their oew plao is to launch a large part
of tFie pre-construction right now to ge[�all Iocations started.
For this project, the pre-constructio�� time will be longer than the actual construction. Mr. Ochs
added_that when the const�uction begins, people will be amazed at how fast it is built. Gons�ruction
may�not begi� until 2013 or 2014. Mr. Ochs said from what he understands, the shelf life of the
approval is three years.

Ochs said he believes this location has a tr��nsfonner on the back of the building.

- There is an old entry on Oarmel Drive tharthe Gngineeriog Department would like demolished.
Mr. Ochs said at this area, the curb cut s�ill exists but it is blocked. Ms. Folcy said more
informa�io� is needed on the storm water receiving system to make sure it's not restrictive and
would not require water�rete�tion on site. Mr. Ochs asked if the calculations previously
submitted are sufficie�[, to which Ms. Foley said the departmen[just needs the plans to go into
more detail. Mc. Ochs asked if this plan would be required pnor ro this approval. Ms. Poley said
this would just be required as part oFthe overal] eogineering final approval. Ms. Poley said the
final concem regarding the project is the entra�ce to the. sile is possibly too close to Carmel
Drive. Mr. Ochs� said tHis is an issue because of the circulation for lhe drive �hrough. IIe said if
this is something �hat cadt be co�sidered, the developer will need to know, as this could cause a
major change to the entire s'ite. Ms. Foley said a meeting can be arranged with Gary Duucan of
Carmel Engineering to discuss this. Mr. Ochs added that �he dual drive �hrough greatly reduces
the queue.

- The plans show a remote Fire Department Connection (FDC) o� the east side of the building

- Comment letter sent on August 30. Regarding the ordinance, all improvements within the right-
of-way and all storm water detenlion and water qualiry improvcments need to confo�m to the
City's standards. Regarding the site plan, the Engineeri�g Department was not clear what
inGastructure would� be public and which would be private. A traffic study would be required to
determine-iC a wesFbound right turn lane and an east-bound !eft tum_lane are needed on 96`h
Slreet, as well as� a south-bound right turn lane on Spri�g Mill Rd. Mr. Weiss clarified that this
swdy woald determine if an auxiliary lane was required, a�d said the pla� was �m install this
anyway.

- Most commenis wil] come when ihe de[ailed plans are received. One of the issues CFD would
like to address early in the� process is the mrning radius within the development. This has been
an issue that has come up in the past and it's eesier to address up-front.
Ryan Hartman — Clay Township Regional Waste District
- No issues with the rezone. Mr. Weiss asked where the sewers would be able lo be tapped. Mr.
Hartman said tfie sewers are located on the-east side of Spring Mill Road.

of Spring Mill Road. The plans show that some of these will be in the way, so there will be some
relocation expenses associated wi[h Lhis. Mr. Davenport would like to meet again once the

developer hau approvul to relocate these lines.

The applicant seeks approval for a 2.12-acre ameniry area that has walking puihs, a playgroimd, a
small parking arex, and a sports field. The site is zoned S-]/Residence and is located a�
approximately I L820 West Rd. Filed by Lori McElroy of CESO, Inc.
Mark D'Urso with CESO and Jim Shields with Weihe Engineers presented on behalf of the
petitioner. They had received Ceedback from some of the members, so this plan is a revised version.
The developer wtmted �o keep this project simple, and passive in nature. There is a sports field with
a playground m�e;i, some walkin� trails, a�d a parking area. Concerning the changes �o this plan, the
developer has added streel trees, which one of lhe committee members requested. There is also a
five-Coot sidewalk around the perimeter, along with iden[ifying the ADA curb ramps, which needed
to be identified. Mr. D'Urso said he just received comments from the Engineerina Depar[ment
yesierday, and the developer plans on adhering to these comments.

- E-mail sent. Tha Engineering Dep.u�men� needs more information about the scope of the
project, such as if grading is required. Mr. D'Urso said no grading is involved. Ms. Foley said
since there is a parkin� llrea is being added, the departmenl needs no information abou� what will
be disturbed. Mr. Shields asked if [here is an erosion control plan on file with the Engineerino
Deparunent since the property has recently changed ownership lrom Paul Shoopmun. Ms. Foley
said the s�orm water plan approved by John Thomas probably did not include this plun, and
added that �he original plan would at least need io be amended. Mr. Shields said since parking
spaces will be added, �here will defini[eIy be ]and disWrbances on site. Ms. Foley saiil once the
afCected area reaches one-quarter acre, the storm waler requiremen�s kick in. If the area does not
reach one-quarter acre, the developer would still need to submit some kind of erosion and
sediment control to John Thomas. Mr. Shields asked if this would have been parl of the original
msster plzm, to which Ms. Foley reitera�ed that even if il was approved, a revised plan would still
need to 6e submi�ted and approved.

- Indicaled thut the revised pl�n includes red maple trees. Mr. Mi�dham said the department is
trying to limit the use of red maples, and he has a recommended tree list available.
