EXPLANATION

On the 20 day of June, 2011, the Bridges PUD Ordinance was enacted, allowing an
upscale, mixed-use community on approximately 63 acres located in the southwest quadrant of

U.S. Highway 31 and 116 Street, east of Springmill Road and north of 111 Street. The
perimeter of the Bridges is outlined in blue on the aerial photograph included under Tab 2.
The Bridges PUD allocated the subject 63 acres into three use blocks; namely, the
Commercial Amenity Use Block, the Corporate Office Use Block and the Office and Residential
Use Block. The applicant, G. B. Developers II, LLC, desires to construct an enhanced buffer

along the 111 Street and Springmill Road perimeter of the Office and Residential Use Block.
The location of the berm is identified in yellow on the aerial photograph included under Tab 2.
By way of general background, the PUD Ordinance requires the construction of the
mound and landscaping in the noted area (see aerial under Tab 2) subject to all necessary
authorizations and once the first building permit is issued within the Office and Residential Use
Block. Therefore, with the necessary approvals form the Carmel Board of Public Works and
Clay Township Regional Waste District and approval by the Plan Commission of the
HealthSouth DP/ALDS last month, G. B. Developers II, LLC is requesting DP/ADLS approval
of the enhanced buffer.
The landscape design of the buffer has been prepared to meet the approved Bridges PUD
Ordinance (See Urban Forester approval under Tab 3) with an emphasis on “reflecting” the
prairie landscape associated with the prairie architectural style. Prairie landscapes primarily
consist of a variety of native grasses. However, native grasses are perennial and die off during
the winter months. Ornamental grasses have been incorporated across the overall buffer plan and
have been used in combination with hearty evergreen materials to create winter interest. In
addition, as a condition of approval, evergreen trees, spaced 15 feet on center, are being planted
on the minimum 6’ tall mound as depicted in the Landscape Plan included under Tab 7. The
screening and buffer effect of the evergreen trees is illustrated on the exhibits included under Tab
4 and Tab 5. A variety of ornamental trees such as Crabapples and Serviceberry and shade trees
such as October Glory Maples and Red Oaks compliment the buffer in addition to the
evergreens.
In summary, the berm and associated landscaping are comprehensively detailed in this
informational brochure, which includes a site location map, a typical berm landscape buffer plan
and typical cross section, an updated pedestrian connectivity plan (included under Tab 6) and a
fully engineered landscape plan. As demonstrated by the renderings and exhibits, the berm plans
will fully comply with all of the standards and requirements of the Bridges PUD Ordinance.
