The petitioner has not responded to the initial TAC comments.
Docket No. 11110009 DP/ADLS: Fifth Third Bank
We just received a response to the TAC comments. Engineering has been actively working with the petitioner
on this project and has no issues with this moving to committee.
Docket No. 11120004 PV: Taylor Trace Plat Vacation, Lot 12.
Engineering has no issues with this request.
Docket No. 11110015 DP/ADLS: The Bridges PUD, Office & Residential Use Block, Berm
Engineering has no comments on the proposed landscaping plan. Engineering is still reviewing the Mass
Earthwork package through which the berms will be constructed. I am checking if proper variance was obtained
for the landscaping to be located within the sanitary easement and right-of-way. If this variance has not been
obtained, then application shall be made to the BPW.

Please distribute this email to members of the City of Carmel Planning and Zoning Commission.
Representatives from Williams Mill and Spring Mill Place neighborhoods, which border The Bridges PUD, met
on January 12th with the attorney and land planner representing The Bridges to discuss the design for the
perimeter buffer landscape and berm along 111th Street and Springmill Road.

The Bridges PUD passed by the Carmel City Council required a six foot berm with year-round visual screening
as well as pedestrian connections to paths surrounding and within The Bridges development. These
pedestrian connections are 10 feet wide with a reduction of the mounding and landscaping for an additional
distance on either side of the paths. The plan that was shown to us had three cuts in the berm along
Springmill Road and one on 111th Street.
The Bridges PUD requires one path for connectivity going from 111th Street on the south side through the
north side of the property and three paths going east to west between Springmill Road and Illinois Street.
Neighbors have shared the following concerns about this project. The entire purpose of the berm is to provide
visual screening from apartments and commercial development within The Bridges to protect the residences
in the Spring Mill Place and Williams Mill subdivisions. These 10 foot openings defeat the purpose of the berm,
as they will eliminate screening in these locations and allow increased noise, light and pedestrian traffic. We
are seeking modifications to these pedestrian interconnections to eliminate direct access across from the
Williams Mill neighborhood and relocation of one of the cuts on 111th Street.
We are asking that the sidewalk directly east of the entrance of Williams Mill on Springmill Road be
eliminated. If this is not possible, than we request that the sidewalk be angled through the berm to allow
more continuity of the mounding and landscaping and maintain the original intent of visual screening to serve
as a wall of protection between The Bridges property and the neighborhoods next to The Bridges.
Our suggested changes would allow the PUD requirements to be satisfied yet provide proper screening from
commercial uses, apartments, 25 foot light poles, headlights from cars, and noise.

Re: Bridges development
Please make sure, that the PUD adheres to the 6 foot mounding with additional plantings. This
was agreed to by the plan commission, and should not be altered in any way. Sidewalks are not
needed either on Springmill, or on 111th street. These sidewalks will lead to nowhere, and
are not needed at the present time. Any unnecessary cuts in the berm, will do nothing but
increase the visibility, lighting, and pedestrian exposure to the surrounding neighborhoods.
If the 111th street entrances, Illinois completion, and cut access is not handled properly by
you, the commission, we will soon have to gate our northern entrance to our development to
prevent the inevitable increased traffic (and crime) from entering our neighborhood at
Springmill Place. The same may be said about Williams Mill. We did NOT move to this area, 27
years ago, to be in the middle of, or included in, someone's "vision" of making this area an
urban neighborhood.

reviewed the project submitted for the December 21, 2011 Technical Advisory Committee meeting, and offer the following
comments:
Alternative Transportation Review and Comments
1) Please provide multi-use paths all the way to the streets of each intersection so that crosswalks will not be
obstructed.
2) Please provide additional sidewalk entrances at each intersection to allow for direct pedestrian access to the
development.
We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of
the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,particularly if any such
changes are considered'`new"or fall outside of our previous reviews.Please provide revised plans indicating all revisions.
Please notify us of any changes and specifically state any changes,including changes resulting from Plan Commission,Special
Studies or other committee meetings.
The Department.of Community Services reserves the right to provide additional comments based on subsequent reviews.

I have attached the relevant page from Exhibit 15 of the PUD for reference. In regard to comments 1 and 2 what would
you like to see provided?
Specifically can you provide some direction on the following:
1. Details you would like to see request noted in comment# 1. The proposed grades and elevations are
included on the current plans. In addition the plans include (i) notes addressing the minimum height of the
mound is 6', (ii) minimum evergreen height of 8', (iii) evergreen spacing of 15'on center and (iv) detail
regarding future sidewalk openings. What other details need to be provided?
2. Documentation in response to comment#2. We would expect that, in compliance with the PUD, that within
210 days of the first building permit issuance the mound will be installed. This could be a condition of
DP/ADLS approval for the berm. The condition would not make it more or less of a requirement but we would
not object to including it as a condition.
3. Documentation in response to comment#2. A copy of the sewer easement amendment and consent to
encroach are attached. Is this sufficient?

related to comments 1 and 2 from the Preliminary review comments e-mail (see below).
