2. (V) Stanford Park, Section 1, lot 3 - model home time limit extension.
The applicant seeks the following development standards variance approval:
Docket No. 12020003 V ZO Chptr. 25.16.02 time limit of model home use
The site is located at 3569 Cardinal Way. The site is zoned R-2/Residence. Filed by Tiffany Eland of Ryland
Homes of Indiana.
General Info:
4 ' ' The petitioner seeks approval to extend the time limit
. permitted of an existing model home within Stanford
Park Subdivision, which is a useful tool for helping to
„: ,-. build and sell homes in the neighborhood. With the slow
_ housing market, the anticipated build out of this
4 neighborhood has taken much longer than anticipated. •
� They have exceeded the maximum model home time

Analysis:
, g , .° Zoning Ordinance Chapter 25.16.02 states: "The
k ' duration of a Model Home permit shall be fixed by the
Director, for a term not to exceed eighteen (18)months.
- However, upon request, the Director may extend such a
j r permit for increments of six(6) months, so long as the

1. The approval of these variances will not be injurious to the public health, safety, morals, and
general welfare of the community because: The model home currently exists, and extending its time
limit will aid in home sales and faster build out for the neighborhood.
2. The use and value of the area adjacent to the property included in the variance will not be affected
in a substantially adverse manner because: The model home currently exists, and extending its time
limit will aid in home sales and faster build out for the neighborhood.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical
difficulties in the use of the property because: the model home use will have to cease,and the
developer will have to sell the structure as a home,but it might sit vacant for a while.
Recommendation:
After all comments and concerns have been addressed, the Dept. of Community Services recommends positive
consideration of Docket No. 12020003 V and with a condition of a 2 year time limit.
