"If" the City has no further comments, we would have to have final sets submitted for signature and all items in #2 below submitted, before I can issue the storm water permit. Once I have issued the storm water permit, you will need to schedule a pre - construction meeting with Dan Greskamp from our department (571- 2307). Our inspectors will usually need a day or two to review the final submitted plans before holding the pre- construction meeting. No construction activity can commence until this has been held Realistically, assuming all comments are addressed, it may be more toward mid to late next week before construction can commence. I'm catching heat for not starting yet, but the delay is 100% my fault. Nevertheless, I'm working hard to play catch up. Here's the steps we are taking: 1. Jon Sheidler with Woo!pert is dropping off plans, calcs and the 0 & M Manual here in a few minutes (or already has). 2. I have the paper work ready to pull three performance bonds as follows, pending your agreeing to the numbers: a. R/w at $5,000 b. Erosion control at $7,000 (per the estimate you are about to review) c. Post - construction BMP at $20,000 (per the estimate you are about to review) d. We can get our bonds in about 24 hours 3. Getting our bids updated based on the new design 4. Submit NOI, once we have a plan worthy of approval. I am hopeful we are there. 5. I've re- attached the response letter Jon sent in early March. Many of those answers still apply. 6. I've attached a PDF version of the plans for your electronic records. My plan is to get updated numbers from the three lowest bidders to by tomorrow, pull permits as early as Friday afternoon and break ground Monday. Recognizing I call no shots, any help you can provide is greatly appreciated. I know you are busy, and I will have no ill -will if things don't follow my schedule. The comments from the City review have been satisfactorily addressed with the following exceptions: 30. Any work in the dedicated right -of -way and construction equipment access froin the public right - of -way will require an approved Right -of -Way Permit and a License & Permit Bond. The Department repeats this comment. 45. Will 1/4 acre of:land disturbance occur collectively for this project? If less than 1/4 acre of land is disturbed, then a Storm WaterManagement Permit and Storm Water Pollution Prevention Plan will not be required. However, a construction phase erosion and sediment control plan will be required by the Department of Engineering. Please contact John Thomas, Stormwater Administrator. After discussions with John Thomas, it is understood that the stormwater BMP will possibly be different from that submitted in the latest set of plans. Blaine, I am good with the design, my one comment is that for the trees that will go in these larger green islands, please make sure that the trees planted here are able to take some water. For example, Bald Cypress, honeylocust, London Plane tree. John has said that these islands may take on some rain water. Daren and John, Hope you guys are doing well. I am in a difficult spot on the Parkwood 1 & 7 project. As I was trying to accommodate the requests from each of you, they were not meshing very well. I've re- designed the parking lot layout in an attempt to better address your comments. It is now a combination of 90 degree parking and angle parking that will allow me to leave more of the parking lot undisturbed entirely. I chose to do this on trash paper so you could see the last version of the design and the new layout superimposed over the other. The only islands we are proposing are what is drawn by hand on the trash paper. If this is not clear to you, I'll send you something better. Water Quality — The project needs water quality. I have located two large islands at the north end of the lot to provide water quality for as much of the existing parking lot that drains to this area as possible. The area being treated is much larger than the areas being disturbed (I think). My engineer is confirming this now, that's what the question marked on the sketch is all about. This additional green space would allow for additional planting opportunities to help out with the landscape comments. Landscaping — Daren, this larger island concept is something you presented to me as an option on some of your early sketches. I was not able to put it in the same location as you proposed because to use it for water quality, I have to put it in the low area of the parking lot. I am hopeful this can work for everyone. All other comments received were addressed already, but if this layout is okay with you, I need to back track and re- address those comments. If you can tell me that we are generally heading in a workable direction, I would sincerely appreciate it. Thank you for your time and I am truly sorry about this one... Please additionally attach the 63 -99 landscape plan to the newly submitted plans and replant any areas not affected by this project that are missing required landscaping, specifically around Building 7. The site is short on some of its currently approved ADLS landscaping. (Highlighting on the 63 -99 plan what landscaping is proposed to be replaced would be beneficial.) 2) On sheet C400, there is a trees removed /trees added list. Unfortunately, this does not take into account all the locations where trees are currently missing. 'Trees added' are being added back as a +1 when really the location was -1 to begin with. With that, please increase the trees and green space amount. I would like to see a unique green space design added to this parking lot area. Small parking lot end islands are not designed for long -term tree health. I would rather see pockets of trees like the one on the north end of the parking lot, instead of 2 trees just added to the end of each row. 3) I have attached the C400 plan with a couple ideas on increasing green space and landscaping that will be distinctive and better for the long -term health of the trees. I am not fully aware of how many parking spaces are currently on site compared with how many are proposed; however, this design will affect a lot of existing landscaping and the overall intent should not be to dramatically increase impervious pavement without offsetting the site to some degree with landscaping and green space areas.
