I would like to grant the demolition request for the buildings at 121 3rd Street NW, based upon review of the inspection
reports and subsequent field reconnaissance by Jim Blanchard and me which confirmed the major structural flaws and
substandard construction in floor and ceiling, significant foundation and hvac defects, and absence of consistent level of
basic upkeep, including significant termite activity.
It is also clear that the proposed investment in new construction and nearby infrastructure will be of far greater
significance and will exceed any replacement value to the existing home, even following a total restoration of the home.

The following includes requirements from the Engineering Department for full review of this project:
• Please submit an existing conditions survey and a grading and drainage plan in order for The Department to
• ensure drainage is.being maintained or improved in this area and that no negative impacts to other properties will
occur as a result of the planned improvements on this lot. Please include the limits of all existing easements and
utilities on the property.
• Please submit a construction phase erosion and sediment control plan (including, but not limited to, a construction
entrance, concrete washout, silt fence, and inlet protection if necessary). You can contact John Thomas, 571-
2314, for further information.
• Board of Public Works approval is required for the removal of the existing driveway and the new curb cut request
for the proposed driveway from the alley.
• Procedures for the removal of the existing driveway shall follow the City of Carmel Property Maintenance Code
Section 6-227 (h) (10), including, but not limited to:
• o The existing driveway shall be completely removed within the limits of the right-of-way.
o The roadside drainage shall be restored.
o Within the City's right-of-way, backfill and topdress with 6"of topsoil to level the disturbed area with the
• adjacent undisturbed areas and right-of-way. .
o Install sod within the right-of-way limits. •
• City standard curb and sidewalk shall be constructed along the property frontage where the existing driveway is
removed. Please include all applicable City standard details and the City's curbing policy in the plans.
• A Right-of-Way permit will be required.
• The Department has concerns regarding the increase in impervious surface and resulting increase in stormwater
runoff from this lot and surrounding lots that are currently being developed on the same City block. Any attempt
to decrease the amount of stormwater discharge from this site would be strongly encouraged.

Angie,
Please let me know if the attached inspection report is sufficient. I think the report gives very clear evidence that every
piece of both structures is compromised. Each has severe structural framing damage from both mold and termites. The
windows and doors on both structures are rotted out. And, each of the foundations is cracked and compromised because
of poor drainage due to the structures being built low on the lot.
As described in the cover letter to our submittal, there would not be a single piece of original material left in the structures
if a rehab was pursued.
We are glad to provide additional supplemental information if requested and I'd be glad to meet with you and Mike H. if
that would be helpful.
