MEETING MINUTES
MONDAY, SEPTEMBER 17, 2012 - 6:00 P.M.
COUNCIL CHAMBERS /CITY HALL /ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President Richard L. Sharp, Council Members Carol Schleif, W. Eric
Seidensticker, Sue Finkam, Luci Snyder, Ronald E. Carter, Kevin D. Rider, Clerk- Treasurer Diana L.
Cordray and Deputy Clerk Treasurer Lois Fine.
Mayor Brainard called the meeting to order at 6:00 p.m.
Pastor George Ferch, Bethlehem Lutheran Church, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Seidensticker made a motion to approve minutes from the September 4, 2012 Special Meeting.
Councilor Snyder seconded. There was no Council discussion. Council President Sharp called for the
vote. Minutes were approved 7 -0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Kathy Wallace, Bob Wallace and Alex Aisen addressed the Council with concerns regarding the
Carmel Redevelopment Commission refinancing.
COUNCIL, MAYORAL AND CLERK - TREASURER COMMENTS /OBSERVATIONS:
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society.
Councilors Sharp, Rider and Finkam addressed the Council regarding participating this past Saturday in
an outreach program called Fire OPS 101combined with the fire departments from Westfield, Fishers,
Noblesville, Jackson Township and Carmel.
Councilor Carter addressed the Council regarding safety on the Monon Trail.
IACTION ON MAYORAL VETOES:
There were none.

CLAIMS:
Councilor Snyder made a motion to approve claims in the amount of $3,376,893.00. Councilor Rider
seconded. There was no Council discussion. Council President Sharp called for the vote. Claims were
approved 7 -0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee had met and discussed
the Cannel Redevelopment Commission refinancing. Council President Sharp addressed the Council and
without objection requested that Wabash Scientific be invited to attend the conclusion of the CRC
deliberations and to provide a report that would have some perspective of the "How" and the "Why" of
what the Council intended to accomplish regarding TIF areas.
Councilor Seidensticker reported that the Land Use, Annexation and Economic Development Committee
had met and discussed Ordinance Z- 559 -12. The committee report will be given when the item appears
on the agenda.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. Councilor Carter
addressed the Council regarding the month of August financials for the Extended School Enrichment
Program (ESE) and the Monon Community Center.
Councilor Rider reported that the Utilities, Transportation and Public Safety Committee had not met.
Les Olds, Executive Director, Carmel Redevelopment Commission, referred to Bruce Cordingly,
President and CEO of the Pedcor Companies, to present Phase II of Carmel City Center which includes
the Nash building located along Rangeline Road. There was brief Council discussion.

Council. This item was referred back to the Council with a 3 -1 favorable recommendation. Councilor
Seidensticker presented proposed Ordinance Z- 559 -12 As Amended, VERSION 3, 9/11/12 to the Council
for discussion. Councilor Snyder seconded. There was no Council discussion. Councilor Seidensticker
made a motion to amend Ordinance Z- 559 -12. Councilor Snyder seconded. There was no Council
discussion. Council President Sharp called for the vote. The motion to amend was approved 7 -0.
Council President Sharp referred to Paul Reis, Attorney, Krieg Devault, representing the petitioner, to
review the proposed amendments to the Council. There was brief Council discussion. Councilor
Seidensticker made a motion to approve Ordinance Z- 559 -12 As Amended. Councilor Finkam seconded.
There was brief Council discussion. Council President Sharp called for the vote.
Ordinance Z- 559 -12 As Amended was adopted 6 -1 (Councilor Schleif opposed).
PUBLIC HEARINGS
Council President Sharp announced the First Reading of Ordinance Z- 560 -12; An Ordinance of the
Common Council of the City of Carmel, Indiana, Extending the Sunset Provision on the Process for
Demolition of Contributing Buildings Old Town District Overlay Zone in the Cannel Zoning Ordinance.
Councilor Seidensticker made a motion to move this item into business. Councilor Rider seconded and
referred to Adrienne Keeling, Department of Community Services, to present this item to the Council.
There was brief Council discussion. Council President Sharp opened the Public Hearing at 7:14 p.m.
Seeing no one who wished to speak, Council President Sharp closed the Public Hearing at 7:14:15 p.m.
There was no Council discussion. Council President Sharp referred Ordinance Z- 560 -12 to the Land Use,
Annexation and Economic Development Committee for further review and consideration.

Common Council of the City of Carmel, Indiana, Amending the City of Carmel Sign Ordinance.
Councilor Seidensticker made a motion to move this item into business. Councilor Rider seconded and
referred to Rachel Boone, Department of Community Services, to present this item to the Council. There
was no Council discussion. Council President Sharp opened the Public Hearing at 7:18 p.m.
Mo Merhoff President, Carmel Chamber of Commerce, addressed the Council in favor of this
ordinance.

the Clerk- Treasurer, City of Carmel, Indiana, for the Year 2013. Councilor Seidensticker made a motion
to move this item into business. Councilor Snyder seconded. Councilor Seidensticker presented this item
to the Council. There was no Council discussion. Council President Sharp referred Ordinance D- 2102 -12
to the Utilities, Transportation and Public Safety Committee for further review and consideration.
