EXPLANA TION
By way of general background, on February 18,2005, Boomerang Development Co. LLC and
Ryland Homes submitted to the Carmel Department of Community Services an A.D.L.S. and
Development Plan (ADLSIDP) package for review and approval by the Carmel Plan
Commission. In addition to the ADLS/DP submittal, Boomerang Development Co., LLC and
Ryland Homes have submitted four (4) zoning waiver requests. Regarding this, the following
infonnation is relevant.
The 4.5-acre parcel, located on the southeast comer of future Grand Boulevard and West Main
Street, is currently zoned OM/SFA or Old Meridian Single Family Attached. The master plan
contained within the Old Meridian District ordinance suggests that the proposed 56-unit single
family attached townhomes project will be acceptable on the identified site. Standards laid out in
the Old Meridian District ordinance seek to promote a special sense of place and neighborhood in
a relatively dense mixed-use neighborhood by means of a coordinated set of design principles for
buildings, site planning and landscaping. Thus, Boomerang Development Co., LLC, in
conjunction with Ryland Homes, has strived to coordinate their land plan, landscape design, and
building elevation design with the adjacent and previously submitted Alexandria of Carmel
project by Edward Rose. In considering the appropriateness of the proposed land use,
Boomerang Development Co., LLC and Ryland Homes are seeking approval from the Carmel
Plan Commission of the enclosed Townhomes at Old Meridian site and building designs.
In addition to ADLS/DP approval, Boomerang Development Co. LLC and Ryland Homes are
seeking approval of the following Zoning Waiver requests:

Seeking approval to deviate from the minimum allowable unit width of 22 feet.
Seeking a waiver from required recessed front door entries.
Seeking a waiver to increase the minimum building separation of 6 feet.
Seeking approval to install two permanent masonry column entry signs.
Ryland Homes has included elevations in this booklet that show the proposed 20-foot interior
units meet the intent of the Old Meridian District ordinance. They have specified brick facades
beyond those required by the ordinance, and the front exterior entries incorporate colonial headers
and side column door jambs giving the impression of offset entry doors. Increased building
separation is necessary to accommodate utilities and meet building code, and the masonry column
signs at the rear subdivision entries are needed to provide an identity for the project separate from
the adj acent and larger Alexandria of Carmel proj ect.
We look forward to presenting this project to the Carmel Plan Commission on April 19, 2005.

State explanation of why waiver is being requested:
Ryland has building layouts containing 24' wide corner units and 20' wide interior units. These building units do not have offset front entry ways. A 3'
entry setback will not allow Ryalnd to use their proposed product. Ryland feels their current product meets the ordinance intent. Also, Ryland needs
to be able to set up temporary signs for marketing purposes, and two permanent masonry column entry signs to identify the development. The 6'
building separation will not allow space for a sidewak and utility easement.
State reasons supporting waiver request:
Ryland has shown with other similar developments in Carmel that the proposed unit widths and buiding facades are both aethetically pleasing and in
keeping with the intent of the Old Meridian Zoning District Ryland has agreed to incorporate extra brick facades to mitigate for these variance
requests. The temporary marketing signs will be removed when units have sold. The permanent sign columns will be very subdued and blend in with
the building masonry. A larger building separation will allow Ryalnd to install an east/west sidewalk as requested and provide for better utility access.
