The report stated some concern about the wetland impacts as well as building into the woodlands. A Wetland Delineation conducted on the property concluded that the wetlands located on site are confined to the banks of Vestal Ditch. The report further added that the wetlands identified on the National Wetlands Inventory Map are no longer present, possibly due to the establishment of Vestal Ditch. Paull. Cripe, Inc. has included a copy of the Wetland Delineation Report. Also provided is a copy of the Site Landscaping Plan (Sheets L 101, L 102, and L 103) which illustrates the volume, location, and species of trees and plantings that will surround the project area adding to the majority of the existing woodlands that will rernain unaltered. The purpose of the assessment was to identify any wetland or regulated water bodies on site. Our evaluation of the property Was conducted by a visible inspection of the property. The site inspection was conducted on June 8, 2001. The following report, dated June 18, 2001, summarizes our findings and recommend-ations concerning this property. I I I I I I I I I I I I I I I I I I I WETLAND DELINEATION A wetland delineation was conducted at the above mentioned address in accordance with the "Army Corp of Engineers Wetland Delineation ManUal" dated January 1987, Final Report. The method followed was an.on-site routine determination inspection on areas greater than five (5) acres. The findings of the determination is that the wooded area on-site, identified by the National Wetland Inventory Map as Palustrine Forested -broad-Leaved Deciduous Temporarily Flooded (PFOIA) wetland, is not a wetland as defined by the Army Corp of Engineers. For a site to be considered a wetland, the wetland must poses three (3) characteristics: -1.) Contain hydrophytic vegetation. This site does not have hydrophytic vegetation greater than 50% of the vegetation species. 2.) Contain hydric soils. Soils do not exhibit a hydric characteristic. 3.) Have wetland hydrology Evidence of hydrology was not observed. Vestal Ditch, which crosses the site, is a regulated drain which is regulated by the Army Corp of Engineers as water of the US. An Army Corp of Engineers 404 permit is required if the ditch is to be disturbed. /-\ !. /'7\\ \ CRIPE Ll~/ =\ I~001 - ).\)~\J'\1t ~!)!)\)\\~ I I I I I I I I I I I I I I I I I I I, Site Inscection: The site inspection was conducted the morning of Friday, June 8, 2001, two (2) days following a two (2) inch rainfall, which occurred on site Tuesday and Wednesday, June 5th and 6th, 2001. The weather the day of the inspection was hot (mid 80's) and clear. The site was separated into twelve (12) sections. At each section a 12 inch diameter hole, 18 inches deep was dug. The soils were inspected and the vegetation was inventoried within a 12 foot radius. Procedures: Soil Analvsis: At each section, a spade shovel was used to diga hole approximately 12 inches wide and 18 inches deep. The soil was laid out for review. The soils were handled to determine texture. and moisture content. -The soil was then compared to the munsen color chart to identify matrix color and mottle colors. The soils ranged from loam, silt loam, sandy loam and clay loam. Little to no mottle colors were identified. Matrix colors ranged from 10YR 3/1 - 1 OYR -3/2 - 10YR 4/1 with the most prevalent to be 10YR 3/2. Hvdroloav Evidence: A site inspection at each section was conducted to identify hydrology evidence. Holes were left open for the purpose of water percolation. No hydrology evidence was observed on top of the ground. Very little moisture was detected within the soil. No water gathered in any of the twelve (12) holes dug on site. Veaetation Identification: Plants were identified and recovered within a 12 foot radius of each sampling location. The prominent tree vegetation identified has an indicator status of "FACU", which composed 480/0 of the species present. 350/0 of the species present were "F AC" and only -170/0 of the species present were "FACW". No plant species of OBL were identified. It was determined that the drainage ditch, known as Vestal Ditch, along with the adjoining property development, has lowered the water table for the region. The bottom of Vestal ditch is approximately 4 - 5 feet below common grade. This ditch has been present for over 50 years. I conclude that the wetlands located on site are confined to the banks of Vestal Ditch. The wetlands identified on,the National Wetlands Inventory Map are no longer present, possibly due to the establishment of Vestal Ditch. Vestal Ditch is considered waters of the U.S. and, as such, is regulated by the Army Corp of Engineers.
