Thank you for your review of the Erosion Control Plan associated with the
revised layout for the Carmel Soccer Fields at River Road. We greatly
appreciate your input, as well as your help in moving this project forward.
Below is an updated item-by-item response to your comment letter dated
November 22, 2005. To ease the review, your comments are included
followed by Paul I. Cripe, Inc. (CRIPEs') responses which are bolded and
italicized.

Comment 1: The straw bale sediment barrier in swales is rarely installed
correctly. The new synthetic geo dams or geo ridge would install better and
perform better.

Response 1: We have eliminated any reference to straw bale sediment
barriers in the swales. Erosion control is being handled by inlet
sediment control.

Comment 2: EC-3: The detail does not show how the filter fabric is attached
to the posts or to the 6"x6" wire. Normally the wire and fabric are placed on
the upstream side of the post. Is the fabric anchored into the soil or under the
stone? A good silt box detail with diagonal bracing on top would be fine.
Response: Detail EC-3 has been revised to reflect this comment.
Comment 3: EC-32: This rock dam should have 12" of #8 stone
on the upstream side. 18" riprap is difficult to acquire in this area.
Smaller stone with flatter side slopes would be more realistic. The
detail should show the side slopes and height of the dam.
Response 3: Detail EC-32 has been revised to reflect this
comment. In addition, a profile of the rock dam has been
added.

Comment 4: The post construction water quality section needs to be revised.
Response 4: The post construction water quality section has been revised to reflect
the changes to the project plans.
Comment 5: I would suggest that phosphorous should be eliminated from the fertility
program after the grass is established. This would reduce offsite pollution.
Response 5: The phosphorous component has been eliminated to reflect this
comment.
Provided with this letter is a revised set of construction documents to reflect your comments
as well as revisions associated with Indiana Department of Natural Resources (IDNR)
requirements to Construction in a Floodway and the City of Carmel Engineering review. I

Dear Mr. Duncan:
Thank you for your review of the Construction Documents for Carmel Soccer Fields
at River Road. We greatly appreciate your input, as well as your help in moving this
project forward. Below is an updated item-by~item response to your comment letter
dated September 1,2005. To ease the review, your comments are included followed
by PaulL Cripe, Inc. (CRIPEs') responses which are bolded and italicized.
Comment 1: Please indicate right-of-way for the proposed hammer-head. The right-
of-way shall match the right-of-way width of the connecting street.
Response 1: Due to the recent changes to the project limits, the hammer-head has
been removed from the subject project.
Comment 2: The curb return radii at the entrances shall be a minimum of 30-feet.
Response: The curb radii has been changed to a 39'-5" radii.
Comment 3: Please indicate additional right-of-way and a corner cut per the Hamilton
County Highway standards at the southeast comer of the proj ect.
Response 3: Due to the nature of the project, it was agreed that all roadway
improvements will be conducted at a time when Carmel Clay Schools constructs a
new school on the property.
Comment 4: Is curbing indicated for all interior areas?

Response 4: Curbing is not indicated for all the interior areas. The
curbing discontinues 21 feet north of the entrance gates. A variance from
the curbing requirement was granted by the Board of Zoning Appeals on
February 28, 2005.

Comment 5: The left turn area for the southern access shall be aligned with the left turn area for
northbound traffic on Medalist Parkway. The maximum width of the entrance at the throat shall be
36-feet curb face to curb face. If an island is desired, the island shall be a maximum 10-feet wide,
with two 18- foot lanes on either side, resulting in a total curb face to curb face width of 46- feet. If a
left turn lane is desired in addition to the median, the turn lane must be located in front of the median
island.
Response 5: The site entrance has been redesigned to reflect your comments.
Comment 6: The dimensions of the auxiliary lanes at each entrance are incorrect. The acceleration
lanes shall be 250-feet in length. The deceleration lanes shall be ISO-foot tapers and 100-foot lanes.
The widths of the auxiliary lanes shall be measured from the edge of the IS-foot travel lane.
Response 6: The deceleration lane and deceleration taper have been corrected to 150-foot taper
with a I50-foot deceleration lane. The acceleration taper has been corrected to a 250-foot taper
length.
Comment 7: The Department requests that the existing roadway be widened to provide 15-foot travel
lanes on the development side of the street across each frontage. The existing roadway widths are not
sufficient for the increase in traffic volumes expected. The widening will enhance public safety.
Existing paved or gravel shoulders must be completely removed prior to the widening work. Please
add a note to the site plan that all existing pavement shall be saw cut to a clean edge where new
pavement (for widening or for auxiliary lanes) is to be installed adjacent to existing pavement.
Response 7: Due to the nature of the project, it was agreed that all roadway improvements will be
conducted at a time when Carmel Clay Schools constructs a new school on the property. However,
where new pavement is being proposed in the right-of-way, a note is included on Sheet CIOI
indicating the areas to be saw cut to a clean edge.
Comment 8: To prolong the life of the existing pavement and to accommodate the increase in traffic
expected due to this project, the Department requests milling and resurfacing of the entire existing
pavement across each frontage. Please delineate the milling and resurfacing areas with hatching and
appropriate reference in the legend on the plans.
Response 8: Due to the nature of the project, it was agreed that all roadway improvements will be
conducted at a time when Carmel Clay Schools constructs a new school on the property.
Comment 9: The asphalt path indicated must be full width with no tapers indicated,
Response 9: The plan sheets have been corrected to reflect the asphalt path as not being tapered.
Comment 10: The on~site detention ponds must be sized to accommodate the fully developed
Thoroughfare Plan fight-of-way. Future road projects will discharge to the legal drain and the County
mandates this detention. This requirement shall apply regardless of watershed limits. Please provide
adequately sized pipes to carry water from the street to the proposed outlet.

Response 10: Based upon the Indiana Department of Natural Resources review of the construction
documents and a preliminary floodway study, it was determined that the ma10rity of the site is
located in the floodway of the Emily Vestal Regulated Ditch. As such, in order to obtain the
necessary IDNR permit to construct in the floodway various revisions to the project were needed to
avoid impacting the floodway. These revisions included lowering the southern parking lot,
relocating the soccer fields out of the wooded area, and eliminating the detention pond. With the
majority of the site located in a jlood plain and now jloodway, the Hamilton County Surveyor's
office did not see a need for storm water detention for a floodplain.
Comment 11: Please provide a striping plan for the striping necessary after the milling and
resurfacing. At a minimum the plan must indicate center double yellow, edge and lane striping. The
plans must indicate that all striping in the right-of-way shall be thermoplastic,
Response 11: Due to the nature of the project, it was agreed that all roadway improvements will be
conducted at a time when Carmel Clay Schools constructs a new school on the property.
Comment 12: The new pavement within the right-of-way for widening, the auxiliary lanes and the
portions of the entrances within the limits of the right-of-way, must meet the following section: 1.5
inches HMA #11 surface on 2 inches HMA #8 builder on 3 inches HMA #5D base on 7 inches #53
stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate the installation of
this section with hatching and appropriate reference in the legend on the plans and add a pavement
section to the detail sheets.
Response 12: Site Detail PV-36A on Sheet C209 has been changed to reflect the above required
pavement section build.
Comment 13: All paving within the existing and proposed City right-of-way shall conform to the
requirements of the Department of Engineering. Please add a note to the drawings that the Contractor
shall contact the Department of Engineering to schedule a. pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work within the
existing and proposed City right-of-way.
Response 13: As requested a note has been added to Sheet C201 and C206.
Comment 14: Please indicate with a keynote City standard curb per Standard Drawing 10-11 within
the right-of-way at each entrance.
Response 14: As per your request a keynote has been placed on the detail sheet indicating the City
of Carmel Standard Drawing 10-11.
Comment 15: Please indicate with a keynote City standard curb per Standard Drawing 10-11 or
Standard Drawing 1 O~ 10 (dependent on existing curb) for the proposed hammer-head.
Response 15: The hammer-head has been removed for the subject project.
Comment 16: A three foot wide #73 stone shoulder at a minimum depth of six inches is required
across the property frontage or to the limits of the auxiliary lanes, whichever is greater.
Response 16: Due to the nature of the project, it was agreed that all roadway improvements will be
conducted at a time when Carmel Clay Schools constructs a new school on the property.

Comment 17: Subsurface drain is required beneath the stone shoulder. The subsurface drain shall be
double wall PVC and shall be installed in accordance with standard Drawing 10-09.
Response 17: Due to the nature of tlte project, it was agreed tltat all roadway improvements will be
conducted at a time when Carmel Clay Scltools constructs a new school on tlte property.
Comment 18: Due to the fact that the pedestrian bridges are indicated for installation "by others", the
Department assumes that the Plan Commission approval did not require the installation of the
pedestrian bridges. The Department would normally require the development project to install these
bridges since the path that will be installed as a part of the project will dead end. At a minimum, the
Department will expect construction of the bridge approaches of sufficient width to accommodate to
future multi-use path with at least a 3-fot shoulder on each side of the path and at a sufficient height
such that the City, if ultimately responsible for the bridge installation, will only need to pour the
footings and set the bridge without any other ancillary work. The Department would expect that
hydraulic modeling is conducted to establish the span width and height of the bridge and the
approaches such that all of the requirements of the Hamilton County Surveyor's Office and the IDNR
are satisfied.
Response 18: Due to tlte nature of tlte project, it was agreed that all roadway improvements will be
conducted at a time when Carmel Clay Scltools constructs a new school on the property.
Comment 19: The County standard rolled curbed detail is included on the detail sheets. Where is this
to be installed? The City standards apply for all work in existing and proposed right-of-way.
Response 19: There is no rolled curb located on the subject project, thus the rolled curb detail has
been removed from the Site Detail slteet.
Comment 20: For curbing within the right-of-way and for the hammer-head, curb joints shall be
installed in accordance with the following:
a. Contraction joints shall be installed at 10-foot maximum spacing, 5-foot maximum spacing on
radii.
b. Expansion joints shall be installed at a maximum of 50-foot intervals and adjacent to inlets and
other construction.
Response 20: A note Itas been added to Slteet C201 and C206 in regards to tlte spacing of
contraction and expansion joints for the curbs.
Comment 21: The county standard street patch detail is included on the detail sheets. Are there any
proposed open cuts of City pavement? If so, these cuts require Board of Public Works and Safety
approval and must be repaired in accordance with the City Street Cut Patch detail.
Response 21: No opett cuts of City pavement is anticipated.
Comment 22: No ADA ramps are indicated. Please add to Keynote 5 for curb and tapers at the path
crossing of the River Road entrance.
Response 22: A keynote callout and note has been added to Sheet C201 in regards to the ADA ramp
requirements.

Comment 23: Please incorporate the Department's cover and backfill standard for all storm sewers
and for sanitary and water mains and laterals within the right-of-way into the design and add the
specifications to the appropriate plan sheets. These installations shall apply for all installations under
City pavement, not solely areas subject to vehicular traffic.
Response 23: City of Carmel standards have been incorporated where applicable.
Comment 24: The Department would expect that the design of this project to have been completed in
accordance with the City of Carmel Digital submission standards. The Department will expect that
required submittals be made in accordance with the City of Carmel Digital submission standards for
this project.
Response 24: Submissions to the City of Carmel will be per the City of Carmel Digital submission
standards.
Comment 25: Please confirm that the project was designed in accordance with the City of Carmel
Flood Hazard Area Ordinance.
Response 25: The project is in compliance with the City of Carmel flood hazard area ordinance. A
IDNR Construction in a Floodway permit is pending final review and will be issued in early
December 2005.
Comment 26: Please provide an addendum set that contains all Site/Civil changes for final approval
by the Department.
Response 26: Enclosed with this letter is a revised set of final documents based upon the comments
from the IDNR and City of Carmel.
Comment 27: Please remove Sheets LlOl, Ll02, Ll03, Ll04, Irrigation Plans and all Architectural
and MEP sheets from the sets submitted for Department of Engineering approval.
Response 27: Sheets L10l, L102, L103, L104, and all Architectural and MEP sheets have been
removed from the plans submitted to the Department of Engineering for approval.
Comment 28: Please submit plans and drainage calculations to Crossroads for their review if you have
not already done so.

Comment 30: An additional turn lane at the intersection of River Road and 1261h Street and a

discussed at some point during the approval process. Why are these not indicated on the plans?

conducted at a time when Carmel Clay Schools constructs a new school on the property.

Provided with this letter is a revised set of construction documents to reflect your comments as well as
revisions associated with the impact of the Floodway. In summary, to avoid impacting the wooded
area which was found to be located in the floodway, the soccer fields were moved south. In addition,
to avoid impacting the floodway cross~sectional area, the detention pond was eliminated and grading
was kept to existing grades as much as possible. In addition, Phase II of the project was eliminated.
This included the soccer fields and parking to be located in the north east area of the site. I hope this
provides you with enough information to approve the project plans. If you have any questions or

Could you pass this on to the BZA? I couldn't find an email address for any ofhte members that were
present at the 4/25/05 meeting.
I live at 5406 Zoeller Circle, Plum Creek Ridge. I just found out the Dad's Club usage of the River Rd
Soccer Complex was ok'd at the April 25th meeting.
My property borders the River Road Soccer Complex but neither I, nor any of my neighbors, were
notified of the April 25th BZA meeting in which the Dad's Club was granted usage. We had hoped to
continue our remonstrance reagarding intensity of usage.
In addition, the "Committments" document was put together without input from Plum Creek Ridge. We
were not even given a chance to review the document before it became binding. I was not .aware of the
details until I read the April 25th minutes earlier this morning. There are items in the document that
Plum Creek Ridge would not have agreed to.
Do we have any recourse?

development of 14 soccer fields on the.subject property by the Dad's Club is entirely too
intensive a use for this residentialar~a. However; you did approve 6ne\v soccer fields
along with 180 paved parking spaces.an~ 90 + unpaved spaces to be used by the .high
school whichwe,have no problem..with.for \vebelieve that the school corporation will
abide by the commitments outlined in the March 31 , 2005 commitment letter limiting
their play to fall play only with no. play .o.n Sundays.

The Cannel/Clay School Board has proposed a zoning change to allow the construction
of a sports complex located on the west side of River Road between 126th St and 131 st St.
The project includes multiple fields for soccer and other sports, permanent restroom and
concession stand facilities as well as approximately 400 parking spaces. The complex
would be operated by the Dad's Club ofCanne!.
The northern portion of this proposed complex is directly across River Road from the
Chapman's Claim sub-division. Chapman's Claim is primarily an "empty nester"
community. It is a quiet, low traffic area of 85 homes. Many of us purchased homes in
this sub-division because it was protected from noise and traffic, surrounded by a park,
golf course and single family homes.
The intrusion of a high impact use facility ,operating several months out of the year
directly across ITom Chapman's Claim will destroy the very reasons so many of the
residents invested in this area.
We respectfully request that the school board be denied their request for any development
whatsoever in the area east of Vestal Creek, west of River Road, between 126th 8t and
131 st 81. Attached is a petition signed by several of the residents opposing this change.

Good morning, Angie -- My name is David Stamps. I live in Plum Creek Village adjacent to where
Cannel Clay Schools is petitioning the Board of Zoning Appeals to construct a soccer field complex.
That project is being expande.d by the Cannel Dads' Club.
Following the BZA hearing on Feb.. 28, a group of interested residents met with petitioners to resolve
concerns as suggested by the BZA. Subsequent to that meeting an ad hoc group of which I am a
member has met to prepare a written agreement on use of the property.
We have achieved quite a bit since then and are near an agreement.
I am writing you this morning to request your help arranging a brief meeting with you and John
Do ... . requirements for the project. We have a tentative agreement on
reducing the' number of total space' but we are concerned that the city of Carmel may not allow what

I am off work today and tomorrow and available to meet on short notice. I think a 30-minute meeting
would be sufficient. I know you and John have just returned from a conference and are likely buried
with requests for your time.
My problem is that the BZA is meeting on this topic again on Monday (3/28) and we are trying to work
out the agreement prior to that -- preferably by Friday so the agreement can be communicated to
neighboring residents and then presented to the BZA Monday.
Also, I would like to talk with you about ho~>afiyagreem~~s reached can be made an official part
of the ~?-A proceeding on this property or (6therwise filed so t~a~t becomes, if not exac.t1y binding on

Circle, Cannel, Indiana. Our home is located in Chapman's Claim a section of the
Prarieview Subdivision adjacent to the proposed development. We have been residents of
Cannel since October of 1978 and have lived in Chapman's Claim since July of 1999.
I apologize for not being able to attend the upcoming BZA meeting on March 28, 2005
for I along with my wife will be out of town. I was able to attend and speak at your
previous meeting of February 28th and I have put my comments into this letter as to
present to you our position on the proposed development. Our being absent from your
meeting should be in no way be interpreted as a lack of concern regarding the proposed
development for we are deeply concerned about this proposed development. Please
review our concerns listed below, for this proposed development will directly affect our
quality of life as well as potentially adversely affect our considerable investment in our
home and the homes of our neighbors.
1. I respectively remind the BZA that the subject property is presently zoned S-l/
Residential District. The primary purpose and intent of this district is to provide
for the single-family subdivision in keeping in the rural characteristics of this
district and in the development process to allow for efficient use of the land
through open space and conservation of land within the subdivision. "It is the
intention of this district to protect remaining significant natural features
within this district by placing an emphasis on less intensive urban land uses".
The key point here is less intensive uses not more intensive such as the proposed
use. The proposed Soccer Fields and the intensive use they bring are the exact
opposite type of use that this property was zoned for per the comprehensive use
map.

2. I would also like to point out to the BZA that the 700 plus homes in the
immediate vicinity of the proposed development were in place prior to the
acquisition of this property by the school board and that we relied on the fact that
the subject property was zoned S-l and we rightfully based our investments in
that fact. The homeowners affected by this development have invested well over
300 Million Dollars of their hard earned money in is possibly most homeowners
single largest investment. The BZA must protect the investment made bv the
existin1! homeowners and the homeowners' interest should far and away out
weie:h any interest of the developer.
3. I have personally met with or spoken to Bruce Breden, Rollin Farrand and Roger
McMichael of the Carmel Clay Schools as well as Brad Little of the Carmel
Dad's Club, the Carmel High School' girls soccer coach, and various members of
the respective home owner associations in an attempt to reach a compromise
regarding this development. I'm happy to report we have reached agreement on
most points. However, due to scheduling conflicts between the various parties and
myself, time has not allowed us to reach a compromise on one major aspect of the
development. That one remaining major issue is the amount of parking and the
number of practice fields planed for that portion of the development between
126th and 1315t street west of river road. See the exhibit attached to this letter. The
area of concerned is outlined in red and highlighted. It is my position and that of
the majority of the Prairie View Subdivision Homeowners that the number of
practice field be reduced from 8 to 4 and the number of parking spaces be reduce
by half to no more than 100 spaces. We believe this is a reasonable request and if
agreement has not been reached by the March 28th BZA meeting, I respectfully
request that the BZA endorse our position of reduced parking and limit the
number of practice fields to four and make it a condition of the special use
request.
In closing Mr. David Stamps will be presenting this position at the March 28th BZA
meeting and I believe will do an excellent job in explaining the various neighborhoods
concerns regarding the proposed development.

rezone. Recently, we have read o'fthe loss of farm land to development, the erosion of
creeks, streams and rivers, the loss or irreversible disturbance to wetlands and it becomes
apparent that we will regret some of these past decisions. Also, as past-president of the
city's Street Tree Committee, I am tendering this letter to reiterate the importance of
undisturbed forests and wetlands as listed below.
1) The ditch that was originally engineered for the neighboring homes is already running
as a stream whieh--ffieans it is eroding the -banks:
2)-The necessary fill to keep the school and/or soccer fields from flooding will flood the
remaining trees inevitably leading to their slow death.
3) The area is in the ~ite River floodplain which means that all chemicals from
buildings and in particular autos will drain into the river.
4) The loss of habitat is detrimental to wildlife.
5) The trees, if left as is with no development, can help to deter flooding. Parking lots as
well as treeless fields will c.ause water to run quickly causing erosion and further damage.

As a resident in Plum Creek Village, and past president of our homeowner's association, I.wantto join with my

and River Road. That entry is directly opposite our through road in the Village, Medalist Parkway. We have had
to'ask'the city.to install speed humps to slow. traffic sp.eedihg through our winding street. It has helped some.
We experience periodic heavy traffic through Medalist Parkway now as people us it as a cut through from and
to t26th Street and River Road at the stop intersection at 1.23rd Street. That stop is observed by less than half
the traffic. Putting the entry into the soccer fields directly opposite Medalist Parkway will only increase the
current problem. As it is the golf cart traffic crossing Medalist at two places is at risk.
We know the school system has every right to use their land as the city allows. And this use is far better that
having'a grammar schoo.1 traffic at this property. Perhaps relocating the entry to the fields will provide a safer
access, rather thana straigt cross road where. stop signs will not be observed as they are at the other end of
Me.dalist Parway. Since a lot of the attendees atthis venue will be high school age drivers and soccer mom's in
a hurry,. speeding as it is currently experienced on Medalist, River Road, and 126th Street is an issue that
suggests a straight accross entry is ill advised.

As you are aware, Carmel Clay Schools has submitted for Carmel Advisory Board of
Zoning Appeals (BZA) approval of our application for a special use, docket number
referenced above.
As part of our preparation for obtaining the BZA approvals, we .have had two meetings
with adjacent property owners. The first meeting occurred on February 9, 2005 and all
adjoining property owners were invited. After presenting the plans for the proposed
soccer development, the school corporation, Carmel Dad's Club and our consulting
engineers entertained questions fro~ the attendees. As.a result of this meeting, the
school corporation and the Carmel Dad's Club re-evaluated the parking lot locations
and parking lot sizes. The result was the relocation of the south lot away from the sub-
division to the west to a more c.entralized area immediately adjacent to the soccer
fields. In addition, this lot and the lots along River Road were reduced in number of
parking spots.
A second major concern expressed at the February 9, 2005 meeting was the impact to
water drainage from the site. In particular, the..neighbors to the west, Plum Creek
Ridge, ~are c-oncerned that there .is not an increase in drainage to their neighborhood. It
was explained that the new soccer fields will. be under drained, and that all drainage
will be directe.d to the Vestal Ditch, away from ~Ium Creek Ridge.
Several of the Plum Creek Ridge adjoining neighbors were also concerned about
people who might be using the soccer fields entering there properties where they abut
the school corporation property. The school corporation has committed to them that if
that becomes a problem, the school corporation would install fencing along the west
property line.

The second meeting was with residents of Plum Creek Ridge, the sub-division west of
the school property. This meeting was held as suggested by you at the February 16,
2005 Technical Advisory Committee meeting that was attended by two representative
of the Plum Creek Ridge Homeowners Association. The meeting was held on February
24, 2005. The vice-president of the association made an opening statement that to the
best of his knowledge, no Plum Creek Ridge homeowners were opposed to the project
The school corporation and our engineering consultant reviewed the current plans for
the project detailing the revisions made as a result of the previous meeting. (Please
note that subsequent to the February 9, 2005 meeting, all adjoining property owners
were mailed a copy of the revised plans.) The primary issues discussed were basically
the same as detailed above.
In closing, I want to emphasize that the school corporation has been focused on
responding to as many concerns as practical and still maintain a viable project.

indicated that sidewalks/paths will be required on all street frontages, those being 126th
Street on the south, River Road on the east, and 131st Street on the north.
The school corporation is hereby requesting the delay of full implementation of this
request. We prop'ose to install an asphalt path per departmental standards on the 126th
Street side starting from the existing concrete sidewalk from the Plum Creek Ridge
sub-division at the southeast corner of the school property and extending to the
entrance drive for the soccer field development, this drive being opposite Medalist
Drive on the south side of 126th Street. The remainder of the paths would be delayed
until development by the Carmel Dad's Club of the northern portion of the site in 2006.

And not to clog up your inbox any further, but I'm the IDEM project manager for this area, and I don't think it's a
good idea. Any permit application will need to demonstrate avoidance and minimization to wetland and water
resource impacts and it seems clear to me that there are alternate layouts for this site that do not necessitate
wetland impacts. I'd be happy to talk to the appropriate persons about the IDEM permitting process and we can

Well, here's a clear message. If they develop this site and fail to obtain permits, they'll be cited by IDEM and the Corps for violations of state and
federal law. They need a delineation and the proper permits, if they can even be obtained for this type of project. Let me know if IDEM needs to be

Whoa! That area' marked PF1 OA that is forested is VERY likely a wetland, and I see three fields in the forest. They need a delineation,

It is not possible for me to help with your case based on the
information you gave me. The soccer field may have no effect, raise GW
levels, or even lower them. Irrigation and removal of trees may
potentially raise levels (at leastlocally) .~on . the 6"mer hand~You
expect them t~n=tnefields for good playing conditions, which
could
lower the levels. Much depends on local hydrological conditions as well
and proximity.
I am on leave (thus my tardy reply) at the U of M in Minneapolis and

in a position to help. I recommend that you contact a local consultant

A dry retention pond will not help your groundwater flooding problem. All the water retained will infiltrate and will
recharge the water table. In this case, one could make a case to have the water drain downstream, rather than contribute
to an existing local groundwater problem.
Your Purdue colleagues would be in the best position to comment on replacing the trees and their effect on water levels.
Given that this is in the floodplain and that there is a history of basement flooding, I think it is reasonable to request some
assurance that this action won't make your groundwater problems worse. A groundwater/surface water study could be
wa rranted.

Open Letter to the Zoning Board
Meeting February 28, 2005
Reference: Docket 05010046SU & 0502306V
The Carmel-Clay School Board sent a letter to affected residents advising us of their
intended use for the land bordered by 126th, 1318t, and River Road. They offered an
inforrnational meeting based on the details stated in the letter for Feb. 9th. We
attended the meeting and we're glad we did. We were told of the schools intention
for this land, but found out about the heavy involvement of the Carmel Dads' Club.
This appears to be the school board fronting for the Carmel Dads' Club to the
determent of the neighbors.
The school's use would be for junior varsity soccer practice during the fall (July-
Oct) and spring (April- June) seasons. This would occur after school until
approximately 5 o'clock. This seems highly reasonable. Then the Dads' Club stated
their use of the same facilities plus an additional field north of the Vestel Creek that
bisects this land. They would use it during Gthe same seasons, but the fields would be
used for practice each night of the week with games all day on Saturday. Sundays
would be used to make up missed games and practices.
In addition to the fields, there would be a parking lot off 126th St. with spaces for 180
cars (amended from 200). This seems proportional to 6 fields. North of the creek,
there would be 1 field with a parking lot for 195 cars (~mended from 300). This ratio
seems extremely disproportionate. North of the creek, there is also planned a
support building, concession stand, and picnic pavilion to serve the constant use by
the club. Technically, the north side of the creek should not serve the south side of
the creek because the Department of Natural Resources has stated that "there shall
be no structure for crossing the creek". In actuality if the support facilities are north
of the creek, people will cross it for food, shelter and parking no matter of the intent
of the DNR.
There appears to be little objection to the school's use of their land. The objections
stem from the Dads' Club's daily use and the resulting impact on the surrounding
neighborhoods.
The purpose of this letter is to request that the Zoning Board not grant the
variances based on the excessive and unaccept~ble involvement of the Carmel Dads'
Club. This fine organization's use of this land in a residential neighborhood will
disrupt the lives of the residents. The daily use, combined with the increased traffic,
noise pollution and altering of a wildlife habitat, will have a negative impact on the
residents of the surrounding neighborhoods.

I will have to look into this. I was not noticed on this.
If this is a BZA decision then there is nothing we can do to influence the decision other than get up and
sp'eak at the hearing. Indiana state law only allows the BZA members to take input at the hearing. Other
methods of influence, discussion or debate are not allowed. If this is a rezoning then it is a legislative
decision and there will be a lot that can be done.
Your cut through problem is quite familiar to me and I will do what I can to help including any proposal
that your HOA wants. You know I live on the other side of the golf course on Scottish Bend.

My name is Frank Smith. I am the Vice President of the Plum Creek Village Homeowners'
Association. As you may be aware, Carmel Clay Schools owns the 80 acres of property north of Plum
Creek Village, extending to 131st Street. (U1.ap) The school board is planning to develop this property,

in partnership with the Carmel. Dad's Club. As is planned now, the development will include the
construction of seven practice soccer fields, two support buildings (restrooms, storage, etc.) and three
parking lots with entrances on 126th Street and on River Road.
In my capacity as a board member of our homeowners' association, I represent the majority view of the
membership in asking for your assistance in focusing the attention of the Carmel City Division of
Plartning & Zoning on our concerns. The direct impact on Plum Creek Village residents primarily
concerns the congestion / noise at the facility and the increased traffic on 126th Street, River Road and
especially on Medalist Parkway.
We are not alone with our concerns. I have had contact with "several" individual residents as well as
board members of Plum Creek Ridge. All are concerned that serious issues have not been given proper
co'nsideration to protect our quality of life and property values in the area.
Some major issues of concern are:
1. Traffic Congestion. - Have traffic studies been conducted to quantify the impact on traffic, roads
and infrastructure? Are there plans to mitigate?
2. Environment - Have environmental impact studies been performed regarding the plan to cut down
significant portions of the tree stand presently on the site and to create retention ponds, etc.?
3. Flood / Drainage - Have there been studies as to the impact on flooding / drainage? Portions of
this area are in a flood plain.
4. The close proximity of the planned soccer fields and parking to the property lines (backyards) of
existing homes.
5. Why is such extensive use planned for this complex? Between the School and the Carmel Dad's
Club the fields are planned be in use from April to October, 6 or 7 days a week until sundown.
6. Future Use of Site - What is the long(er) term use plan for this land, assuming this "mega soccer
complex" is permitted?
It appears that the last opportunity for the public ( us ) to have input into the development details of this
project (or at least to voice our concerns) may be at the City of Carmel's Board of Zoning Appeals
meeting which is scheduled for February 28th, 2005. I /We would appreciate any help that you may be
able to provide in an effort see that the citizens and property owners in our neighborhood are given
consideration in the development of our community and that our quality of life and investments are
safeguarded.

My name is Jon Dobosiewicz and I am a Planning Administrator with the City. I would be glad to sit down and
review this proposal with you. Please give me a call or e-mail to set up a time.
Your stated concerns have been under review by our office. The proposal was filed in mid January and was
discussed at a Technical Advisory Committee meeting on February 16th. Issues such as traffic, drainage, and
setbacks are being addressed to insure compliance with all applicable local, state and federal requirements.
This proposal has not been required to submit a detailed traffic study. The proposed use will generate very little
peak hour trips (morning and evening rush hour). Other issues regarding traffic relate to the alignment of the
entrance with Medalist Parkway on 126th Street and River Road at one of the entrances of Prairie View. Aligning
the entrances is the most appropriate method of managing entry and exit from this property with adjoining streets
in a safe manner. You had noted a concern regarding traffic on Medalist Parkway. Are their issues today that we
could help address such as traffic calming and increased patrol for speed violations? I belieye that most of the
traffic this use generates will head west on 126th Street upon exiting the south parking lot an'(j lhe other parking
area along River Road should not impact Medalist Parkway at all. I do share the observation that Medalist Pky
may appear as an attractive route to shortcut River Road for those traveling east then south in the morning and
the opposite in the evening. While I do not think we are dealing with the same trip generating uses (Le
subdivisions vs. outdoor recreational facility) the potential for added trips may still exist.
With regard to noise I assume you are referring to kids playing soccer and the vehicles that transport the
children. Inherently Ido not know we can exclude the proposed use due to the sound of children playing soccer,
spectators and the vehicles used to transport them to the facility. However, the proposal includes, as required by
ordinance, additional landscaping around the perimeter of the use where existing vegetation does not meet or
exceed the requirements. The wooded areas along the west property line exceed the requirements in that area.
While landscaping diminishes sound very little in this instance added screening will reduce the visibility of the
activity. We have suggested to the applicant that they use more evergreen plantings along the west buffer to
accomplish this as opposed to shrubs and deciduous trees.
I assume based onybur second comment that you believe that to much of the wooded area is being
encroached upon, While I do not know if you have seen the current plans I can state that a portion of the fields
encroach into approximately 25 percent of the wooded area. We have had numerous discussion regarding this
topic and while the school corporation has a financial responsibility to the public (in making efficient use of its
property) we feel that. it is appropriate for them to preserve as much of the woods as possible in that we believe
that it is a valuable environmental resource. I do not feel like we are on the loosing end of the fight with regard to
this proposal as the school corporation has gone to great lengths to preserve many trees of significant size within
approximately 75 percent of the existing wooded area.
A significant portion of the site is within the floodplain and all steps have been taken to make sure that the
proposal meets all applicable requirements,
The proposed setbacks exceed the applicable setbacks required by the Ordinance for this use adjacent to the
neighbors to the west in Plum Creek Ridge. Their are approximately 10 homes that directly abut the soccer fields
area. In discussions with the school they have agreed to, in addition to the required landscaping, construct a
fence along the subject property line and I believe they are, or will be, working out an arrangement with the
adjoining owners as to the design of that fence.

You note in would comments that the use is "extensive" in terms of how often the fields will be used. Please let
me know your thoughts about when they should not be allowed to use the fields beyond what is proposed. I have
discussed a prohibition of lighting the fields with the applicant and they are willing to commit to not lighting the
fields for night play.
At this time the applicant has not illustrated a future long(er) term use for the property. Any future change to the
approved plans would require them to return to the BZA and hold an additional public hearing.
The hearing on February 28th is the official opportunity for the public to convey its concerns to the Board. I hope
that the information that I have provided -in this transmittal helps answer your questions. Again, I would be glad to
meet with you to discuss the project further and assist you in representing the concerns of your neighborhood.

Dear Mr. Hawkins,
I I am writing to you in regards to the soccer fields that are going to be built at the comer
of 126th Street and River Road. I live on. Zoeller Circle, my backyard backs up to the
fields that are in the process of being built. My husband and I are very'excited to have
these fields going up; our concern lies in the location of the parking lots. At the last
meeting, the final plans shoW' a parking lot directly behind our property, as well as
several other homes. We were hoping the parking lots would' be built away from the
private homes, allowing less traffic near our back yards. If the. parking lots are built
directly behind our houses, turning lanes and high volume traffic would be directly
behiIidout:,house where many children play. We would really appreciate any help you
might have in this manner. If there is anything we could do, would you please let us

on February 10, 2005 for this project and have the following comments:
1. This project fa11s within the corporate limits of the City of Carmel.
2. The propos~ project DOES fall in a Carmel Wellhead Protection Area.
3. The proposed project is bisected by the Emily Vestal Regulated :Drain and falls in the
Emily Vestal Regulated Drain Watershed.
4. Please submit an Outlet permit for the Emily Vestal Regulated Drain, requesting 7
outlets (3 pipes and 4 swales)t based off of the cuttent plan submission. The
application is availabJe on our website a.t htto://www.co.hamilton.in.us~ &0 to
Departmentst Surveyor, and Fonns.
s. the HCSO would ask that theFloooplain be shown using the BFE and the Topo data.
Tbe limits on the FIRM panel, in this case, do not match what the actual Floodplain is
when you look at the BFE.
6. Hamilton County Ordinance 4-26--99-C(6) does not allow fillin& orland in the flood
plain of a regulated drain. The HCSO will aHow this project if no net loss of the
floodplain occurs. This wi.ll involvererno1fing all spoil materials for the parking lot

of the open ditch on February to, 2005, we agree on 30 feet of clearing on the eastern
bank (operation side) and all leaning and dead ~es within S feet from. the top o(bank
on the western side. Please place this standard detail into the construction plans.
9. As part of this projec~ the HCSO will require the dredging of the Vestal Regulated
Drain as per the designed plans by W cihe Engineering. This dredging will need to be
completed witbintbe overall timefi'ame of the overall proposed project. If any trees
o(any size are in the way of this dredging project, after the required clearing, they
must be removed to facilitate this drain improvement plan. The ~oils from the
dredging project can be spread in the regulated drain easement, as long as they do not
block off the remaining portion of the floodplain. If the opportunity exists to move
the spoils farther away frcnD the open ditch, we would strongly support that option.
10. On the swales that terminate into the Vestal Dr~ the HCSO would like to see
erosion control blanket or rip rap to prevent the flow coming over the bank from
causing erosion. Please show an erosion control method that will adequately protect
the steam banks.
11. The outlet out of the north pond D,eeds to come into the bank at 90 degrees to the
flowline or point in a downstream direction.
12., Please include HCSO Standard Details 0-4,0-5, OD-3. OD-6, OD-7, OD.8 (if
needed), one of the Lake Cross-sections (D-6, D-', or D-8) and the appropriate outlet
option (0-9, D-IO. or D-tI), D-12, and D-16.
13. Please submit revised plans once changes are made and the final d~gn is in pIKe.
14. Please coordinate the storm system design with both the Hamilton County Surveyor's
Office and the City of Carmel Engineering Department.

Performance/Maintenance Guarantees - Engineer's Estimate
The amount of the Performance Guaranteesis.based upon a certified Engineer's Estimate, to be
provided by the design engineer, for .100% of the cost of labor and materials to construct the
improvements. Please provide a detailed Engineers Estimate including unit costs, quantities,
materials and types of materials, etc. Upon completion and release of the Performance Guarantee
by our Board of Public Works and Safety, a three-year Maintenance Guarantee will be required.
The Maintenance Duarantee amount is based upon 10% of t~e Performance amount for water
maIns, sanit~ry sewers and concrete sidewalks/asphalt paths and 15% for pavement and curbs.
PerformancelMaintenance Guarantees may be Performance/Maintenance Bonds or Irrevocable
Letters of Credit. This office will require as built or record drawings of the water main and
sanitary sewer installations prior to release of the Performance Guarantee. Please reference the
enclosures for more detailed explanation of our procedures.
Street CutlRight of \Vay Permit and Bonding Requirements
Any work required in the dedicated right of way. of 126th Street, 131st Street or River Road, not
included or covered by a Performance Guarantee, will require a Right of Way Permit and a
License & Permit Bond, Please contact Fred Glaser, our Right of Way Manager, for details
regarding this issue.
AVAILABILITY AND CONNECTION FEES
10. Av.ailability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. Availability Fees are based
upon total acreage for the development at the current rate of $1,01 0.00 per acre for Water and
$1,365.00 per acre for Sanitary Sewers. Pleasecoritact John Duffy of Carmel Utilities.
Connection Fees are currently $1,310.0p peer EDU for Water and $795.00 per EDU for Sanitary
Sewers. Connection Fees are paid when the infrastructure has been completed, satisfactory test
results obtained and the proj ect has been released for permits. Please contact John Duffy of
Carmel Utilities regarding this issue.
. If an irrigation system is planned for tltis development, additional fVater Connection
Fees will be assessed based upon the recomnlendation oftlte Director of Carmel
Utilities.
COMMENTS - CONSSTRUCTION PLANS
11. The .drawings are lacking the information necessary for the Department of Engineering to conduct
a review t~ ensure the project \vill be constructed to City standards. Our comments at this point
would be.statements related to missing information and numerous, otherwise unnecessary
questions~ Please revise and resubmit the drawings for review. Please confirm with the
Dep'artment of Community Services thatthis will not need to be resubmitted to the TAC members
prior to issuing a revised set of drawings to the Department of Engineering.
12. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this.office for review. Please submit drainage calculations for this development. We
will share Crossroad's comments as they are received.
These comments reflect the Department of Engineering's initial review of this project. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. The
Department reserves the right to provide additional comments based on subsequent reviews. It is critical
that our office be made aware of all modifications made on the plans being resubmitted, particularly if any
such changes are considered "new" or fall outside of our original review. If you have questions, please call

Friday, February 25, 2004. Failure to submit Proof of Notice by this time will result in the
tabling of the petition.
4. Nine (9) Informational Packets must be delivered to BZA Secretary Connie Tingley no
later than NOON, Friday, February 18, 2005. Failure to submit Iriformational Packets by this
