It is apparent that all comments were satisfactorily add'ressed. Please submit five sets of construction drawings to our office for approval. Per our phone conservation on October 28, 2004, the drainage calculations dated June 22, 2004 show the increase in impervious area and related increase in runoff associ~ted with the proposed canopy project. The calculations do not demonstrate the ability of the existing piping system to receive and convey this increased runoff. The ,calculations state the entire receiving system was not analyzed as a part of this project. As this is a private storm system, the City \vill assume no liability in our review and approval related to the storm system's ability to receive and convey this \vater. The City \vas provided \vith no information to revie\v or evaluate the system's ability to receive and convey this water. . Any drainage problems' associated with the runoff increase from this project \vill be between your client and the landlord. The City \vill take no action to correct the system if it is deficient. We offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: · Street and Right of Way - City of Carmel (116th Street). . Water - Indianapolis Water Company Service Area . Sanitary Sewer - Clay Township Regional Waste District · Storm Sewer - Hamilton County Surveyor's Office / City of Carmel 3. Board of Public Works and Safety Approval Requirements: · Commercial Curb Cut. The request for Board approval should include 8 ~" x 11" exhibits that will indicate the existing and proposed curb cuts and all appropriate data and dimensions including width, radii, etc. Please indicate all existing and opposing driveways and their relationship to the proposed curb cuts for this development. · Temporary Construction Entrance. Separate BPWS approval will be required if this entrance is to be located anywhere other the site of the permanent curb cuts. · Consent to Encroach approvals for any permanent improvement to be installed within dedicated easements and/or dedicated right of way. · Dedication of Right of Way (if applicable). Preferred dedication forms are available electronically from this office. I am enclosing a schedule for Board of Public W orksand Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Conlmission and/or the Board o/Zoning Appeals and conlpletion ofrevie}v by the Technical Advisory Comnlittee. TAC Review/Drawings submitted for approval: We request that an comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The design engineer must certify all drawings submitted for final approval. This office \vill require a minimum of three-sets (maximum of five-sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by the City Engineer. Our Construction Manager will receive one-set and one-set will be maintained in the Department of Engineering. If more than the minimum of three-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the three required sets. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated' easements and/or right of way will require Consent to Encroach approval. 6. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water and sanitary sewer main locations. 7. Dedication of Right of Way Documents BONDING REQUIREMENTS 8. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineer's Estimates We request that a Performance Guarantee be posted for 116tb Right of Way Improvements. This would include right of way curb cut pavement, curbs, demolition and drainage re-grading and asphalt paths. Please provide a Certified Engineer's Estimate for 100% of the cost of labor and materials for these improvements. Please post a Performance Guarantee, in the amount of the Engineer's Estimate, for the Right of Way Improvements. Upon completion of right of way improvements and release of the Performance Guarantee by our Board of Public Works and Safety, a 3-year Maintenance Guarantee, in the amount of 15% of the Performance amount, will be required. Street CutlRight of Way Permit and Bonding Requirements Any work in the dedicated right of way of 116th Street, not included or covered by a Performance Guarantee, will require a Right of Way Permit and a License and Permit Bond. It does not appear that this permit and bond will be applicable to this project. PROJECT COMMENTS-CONSTRUCTION PLANS 9. We will require standard 24 x 36 size drawings for approval. We will provide comments on the reduced set provided but prefer standard drawings for clarity purposes. 10. 116th Street is classified as a Primary Parkway on our 20- Year Thoroughfare Plan with a right of way requirement of 140-feet total, 70-feet half. If the existing right of way does not meet this requirement, we will request that additional right of way be dedicated to meet the 20-Year Thoroughfare Plan requirements. 'This additional right of way will require formal dedication and, acceptance by our Board of Public Works and Safety. ' 11. The Alternative Transportation Plan calls for a 10-foot wide multi-use path on,116th Street. 12. There is a roundabout planned for the future Illinois Street and 116th Street intersection west of this site. Please incorporate the plans for this roundabout into your plans to allow us to review the potential impact of the drive relocation on traffic patterns. Please identify and dimension existing 116th Street right of way lines on the plans. 14. Please indicate the distance from the existing curb cut to the proposed curb cut. 15. Please provide a Right of Way Pavement Section for that portion of the curb cut p'avement within dedicated right of way. At a minimum, we request I" HAC surface, 5" H.A.C. 5D base and 7" compacted stone base #53. .1- . - .... Mr. Mike Smith July 20, 2004 Page 3 16. Have you prepared revised drainage calculations? If so, please provide this office with a copy. Provide calculations that the existing inlet, 12- inch pipe and downstream detention pond (assume there is a pond) can accommodate the increase in impervious area. 17. It is apparent that most of the storm runoff in the parking lot will sheet drain into drive thru bays and be concentrated towards the first of the bays closest to the building and drain through. Is this what is desired? 18. How will water that presently enters from the' street at the existirtgentrance be . accommodated? 19. Assume that the 4-inch storm is picking up roof drains only? 20. Delete details that do not apply. 21. We do not have comments or issues regarding the drive-thru facility being proposed. We have engaged Crossroad Engineers to provide storm sewer/storm drainage review. These comments will be forwarded to you, upon receipt by this office. Additionally, we reserve the right to provide additional comments after further review by the City Engineer, particularly regarding Illinois Street implications and the relocation of the existing curb cut. The above comments are based upon the Engineering Department's' initial review. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. A second review will focus only on detailed construction plans. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review. The net change in runoff will result in the change of cover coefficients from 0.35 to 0.95 over the 0.11 acres of increased hardscape. Assuming equal and exceptionally small times of concentration for the proposed and existing conditions (tc=5 minutes, i2=4.75, il0=6.99, il00=9.69), a rational analysis indicates the following discharges: "5/3 " Q2 QI0 QI00 1=4.75 1=6.99 1=9.69 Existing (C=0.35) 0.18 0.27 0.37 Proposed (C=0.95) 0.50 0.73 1.01 Net Increase 0.31 0.46 0.64 The increased discharge will empty into the existing storm collection system and follow the existing drainage patterns. Due to the negligible increases in run-off, the impacts on the entire park storm system were not analyzed.
