Docket No. 0406002.6 Z: Carey's Addition, Lot 9 (pt) The applicant seeks to Rezone this lot from R-3/Residence to B-l/Business within the Old Town Overlay - Character Sub-area. The' site is located at 105 First Ave. NE. . Filed by Carl & Jennifer Hartmann. The following comments were made at the Public' Hearing for this item: 1. Concern of ability to access alley with cars parked in street. 2. Traffic and parking a concern. . 3. Request to see plan illustrating required parking and ability for applicant to provide it on site. 4. Concern with proposed use. The Department recommends that the Subdivision Committee forward this item back to the full Plan Commission after all comments and concerns are addressed. Background: The applicant is requesting a favorable'recommendation from the Plan Commission to rezone the subj~ct property from the existing R-3/Residence to B-1/Business within the Old Town Overlay- Character Sub-area. Please see the information packet for an overview of the proposal. Several lots north of this site along 1 st Avenue NE are zoned B-1 / Business and the area is planned for a mix of medium and high intensity commercial and residential uses under the Comprehensive Plan. The subj ect property is adj acent to single-family residential uses as well as business uses to the west. ' The Department may be inclined to support the request for B-1 zoning at this location provided that the applicant can provide the minimum number of parking spaces required and landscape improvements ~ecessary to mitigate any negative impacts associated with reducing the buffer yard areas. To date we have not seen an appropriate effort in landscaping or a site plan illustrating how parking will be accommodated. The applicant needs to. illustrate additional landscaping (exceeding that required under the buffer yard requirements) and the required parking spaces prior to this request being forwarded to the City Council for final action. Scott Brewer, the Carmel Urban Forester, should be consulted regarding the landscaping. If the applicant cannot satisfy the Plan Commission that l~dscaping . expectations and adequate parking spaces are going to be provided there is no need for this application to proceed.
