CARMEL PLAN COMMISSION
DEPARTMENT REPORT
October 19, 2004
lOb. Docket No. 04060026 Z: Carey's Addition, Lot 9 (pt)
The applicant seeks to,Rezone this lot from R-3/Residence to B-1/Business within the
Old Town Overlay - Character Sub-area. The site is located at 105 First Ave. NE.
Filed by Carl & Jennifer Hartmann.
Th~ applicant is requesti,ng a favorable recommendation from the Plan Commission to rezone the
subject property from the existing R-3/Residence to B-1/Business'within the Old Town Overlay-
Character Sub-area. Please see the information packet for an overview of the proposal. Several
lots north of this site along 1 8t Avenue NE are zoned, B-1 / Business 'and the area is planned for a
mix of medium and high intensity commercial and residential uses under the Comprehensive
Plan. The subject property is adjacent to single-family residential uses as well as business uses to
the west.
The Depa~ment sent the applicant a letter dated September 10, 2004 regarding the.areas where
changes needed, to be made to the plans or where variances would be necessary for the proposal
to gain approval. '
The Department may be inclined to support the request for B-1 zoning, at this location provided
that the applicant can ,provide the minimum number of parking spaces required and lapdscape
improvements necessary to mitigate any negative impacts associated with reducing the buffer
yard areas. To date we have not ~een an appropriate effort in landscaping or a site plan
illustrating how parking will be accommodated.
The applicant needs to illustrate additional landscaping (exceeding that required under the buffer
yard requirements) and the required parking spaces prior to this request being forwarded to the
City Council for final action., Scott Brewer, the Carmel Urban Forester, should be consulted
regarding the landscaping. If the applicant cannot satisfy the Plan Commission that landscaping
expectations and adequ~te parking spaces are going to be provided there is no need for this
application to proceed.
The Department recommends that this item be forwarded to the Subdivision. Committee on
November 4th for'further discussion.
