The applicant seeks to plat a residential subdivision of approximately 180 lots on 127.57::!:
acres. The petitioner also seeks the following subdivision waivers:

Docket No. 04060031 SW SCO 6.04.01 block length
The site is located on southeast of West Rd and 141st Street. The site is zoned S-
1 /Residence-Estate.

The applicant is proposing a 180-10t subdivision to be platted under the Residential Open Space
Ordinance (ROSO) requirements. Please see the informational packet provided by the applicant
to view the layout of the lots and the areas provided as open space. This parcel is adjacent to and
north ofClayboume Subdivision. It also borders West Road and has access from 141 st Street and
Shelbome Road. The site can bOe viewed in context on a connectivity exhibit (provided as the last
exhibit in the information packet). A new exhibit will be available at the meeting.
The applicant is proposing to construct a lacrosse/Soccer Park for the Carmel Dads Club within
common area adjacent to the subdivision. In addition they proposed to connect paths between
the two subdivisions and expand an existing pond to become a more significant open space
amenity for the area. In order to make these improvements the applicant is requesting a
subdivision waiver to allow modification to the open space calculation of the ROSa
requirements. The result of the waiver would allow for 15 additional homes to be constructed on
the 127 acres (a 0.118 unit per acre increase in the allowable density).
The Department is generally in favor of these requests. However, the applicant must address the
following:
1. Commitments with regard to ordinance required road improvements. This should be
an alteration to the previously submitted Western Hills Subdivision Commitments.
2. Written commitments regarding the Dads Club proposal. Note that this area will
require special use approval by the Board of Zoning appeals.'
3. Provide written agreements with developer to south to allow extension of pond and
gr.anting of land to Dads Club.
The Department recommends that this item be forwarded to the Subdivision Committee on
September 7th for further discussion.
