The City has received your comment letter and drawings dated February 4, 2005 based
upon the City review of January 25, 2005.
The comments from the City review have been satisfactorily addressed with the
following exceptions:

18. Sheet C402 -C403 Entrance Detail
Comment on previous reviews: "Please revise the Towne Road right -of-
way pavement section to be: 1.5" H.A.C. #11 Surface over 2" H.A.C. #8
Binder over 3" H.A.C. #5D Base over 7" #53 Compacted Stone over 4" #2
Stone. Please indicate "H.A.C. #8 binder" and "5D base" instead of "50
base." Please indicate "H.A.C. #8 binder" instead of #8 binder" without
the H.A.C. designation.
21. Sheet C407 Striping Plan
Comment on previous review: "Please provide "only" messages with each
Towne Road auxiliary turn lane." Thank you for providing "only"
messages for the northbound and southbound left turn lanes. Please
provide an "only" message for the southbound right turn lane.
Please also find the attached comments from Crossroads Engineers. Please address each
of the comments outlined in the review letter.
If you agree with the comments outlined above, please make the revisions and submit all
copies necessary for approval and we will approve the drawings. Please provide a
written response to the comments outlined in this letter and the attached drainage review
letter. All bonds and performance guarantees (if required) must be posted prior to
Engineering Department approval. Also, Board of Public Works and Safety approval (if
required) must be obtained prior to Engineering Department approval.

We have reviewed the primary plat submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project s'ite is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
· Str~ets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel.
. Water - City of Carmel Utilities
· Sanitary Sewers - Clay Township Regional Waste District
· Storm Sewers/Drainage ~ Hamilton County Surveyor's Office (City of Carmel Review).
· Regulated/ Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
· Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
· Please be advised that any open cuts of dedicated streets will require separate Board of Public JVorks
alld Safety approval
· Any permanent improvement (including irrigatjon systems) to be installed within dedicated right of way'
or dedicated easements. This approval \vould require a Consent to Encroach Agreement benveen the
Owner and the City of Carmel.

A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was previously sent
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any subnlissioll to the Board requires prior approvatby the Carmel Clay Plan Commission and/or the
Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Comnzittee.
All written requests to be placedon the Board's agenda must include the appropriate Docket Number and
the date (or dates) of approval by the Plan Comlnission and/or the Board of Zoning Appeals (if
applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
, construction until all Engineering Department, Carmel Utilities and Hamilton County Surveyor's Office
issues have been resolved. The design engineer must certify al1 drawings submitted for final approval.
Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor, we will
require a minimum of eight-sets of drawings for approval after all issues have been resolved. The drawings
wil1 be stamped as approved and will be signed by the City Engineer and by Carmel Utilities. The eight-sets
will then be sent to the Hamilton County Surveyor's Office for approval and signatures. Three approved sets
are to be returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The
Developer, the Engineer and the Contractor will each receive one-set.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of
Public Works and Safetv.
6. Carmel UtilitiesAVater Distribution should be provided copies of all drawings and revisions for review of
\-vater issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main
locations.
8. I have sent copies of the following previously and will not send additional copies unless requested to do so:

BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
· Streets (base, binder and surface). You may bond perimeter street improvements separately.
. Curbs
. Water Mains
· Street Signs
· Monuments & Markers*
· Sidewalks (builders lot sidewalks, perimeter right of way sidewalks and perimeter asphalt paths may be
bonded separately).
Storm sewer bonding will be under the jurisdiction of the Hamilton County Surveyor's Office. They may
also require bonding for *Monuments & Markers. If that is the case, we will not require duplicate bonding.
Sanitary se~ers are under the jurisdiction of the Clay Township Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
of labor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's Checks, CertIfied Checks or Official Checks. Please reference the enclosures for more detailed
explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after an other Engineering Department requirements have been
satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage
for the development at the current rate of$I,010.00 per acre (Water
Availability Fee). Based upon the secondary plat indicated acreage, the following Water Availability Fees
would apply:
40.394Acres @ $1,010.00/ Acre = $40,798.00
Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid
when the infrastructure has been complete, satisfactory test resuIts obtained and the subdivision has been
released for permits. Water Connection Fees are paid on a per-lot basis.
· If all irrigation system, swimming pool or clubhouse is planned for these, or any future section
of the developnlellt, additional TVater Connection Fees will be assessed based upon the
recommendation of the Director of Carmel Utilities.
11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage c'alculations submitted
for review to this office. We will share Crossroad's comments as they are received.

COMMENTS - PRIMARY PLAT
12. Sheet I - Primary Plat
· Typical Street Cross Section - The sidewalk should be positioned I-foot inside the right of way'
line. Also, the sub surface drains (S.S.D.) should be positioned under the curbs.
· We will request widening of that portion of Towne Road adjacent to the east boundary of the
development, depending upon the current half pavement width.
.- We will also request two through lanes, a left turn lane 'and a rightturn lane at the Towne Road
entrance. This would require a passing blister or, if right of way is not available, pushing the
construction west into the development to accommodate this configuration.
· Towne Road is classified as a Primary Parkway on our 20- Year Thoroughfare Plan. Our
requirements for acceleration, deceleration and passing blister tapers and auxiliary lanes for this
classification are:
Acceleration Taper, 250 feet
Deceleration Taper, 150 feet
Deceleration Auxiliary Lane, 100 feet
Passing Blister Tapers, 150 feet
Passing Blister Auxiliary Lane ] 00 feet
· The entrance encroaches into Section 1 of Lakeside Park. Is this an Issue?
· Is the Towne Road entrance aligned with 136th Street?
· Where is the amenity area?
· Has there been consideration given to the Village of West Clay south of the Graham property?
They have a drive coming north 200' farther to the west than the stub shown between lots 45 & 46.
We reserve the right to provide additional comments upon submission of detailed construction plans and as the project
develops.

If the amended PUD ordinance or rezoning has any direct effect on existing sewer lines or
future service, plans need to be re-submitted. Sanitary sewer construction plans need to
be submitted for review by the District's engineers. A District project application may
also need to be re-submitted.. Please submit two sets of plans to the District for
review. An IDEM construction permit may need to be submitted or revised. If so, all IDEM
submittal information should be provided following the District's plan review.

We ba-ve reviewed the primary plat submitted to the Hamilton County Surveyor's Offioe on
June 21, 2004 for this project and have the following comments:
NOTE: Existing drainage problems exist in the J.W. Brendle Regulated Drain
Watershed and it has been approved by the Hamilton County Drainage Board
for a complete watershed study to be conducted. No additional development in
this watershed wiD be approved until this study is complete and corrective
action i. taken to address the drainage problems.
1. The proposed project falls in the jurisdiction of the City of Carmel
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision.
4. The proposed project falls in the J.W. Brendle Regulated Drain Watershed, which
has an allowable release rate of 0.24 cfs per acre. The remained of the site will be
routed through the off-site pipe for Lakeside Park and will become part of the
Elliott Creek Regulated Drain Watershed. The restriction for the Elliott Creek
portion will be the available capacity of the IS" RCP for the Lakeside Park off.

subdivision, outlet permit, engineer's estimate, and all associated bonds for 120%

6. Please consider using oastings that are designed for bi-direotional flow in the
"sag" of the streets. The acceptable castings are Neenah 3501-L2 or East Jordan
7495-M4. The Neenah (or equivalent) 3501 TR or TL should be used when a
single direction of flow enterS the inlet.
7. All casting should be labeled "Dump No Waste - Drains to Waterway," which are
readily available now from local oasting distributors. Please add a note to the
plans that will make the contractor away of this requirement.
8. Please submit complete construction planst the secondary plat, and drainage
calculations to this office when they become available.

Br Brookston silty clay loam
This is a poorly drained soil with a seasonal high water table at 0.0 to 1.0 ft. This soil is located on
depressions and is subject to ponding; slopes are 0 to 2 percent. The native vegetation is water
tolerant grasses and hardwood trees. The surface layer is silty clay loam and has moderate to high
organic matter content (2.0 to 6.0 percent). Permeability is moderately slow (0.2 to 0.6 in/hr) in the

CrA Crosby silt loam, 0 to 3 percent slopes
This is a somewhat poorly drained soil with a seasonal high water table at 0.5 to 2.0 ft. This soil is
located on rises on till plains; slopes are 0 to 3 percent. The native vegetation is hardwood forest.
The surface layer is silt loam and has moderately low to moderate organic matter content (1.0 to 3.0
percent). Permeability is very slow (< 0.06 in/hr) in the most restrictive layer above 60 inches.
Available water capacity is moderate (6.2 inches in the upper 60 inches). The pH of the surface
