The applican~ seeks approval for a retail/office building. The site is located at tile
northeast comer of 116th St. and Keystone Ave. The site is zoned B-3 within the US 431
Overlay Zone. .

The Public Hearing remains open on this item. The following issues required further study by
the Committee:
.1. Concern regarding access to site and traffic along 116tb Street.
2. Requests were made to reduce the size of the building.
3. A request was made to have input from City Engineer on the issue or have him present
for the meeting.
4. Requests were made t<? see a wider landscape area with more evergreen plantings as
opposed to deciduous trees.
The Department recommends that the Special Studies Committee forward this item back to
the full Plan Commission after all comments and concerns are addressed.
Background:
The applicant is requesting approval of a Development Plan and ADLS for the construction of a
multi-tenant retail building at the northeast comer of Keystone Avenue and 1l6tb Street. Please
see the informational packet prepared by the applicant for an overview of the site. This item was
presented at the JulyTAC meeting. All comments except for access have been addressed to the
satisfaction of the Department. The applicant should be prepared to address access issues as they
relate to coniments provided by Carmel Engineering.
