Docket No. 04060033 DP/ADLS: 116th/Keystone Retail Shops The applicant seeks approval for a retail/office building. The site is located at the northeast comer of 116th St. and Keystone Ave. The site is zoned B-3 within the US 431 Overlay Zone. Filed by Steve Hardin of Bingham McHale for Eclipse Real Estate. The Committee forwards this item back to the full Plan Commission with a "No Recommendation". A favorable recommendation could not be reached due to only three members being present. The applicant has made several well-received changes to the plans. Revised booklets have been distributed with this report. In addition the applicant has indicated that they continue to work with the adjoining residents and will likely be in agreement by the meeting time. The only outstanding issue is the construction of a raised median along 116th Street east of the Keystone intersection. A raised median would prevent eastbound vehicles from turning left into the site and prevent vehicles exiting the facility from heading east. One drawback to requiring a raised median (which may only benefit traffic in peak hours) is that eastbound vehicle will have to travel further east on 116th Street to turn around to head back to the west to access the site. The most likely turn around will occur within the adjacent subdivision. The Department recommends that the Plan Commission approve the proposed DP/ADLS subject to the recording of the proposed commitments. PCR-2004-1116
