The Planning Dept.needs one scanned electronic copy of the recorded plat and 2 paper copies of the recorded plat.
Also,please email Ms.Terry Krueskamp (tkrueskamp@carmel.in.gov), in Information Systems, the electronic file
of the plat(MicroStation.dgn is preferred, or AutoCad .dwg of the subdivision) and cc: me (aconn@icarmel.in.gov).
Regarding your questions about the demo/clearing and infrastructure work, I recommend you check with the City
Engineering Dept. and maybe also the Hamilton County Surveyor's Office on how to proceed and what permits you
might need, still.
Also,if you are not demolishing any buildings/structures then I do not think you need a demo permit from the
Building Permits Dept.

We're slowly getting to where we need to be for this project! It's been a long time coming, and we're glad to be at this
final stage.
We're checking in with everyone on the last submittal to make sure it is the last one and that no one has any other
issues or comments.
We have our BPW meeting for the plat approval this Thursday, and we intend to record it on Friday.

I had a quick question on items 6. and 8. below. Item 6. was adding the future r/w of Retail Pkwy to the plat. Item 8. was
changing the B.S.L.'s across the south lines of lots 2 and 3 to 15 feet.
According to my client, they were given direction by Gary that they did not have to show the future r/w on the plat if they
committed in writing to dedicate up to 15' r/w across Lot 2 and up to 45' r/w across Lot 3. I am checking to see if that is
the case and if the commitment letter has been received. And if Gary is in agreement with this, how should I address the
B.S.L.'s? Should the B.S.L. across Lot 2 be measured 30 feet from the existing property line? And similarly, should I
label a 60-foot B.S.L. across Lot 3, or is this not necessary?

Our memory of the agreement was:

To my knowledge, we have not received a commitment from Thompson Thrift for the dedication of right-

• Please show a 15' U&DE along the west and north sides of Lot 3, in accordance with the
Subdivision Control Ordinance 6.06.01.
• Please shown a stop in the N.A.E. on Lot 2 where the access easement starts.
Is Lot 4 not part of this plat? The developer needs to ensure that the easements on Lot 4, as well as, the
drainage easement for the pond outfall, are recorded before construction will be allowed to begin for West
Carmel Commons. Please submit those descriptions to Dave Barnes, in our office, for the BPW.

Our memory of the agreement was:
• Do not show any right-of-way on Lot 2 or 3.
• Show a 30' BSL for Lot 2 with a commitment to dedicate up to 15' of right-of-way.
• Show a 60' BSL for Lot 3 with a commitment to dedicate up to 45' of right-of-way.
To my knowledge, we have not received a commitment from Thompson Thrift for the dedication of right-of-way in
accordance with the above.
I have also reviewed the secondary plat you submitted to our office and have the following comments:
• Please show a 15' U&DE along the west and north sides of Lot 3, in accordance with the Subdivision
Control Ordinance 6.06.01.
• Please shown a stop in the N.A.E. on Lot 2 where the access easement starts.
Is Lot 4 not part of this plat? The developer needs to ensure that the easements on Lot 4, as well as, the
drainage easement for the pond outfall, are recorded before construction will be allowed to begin for West Carmel
Commons. Please submit those descriptions to Dave Barnes, in our office, for the BPW.

Roger,
I am probably making a mountain out of a mole hill but maybe you could explain to me what I am not seeing.
On the original plans (utility)that we received for TAC,the retail pkwy extension showed to the north of the
proposed Olive Garden and a 15'gas line easement per book 325 page 225 showed to the south of Olive
Garden.
On these new plans, future retail parkway extension (by others) is shown south of Olive Garden and a 10' gas
line easement instrument#88 02491 is shown across the northeast corner of the property.
I know one sheet is utility and the other is secondary plat and maybe it doesn't matter but it does confuse me as
it makes sense to me that it should match better.

Angie, we are finalizing the commitment presently. This is an unusual case in that the roadway will likely be constructed
by the City. As such,the normal bonding that we would require prior to secondary plat approval is not needed. We are
still reviewing the construction drawings for both West Carmel Commons and the Outback Steakhouse. I have no issues
with approving the secondary plat ahead of approving the construction plans since we can still hold release of the
construction drawings if needed. I don't think we have any issues with the current secondary plat...where do you guys
stand? We should review the plat itself together when it is submitted for review and approval.

Hi Gary— I hope your day is going well.
Could you please give me an update about the approvals for the retail pkwy extension and the 3 lots for West Carmel
Commons on Michigan Rd.? I guess DOE asked thompson thrift to do a few things before you could give them the okay,
and, as I understand it,they have done those things and now they are waiting for the final okay from DOE? is this
correct?
Thompson Thrift wanted to get secondary plat approval at the June 20 BPW meeting, but our Dept. has not yet seen a
secondary plat application submittal. ( I think there was a slight misunderstanding about the approval process for a
secondary plat and that there are filing deadlines for BPW... and now they will probably have to wait until the July 18
BPW meeting, which affects their closing dates.)
