Grammercy The Department has met with the developer and reviewed the submitted traffic study, as well as, the access and connectivity through the site The traffic study looks accurate, and we have no issues with what has been presented The proposed connections to the site are acceptable, including the possible right -in /right -out off of Keystone Abbey Taphouse We have not received adequate information to completely assess the ADLS amendment, however, we provide the following comments The Department recommends squaring off the intersection of 1st Street NE and 1St Avenue NE, 1) to allow angled parking along 1st Avenue NE in the current public right -of -way, and 2) to create a safer intersection Squaring off the intersection would allow for a safer crosswalk distance for pedestrians, better site distance for drivers going south on 1St Avenue NE (if there is parking along 1St Avenue NE), and alleviate confusion that the existing intersection in its current state may create. We also recommend changing the parking along 1st Street NE to angled parking. The current plan to direct pedestrians behind the parked cars is not ideal; however, the concrete apron for pedestrian traffic provides a good alternative to redirecting the pedestrians in front of the parked cars. What I am asking is for the outside resale, distribution. Since the proposed use includes resale distribution I am sure there is no problems that will arise when I have a buyer of my B -1 who has the identical intentions. They did accommodate our request for "squaring off" 1St Ave NE in the site plan submited. It looks like we requested a 30' separation between parking and the stop sign only for 15` Ave NE (not 1st St NE). We also would like the developer to consider stormwater due to the amount of impervious surface on site. However, the entire site is less than 1/4 acre. So it would be nice if the Plan Commission could be encouraged to ask for pervious pavement for the patio, or something similar, in order to reduce runoff (and heat) from the pavement. I do not know the distance you are showing from the stop sign to the first parking space on 1s1 Avenue NE, but we require 30 feet between a stop sign and any parking. The concrete apron is probably more desirable than relocating and directing the pedestrians in front of the parked cars. I think we prefer the apron (as you have shown), but it is not completely ideal. Please be aware of the need for stormwater detention and water quality treatment due to the amount of impervious surface you are proposing. Front Yard Dimension - 32 1st Avenue NE Another point that I feel that I should make is if you look at the way the parking and pavement were configured when this building served as a day care, the pavement was adjacent to the property line on both streets. The business to the west, has pavement that meets the sidewalk which is actually beyond the property line. I will propose to Kevin that he downsize the Beer Garden to a patio and we will try to orient away from the property line to the north. His goal with the 3 seasons patio was as I stated, mostly for special events so maybe if it was eliminated and they just put up a tent on those occasions it would be better perceived. Both are identified as "Minor Roads" on the GIS Map on the Website. The property east (Hartman) and north (McCarty) have 1st Avenue address which would suggest to me the front yard. I'm sure Kevin would be open to one of the address on 1st Avenue that Mr. Akers proposed. Plus, it is our intent for the "front door" to be on the east side of the building. I know we are "nit- picking" a bit here, but I would love to be able to not have to go for the variances even though we have already paid to do so. Any idea when we might have some direction on the aspect of one front yard to the east? Like I said above, we want the chance to be a good neighbor. Then we will know which frontage is your front yard and which frontage is your side yard (where you could park). Mike H. will probably have to make that determination, or someone from the City Engineering Dept. But, you also need to comply with the other requirement of the Character Subarea Regs: Renovations and Additions to Existing Buildings: subsection i. Additions, except for open -air porches, may not be added to the front of the building except where the building is set back more than twenty (20) feet from the Setback line of its nearest two neighbors. (See Figure 2b). (This means that you have to use the building setbacks of your neighbor to the north (about 20 ft) and your neighbor to the west (about 1O-ft, so 1 think whatever is determined as to which frontage is your front yard, you would still need this variance).) This request for zoning variance at 32 1st Ave NE appears to have a greater negative impact to those concerns today. 1 The street parking on 1st Ave NE during monthly events such as the 2nd Saturday walk as well as Carmel Fest Parade and occasional festivals creates such a congestion that it would be nearly impossible for emergency vehicles to travel north or south in the event of an emergency. As a note, emergency response had a degree of difficulty at this years parade while responding to those in the area effected by heat related medical conditions. The neighborhood is a mix of families with young children to elderly individuals. 1st Street NE and 2nd Street NE act as arteries for the functions held at the High School throughout the year. People are constantly in disregard of the current 4 way stops in those intersections. Add the street parking that this variance will create and the potential for negative issues pedestrians, residents and patrons increases dramatically. Unfortunately, the roof sign is too big. After reading over the Sign Ordinance, a roof sign would not be allowed in this location because it has been converted from a residence to a business use. This is in 25.07.02 -08 a). Here is a link to the Sign Ordinance. This section can be found on page 8 of the link. Since you are on two street frontages, two signs would be allowed. You could have a combination of two the following: 1. A Wall sign at up to 30 sq. ft. facing 1st St. SE 2. A Projecting sign at up to 20 sq. ft. facing 1st St. SE 3. A Suspended Ground sign at up to 12 sq. ft. and up to 8' tall facing 1st St. SE and /or 1st Ave. NE (preferred size would be 3' x 4' either horizontally or vertically oriented) 4. It looks like the elevated grain bin will be about 100% in the right -of -way and could potentially block the vision of drivers trying to back out of the parking spaces on the south side of the site. They are also planning on removing the existing sidewalk that is in the right -of -way and the crosswalk ramp on the south east corner of the block and replacing it with parking lot and moving the sidewalk onto their property. We would typically want the sidewalk to be 100% in the city's right -of -way. They are providing more than enough bicycle parking, but the racks could be too far from the front entrance (depending on what they consider the front entrance). It looks like on- street parking would supply just as many spots in front of their building. Would that be a possibility?
