CARMEL PLAN COMMISSION
DEPARTMENT REPORT

Ii. Docket Nos. 04060035 OA and 04060036 Z: Village of West Clay
The applicant seeks to amend their PUD ordinance. The applicant also seeks to Rezone
30 acres from S-l/Residence-Estate to PUD-Planned Unit Development. The site is
located at 131 st Stand Towne Rd.

The Special Studies committee has spent several meeting discussing these proposals and
including a high degree of public input. As a result several modifications have been made to the
plans. Revised booklets illustrating those changes are being distributed today to commission
members. Also, DOCS will request that the applicant present the revised plans to the full
Commission prior to the items forwarding to the City Council. Please review the informational
booklet for information regarding the existing plan and ordinance and the proposed
modifications.
The two items were forwarded out of the Special Studies Committee with 3-0 favorable
recommendations.
The Department recommends that the Plan Commission forward docket Nos. 04060035 OA
and 04060036 Z to the City Council with a favorable recommendations.
Background:
Both the text amendment and rezone pertain to proposed changes within the existing PUD and
the addition of 30 acres at the northwest comer of 131 st Street and Towne Road. The applicant is
proposing modifications to the text of the existing WestClay Village Planned Unit Development
District as noted within their informational booklet. The primary components include the
introduction of "Senior Housing" and retail uses between 131 st Street and Glebe Street west of
Towne Road and the addition of 30 acres of residential uses at the northwest comer of 131 st and
Towne Road.
