Please find enclosed a synopsis of proposed changes to the Westclay Village POD. The synopsis
has been provided to assist the Committee iri their review of the proposal.
The following comments were made at the Public Hearing (left open for committee)" on this item:
1. Concern that integrity of the planning process is at risk with new plan.
2. Concern about three-story building west of Towne Road.
3. Request to see more significant buffer between residential and proposed retail area.
4. Concern that new plan not consistent with original 1998 proposal.
5. Request to see elevations of home types and where they will be located.
6. Comme~t that changes west of Towne Road should stand alone in review.
7. Desire to see insulation of uses and step down to S-1 areas.
8. Request to see proposed road improvements specifically Towne Ro~d and 131 st.
9. Concern to see evidence that modified proposal will not undermine existing village.
The Department recommends that the Special Studies Committee forward this item back to
.the full Plan Commission after all comments and concerns are addressed.
Background:
The Department Report for the above two items (04060035 OA and 04060036 Z) has been
consolidated. .Both the text amendment and rezone pertain to proposed changes within the
existing POD and the addition of 30 acres at the northwest. comer of 131 st Street and Towne
Road. The applicant is proposing modifications to the text of the existing WestClay Village
Planned UnitDevelopn;tent District as noted within their informational booklet. The primary
components inc~ude the introduction of "Senior Housing " between 126th Street and Glebe Street
west of Towne Road. and the addition of30 acres at the northwest comer of131st and Towne

Road. This 30-acre area includes a propose.d area of housing and retail services as depicted. The'
Department views the amendments and rezone as positive changes in the evolution of the Village
of West Clay and an appropriate response to the visible ~owth within this area of the
community. The proposed amendments, as well as the rezone, will require final action by the
City Council after study by the Plan Commission.
