Docket Nos. 04060035 OA and 04060036 Z: Village of West Clay The applicant seeks to amend their PUD ordinance. The applicant also seeks to Rezone 30 acres from S-I/Residence-Estate to PUD-Planned Unit Development. The site is located at 131st St and Towne Rd. Filed by Brandon Burke of The Schneider Corp, for Brenwick Development Co. . The Department Report for the above two items (04060035 OA and 04060036 Z) has been consolidated. Both the text amendment and rezone pertain to proposed changes within the existing PUD and the addition of 30 acres at the northwest comer of 131 st Street and Towne Road. The applicant is proposing modifications to the text of the existing WestClay Village Planned Unit Development District as noted within their informational booklet. The primary components include the introduction of "Senior Housing" between 126th Street and Glebe Street west of Towne Road and the addition of 30 acres at the northwest comer of 131 st and Towne Road. This 30-acre area includes a proposed area of housing and retail services as depicted. The Department views the amendments and rezone as positive changes in the evolution of the Village of West Clay and an appropriate response to the visible growth within this area of the community. The proposed amendments, as well as the rezone, will require final action by the City Council after study by the Plan Commission. The Department requests that the applicant provide the Plan Commission with the following in order to evaluate their proposal and make" an informed recommendation to the Council: 1. Supplement the "red-lined" version. of the ordinance with an explanation of the proposed new language section-by-section. This can be done at the committee meeting and/or provided to the commission members in written form (depending on direction of the Commission). Please note that the Department has reviewed the ordinance language under tab three of the informational booklet and building guidelines under tab 4. The representations made in the summary, renderings and proposed district exhibit appear to conform to the Ordinance and building guidelines. 2. illustrate for the Commission the logic behind modifications to the primary area and senior housing designations applied west of Towne Road. 3. The applicant should "present and the Commission should evaluate the proposed retail component in the context oithe Comprehensive Plan (see enclosed pages). 4. Provide a report regarding past road commitments, the revised traffic analysis, the additional level of proposed improvements and improvements that have been made in the area that necessitate consolidation of all previous commitments into a single revised document. Some but not all of this information is contained under tab 6 of the information booklet. The Department recommends that these items be forwarded to the Special Studies Committee on September 7th for further discussion. PCR-2004-0817
