Dear Mr. Dobosiewicz:
As you know, Brenwick Development completed an extensive Traffic Impact Study in 1999 for the
Village of West Clay Mixed-Use Development. At that time, Brenwick committed $1.28 Million for
improvements to the local street system based on identified needs for signals, intersection improvements,
and resurfacing. It is my understanding that roughly half of that amount has been spent to date.
It is our intent that the following information may be used as a tool to aid the City of Carmel and
Brenwick Development in determining the appropriateness of redistributing the previously-committed
and remaining dollars. In addition to the amount that Brenwick has already provided, the City and
County have made some roadway and intersection improvements in the area as needs have arisen. Other
projects are currently planned which will further improve traffic conditions in the area. These completed
and planned projects have resulted in a shifting of priorities for all future improvements.
To this end, we have prepared analyses of traffic conditions under various development scenarios for the
Village of West Clay. In previous submittals, we have provided you and the City of Carmel with the
Levels of Service (LOS) estimates for existing conditions and traffic volumes at twenty-three
intersections in West Clay Township. These intersections were identified by the City of Carmel for 2004
traffic counts and analysis and are within a study area bounded by 1 16th Street, Spring Mill Road, 141 st
Street, and Shelbourne Road. -
In addition to looking at existing conditions, analyses were conducted and are summarized in this letter to
determine the impact that the Village of West Clay site would have on the traffic within that study area. In
order to accomplish this, trip generation estimates were prepared for the modified Village of West Clay
site as is currently being proposed. The land use composition for the project has changed since our
original Traffic Impact Study (TIS) submittal in 1997. The trip generation estimates' from the original
study and the proposed modified project configuration are summarized in Table 1.

* Extemaltrips are those trips that enter/exit the subject site from the adjacent roadway system. Internaltrips
which are conducted solely within the site itself (i.e. between the retail and residential portions of the project)
have been deducted since they do not add traffic to the adjacent roadway system.
** Pass-by trips are trips that are attracted to the site from the existing traffic stream. These trips are not new to the
adjacent roadway system. They are already passing by the site and will be added only onto the site driveway
volumes as they exit the adjacent roadway, enter the site, conduct their business, and then return to that same
adjacent roadway.,
Using these updated traffic estimates, site trips were distributed among the study roadways and
intersections based on roadway configuration, distribution of trip destinations, and existing traffic
patterns. Trips from within the Village were distributed differently from trips to and from the retail space
at l3l5t and Towne Road, the latter assumed to be an attractor of trips mostly from within the study area.
Table 2 provides a comparison of 2004 Existing LOS and 2008 Future LOS, for both the modified
("updated") and original WestClay configurations. The Future scenario LOS were estimated using
background information from the original study for the Village of West Clay. In the original WestClay
study, trip generation estimates were individually prepared and distributed for more than 4,000 acres of
then-undeveloped land. In additon to those volumes, a 1 % per year background growth rate was added to
the entire system to simulate regional growth outside of the immediate study area. For the work prepared
for this update, the same background growth and adjacent land growth was assumed and included,
adjusted to account for the six years that have taken place since that study was prepared. The future
scenario LOS therefore includes traffic from the following sources:

1. Existing 2004 traffic volumes, plus
2. Background growth of 1 % per year between 2004 and 2008, plus
3. Traffic volumes from the development of adjacent (and currently undeveloped) parcels to
occur between 2004 and 2008, plus
4. Traffic volumes from the development of the Village of WestClay (originally proposed and
updated)
The intersection configurations for both the original future and updated future scenarios is identical.
Where improvements are currently planned by the City of Carmel, those configurations were utilized. In
most cases, that meant a single-lane roundabout. Where improvements are not currently planned, the
existing (2004) intersection configuration was used.
Based on the results provided in Table 2, the intersection of 131 st Street and Towne Road is currently
operating below expected Levels of Service and will continue to do so in the future under both the
original and updated WestClay development plans. This intersection was estimated at unacceptable levels
of service in the future year of the original. study as well. No improvements are currently plailned by the
City for this intersection. LOS B or better in the peak hours could be attained with the installation of a
two-phase signal and left-turn lanes on each approach once warranted. Alternatively, a roundabout may
be constructed at this location. Capacity analysis indicates that a single-lane roundabout may be reaching
the upperbounds of capacity with the estimated volumes. A two-lane roundabout should be considered at
this location.
The following intersections are expected to degrade from acceptable to unacceptable levels of service as
result of the addition of background, vacant and WestClay site traffic volumes:
131 st and Shelbome
131 st and Ditch
1 16th and Hoover
Each of these intersections is currently stop-controlled, with an all-way stop condition operating at 131 st
and Shelborne and two-way stops at 131 st I Ditch and 1 16th I Hoover. When warranted, the installation of
a two-phase signal and left-turn lanes would bring each of these locations up to acceptable LOS in the
peak hours. Alternatively, single-lane roundabouts would also provide good LOS at any of these
locations. The original study also estimated that all three intersections would fall to unacceptable levels
in future scenarios.
Roundabouts are currently planned for construction at four of the study intersections. The roundabout
planned at 136th and Ditch is expected to operate efficiently as single-lane roundabout under the estimated
traffic volumes. The following locations should be considered for two-lane roundabouts:

These same conclusions would be drawn from the traffic volume estimates prepared in the original study.
Overall, Table 2 shows that the original traffic study predicted generally the same levels and locations of
needed improvements, despite the differences in land use assumptions used for the Village of West Clay -
original vs. updated. There are four locations that should continue to be considered for traffic signal or
roundabout installation as buildout of the township progresses; one of those is currently operating below
acceptable levels of service. Four other intersections will be improved to acceptable LOS with planned
roundabout ,construction at those locations.
