SUBJECT: Proposed Olive Garden Restaurant Docket#12070007-11V
RCI is the adjacent land owner(9998 North Michigan Road) to the proposed property
development of the Olive Garden Restaurant at 10206 N Michigan Road.
RCI has been working closely with the City of Carmel Engineering Department concerning the
proposed development of this area and the proposed Retail Parkway Thoroughfare Plan which is
a key component to the Olive Garden Restaurant and Outback Restaurant development.
RCI has issued new drainage and sewer easements across its property to help with the
development of this area as well as considering additional right-of-ways through the RCI
property to help complete the roadway expansion. RCI believes the development of this area
with new retail stores and restaurants will be a positive economic boost and enhancement to the
area. However, after reviewing the proposed site plan of the Olive Garden we noticed that a
roadway entrance is planned that would allow access to and from the RCI property via RCI's
north drive lane. RCI is opposed to the construction of a roadway access point from the Olive
Garden parcel into RCI's north property lane entrance.
The proposed access drive would increase retail traffic through the RCI parking lot area and
pedestrian walking paths which poses a significant safety concern for our 1100 employees.
RCI has opened discussions with the City of Carmel to provide right-of way access for new road
construction across it's property to complete the Retail Parkway Road Thoroughfare Expansion
which is a key feature for the new development of the area. We request that traffic be confined
to the Retail Parkway Road Thoroughfare Expansion plan and not utilize RCI's parking lot and
property drive lanes for retail traffic.
