Public Hearing:
1-2. Carmel Seventh-Day Adventist Church Parking Lot Addition: The applicant seeks the following
special use amendment and development standards variance approval to expand their parking lot:
Docket No. 12090016 SUA - Ordinance Ch 7.02: Church in R-1 district
Docket No. 12090017 V - Ordinance Ch 27.03.01: Parking Facilities (temporary gravel
requested)
The site is located at 14445 Carey Road and is zoned RI/Residential. Filed by James Shinneman of
Weihe Engineers on behalf of the Indiana Association of Seventh Day Adventists, Inc.
Present for the Petitioner:
Eric Carter, Weihe Engineers and.Barbara DeHart, Seventh-Day Adventists Church
o Want to expand parking lot onto parcel to south
o Congregation has grown, need more parking
o Full parking lot build-out to be done in phases
o Have met Engineering approvals, standards and requirements
o Will use temporary gravel as needed, eventually all concrete/asphalt when weather permits

• Special Use Amendment needed to expand parking lot to accommodate on-site parking
• Variance for use of temporary gravel as needed during expansion
• Will be providing appropriate 26-foot buffer along southern portion and 15-foot buffer to east
Department recommended approval of both dockets.
Discussion:
• Maintain one entrance/exit
• Time frame for concrete is Spring
• Do not want gravel indefinitely
o Gravel will only be used until funds are available; very temporary
o Commit to no more than one year for each phase
Action: Mr. Hawkins APPROVED Docket Nos. 12090016 SUA for Church in R-1 district and 12090017 V
for parking facilities using temporary gravel with the Commitment that gravel for each phase will have a one-
year time limit with no more than three (3) anticipated phases.
3. (V) Penske Chevrolet—Signage
The applicant seeks the following development standards variance approvals:
