.ExecutiveSummary
The proposed soccer fields at River Road has generated considerable discussion centered
around, the parking requirements necessary to accommodate the programs offered by the
Carmel .Dads' Club; particularly on game da'ys. The following analysis supports the need for the
272parki'ng spaces currently proposed for Section I along with a 'parking lot in Section II for
108 cars that is located at the southern end of Section II. The Dads' Club has agreed to
eliminate the second parking lot in Section II.
The.proposed facility at River Road is an opportunity to continue disbursing play across the
community>as well as parking and traffic. ItwiH.also ease the burden o'n all of our existing
facilities. 'Furthermore, the Carmel pads' Club continues to imp,lement strategies that have
proven successful in managing field play, parking and traffic flow. History and long memories
have' certainly contributed to the confusion with many folks reminiscing about the traffic tangles
they experienced years ago at various, D.ads' Club facilities. The Dads' Club is the first to admit
that with the growth of the comr,nunity and our programs -10,467 participants in 2004-
coupled with oUr commitment that no child be turned away we have our work cut out for us in
terms of addressing green space and parking.
TheBZA requested parking information regarding our facilities at Mark Badger Memorial Park,
Carmel Clay Community Soccer Complex (Shelbourne Road soccer fields) and how that data
supports the proposed parking at River.Road. The follow report presents that information. In
additi9n to parking, there are numerous variables involved when discussing soccer programs
including the length of a game, the' various sizes of fields, the number of participants and so
forth. The following report details all. aspects of Carmel Dads' Club soccer and our strategies to
manage them.

The following informati~n conveys the basic guidelin.es used ?~ the Carme~ Dad~' r;ILb ~~ccer
program. that has been In place for several years. Since Sectlmn I of the River Roa! I facIlity
would be the primary use of Carmel Dads' Club programs in t~e spring (high scho;1 use in the
fall), these assumptions are based on a typical Spring Schedul~e for Carmel Dads' qh!Jb Soccer.
The parking lot in section I has paved parking to accommodat~ 180 cars and agr~~~ area that
will hold an additional 92 cars as overflow. . 'I

Based on this schedule, games range anywhere from 45 minuJes to more than 90 linutes

Based on years of experience with the aforementioned schedule, even without sch .ctluled
staggered start times, the traffic pattern naturally develops intb staggered zones al the day
progresses. Coaches typically ask team members to arrive 15 ,to 20 minutes early. ' I

If high school age programs participate on any of the fields, a 90-minute schedule .1 ould be
implemented; thus creating even larger pauses between traffiC!: arrivals and departl' 1es. A
common issue raised during this process has been the history Ibf traffic congestion ~. jnd parking
issues at Badger Park and Shelbourne Soccer Complex. Moving to this type of sch ~ctlule
between games h'as helped ease the congestion at Badger Parik in particular. The ~~y factor to
keep in mind is that the addition of the River Road fields will h!elp disburse traffic a! toss the
community rather than adding to it. : I
The following chart details the traffic flow as a result of stagg~ring the start times I ~ each set
of 3 fields, assumes 30 cars per field and allows for 75 total minutes to accommod 'te the
arrival, the game and departure. ! I

Asper the commitments to the homeowners, Section II will be used for practice O.!llr (both
Spring and Fall) Monday through Thursday. There will be no ~ctivity on Friday, Sai!turday or

In 1986 Carmel Dads' Club constructed Mark Badger Memorial Park a 30-acre athl ~ic facility
featuring 2 baseball diamonds - O'Malia Field and Shirley Field, located at the sout ,krn end of
the cornplex; one football/lacrosse field in the middle of the faicility and 6 full size pccer ,fields
at the northern end of the property that can be transformed into as many as 10 s :~II sided
fields for the younger age groups. Two concession stand/rest~oom facilities are 10 :~ted on the
property, oneat the southern end and one atthe northern en~.. The parking 10 ..'JJt Badger
Park is constructed to accommodate 275 cars comforthbly. I

Clearly there is the potential for heavy traffic at this facility. Hlowever, during the last 3 years,
Carmel Dads Club has implemented numerous strategies to help minimize the con ,[Jstion. For
example the football pro~ram has moved to staggered start tires in the fall, so~c~llemploys a

In 1998 by Carmel Clay Community 5chools, Carmel Dads' Clup and Carmel United i10ccelr Club
partnered to develop the Carmel Clay Community Soccer Comwlex located at 126th , nd
Shelbourne Road. This 30-acre facility features 10 full size sodcer fields on the eas~lside of the
creek and 3 full size fields on the west side of the creek. Carrrlel Dads' Club, the sHool teams
and Carmel United Soccer Club utilize these fields for practicesl and games. II
There are 3 parking lots that accommodate approximately 415 cars. As E! hibit C
shows, the 3 lots are located strategically with the fields, one Ibt to the far south t ~t
accomm'Odates 100 cars, another lot near the center that hOld$ 150 cars and the t !td lot to the
