Wanted to thank you for working through the above petition with us. I have to admit, it was fun working back in Carmel again and working with you and your associates up there on the 3rd floor. Looking forward to seeing the final results up and running. Not 100% sure but I'm getting conversations out of Mc.Donald's that they may accelerate this project to 2013. One question came up that I wanted to run by you. They inquired if they wanted to modified the existing ground sign to be renovated with the same hearth stone material, would you expect that to be run back through full planning commission and ADLS process? It's one of those "wish you would have asked early continents ". Sign would stay the same dimensions, copy and everything. It would be basically a re -skin of the brick that exists with the arcade wall stone. Not sure yet how they would do that, if it would be a re- build, or if they literately can take of existing brick and re -skin it with the new. I have them checking the existing easement covering that sign to understand what other (if any) third parties would need to approve or have interest in that sign and gain their permission /approval prior to filing anything. Your thoughts on procedurally what we can / should do for such a re -skin of the monument sign? Thanks. Blair D. We initially responded prior to our Plan Comnussion meeting and then again in a correspondence prior to the meeting. We have reviewed your corrunents and will adhere to all with more specific responses as noted below: 1. We can and will incorporate the standard tree planting details into the final 100% construction documents prior to filing for our building permit. 2. The existing trees you note - we will best attempt to keep those existing trees with the renovations. McDonald's understand and values keeping the existing vegetation where possible. The site is still being reviewed and until we are through the ADLS process. 1 cannot commit at this point that the revisions requested by other department will not interfere with the existing trees. As stated, we will best attempt to keep existing trees pending final review and input from all departments. 3. We will remove notation. 4. Foundation planting are typically limited to the rear of the building and used to supplement the large planting area between the drive through and the rear of the building. The other opportunity for foundation plantings are in the front of the building. I would ask if we could agree to, or commit to foundation plantings in these areas and request that we re- submit such planting plans as a part of our final construction document development. We see no issues with providing necessary and sufficient plantings in these areas. 5. So noted. We issued comments accordingly on 11/1/12. The site plan submitted was not to scale. Our office has requested engineered construction plans, including a grading and drainage plan, in order to fully review the project and ensure there are no negative impacts to the surrounding properties or right -of -way. The site plan indicates three parallel parking spaces along the alley. Per the site plan, the property only has 65 -feet fronting the alley, and parallel parking generally requires 22 -25 feet for maneuvering. Three parking spaces would require between 66 and 75 -feet, in addition to any buffering required The developer has indicated a rain garden on the site plan for stormwater quality and detention. Since this is in excess of the stormwater standards for this size site, the Engineering Department appreciates the developer's desire to construct this stormwater improvement. McDonald's The developer has made changes to the south entrance to the site, per concerns from the Engineering Department. While the entrance is not ideal, the changes that have been made are sufficient for the Engineering Department to approve the entrance location. The developer has not submitted all items necessary to fully review the stormwater drainage and water quality for this project. However, the Engineering Department has no issues with the project moving forward, conditional upon the developer addressing any issues that may arise as additional stormwater details are provided to the Department during the construction plan review process. 146`h and Gray Rezone The Engineering Department has not received any new submittals for this project. Kunkle Familv Minor Subdivision The Department has requested a buffer strip in lieu of stormwater detention and stormwater quality requirements. The buffer strip shall include the entire extent of the floodplain or the regulated drain easement, whichever is greater, plus an additional 10 -feet. This has not been indicated on the most recent primary plat submitted to the Engineering Department. A 20 -foot easement shall be indicated on the plat, centered on the property line between Lots 1 and 2, per the Subdivision Control Ordinance. Mr. Kunkle has submitted an acceptable draft conmiitment for the required alternative transportation path. We will work with him to finalize this commitment. Ultimate Car Wash Modifications The Engineering Department has not received construction plans for full review of this project. A site plan was submitted via email. Should you think of something, that I am missing, please let me know and I will incorporate information in my information tomorrow Finally, our engineer has placed calls to engineering department in attempts to get more information/clatification on the out letting storm pipe issue. As of writing of this email, I don't believe their calls have been returned. I do blow that we are decreasing the impervious area for the site so theoretically, the receiving downstream storm sewer system should not present any issues. To the degree they can save trees on a rebuild, McDonald's does best attempt to do so. They understand the value added of keeping existing where possible. It's been quite awhile since I've dined there and it gave me a better appreciation for the rebuild. I encourage members of SS Committee to go have a Big Mac and dine inside. I tried to envision where the handicapped parking would be placed and was confused until I examined their new plan. That new plan seems to move the building to the west which eliminates the existing parking near the present drive through location. Thus, additional space is available for the handicapped spots next to the building. Not sure if 3 spots are sufficient quantity? 2. Expansion of parking area (encroaching into some portion of the Keystone Overlay ?) - if this is a possible consideration then please be advised there are two large trees in that area. 3. In petitioner's packet, I did not quickly see: a. Bike rack`? b. Outdoor dining, outdoor picnic table, or, any outdoor seating? Is outdoor seating being considered? If so, could or should this be placed in the Overlay area, if that space was not used for parking? 4. A memo was sent by Steve Wilson, owner of office complex to the north of McDonald's. His request was to screen his view of the dumpster. Are the current plantings sufficient? If we were in Steve's place as owner of the office complex would we be satisfied with the screening? I also want to make sure that the new dumpster area is landscaped to block it from our parking lot view. An ongoing major concern is the traffic. Since the thru -way to the west of McDonalds has been blocked off and the city of Carmel took away the left hand turn onto Carmel Drive, it is EXTREMELY difficult for McDonalds traffic and our tenants /customers to get to Keystone. Traffic making U -turns in the middle of Carmel Drive is very dangerous for everyone. This issue needs to be addressed. Morning, Lunch and Evening traffic also gets backed up onto Carmel Drive lining up to the drive thru which is dangerous for traffic exiting off the Keystone /Carmel Drive roundabout. These are the revised elevations that flip the colors to the Chocolate theme. You'll find that the match the previously submitted elevations, except for the block color. No EIFS or any other material switch on the building. Just a color change. You'll also note that these revised elevations have the roof top units dashed in for reference and the labeling of the various elevations — Front — DT side, etc. — now are also labeled with direction — North, East, West, etc. I'll be stopping by Rachel's office later today and I'll drop off the 11x17 hard copy versions with her. This will be new construction, therefore split face and smooth face block will be used. The example I sent yesterday, was a typical standard to demonstrate color themes and it includes materials for rebuilds, new construction and renovation of existing. EIFS is more commonly used on the rebuilds to transition the old walls, where exposed with the removal of the Mansard or for other reasons. I'll double check with the architect but I believe the elevations as submitted will remain and EIFS will not be an issue. All that will change with this color scheme change will be the colors of the block. Essentially, the elevations will be the same as those submitted initially and block color changes. That's it. You are correct. All ground directional signs are supposed to be reduced to 3'. a. The drawing for the main directional signs by the entrances was not included with the application. Are these still proposed? And have they been reduced to 3' in height? Yes, and, as indicated, 3' maximum height. b. Also the "please have your payment ready" sign looks like something was typed over the existing 50" numbers. Has this height been reduced to 3' tall? Yes, it was not done very well, sorry. 3' tall is what it is supposed to be. 3. The 11 x 17 building elevations still show an "M" on the rear /north elevation. Can you confirm this is not proposed? That is wrong. No signage on the rear /north elevation is proposed. 4. One of the 11 x 17 plans still shows the "Thank You" pavement marker. Please confirm that this is no longer proposed.
